Urban Planning in Oregon June 24, 2015 Redmond, Oregon Gordon Howard, DLCD Urban Planning Specialist GOAL 14 URBAN GROWTH BOUNDARY To provide for an orderly and efficient transition from rural to urban land use, to accommodate urban population and urban employment inside urban growth boundaries, to ensure efficient use of land, and to provide for livable communities. Need Demonstrated need to accommodate long range urban population, consistent with a 20 year population forecast coordinated with affected local governments; and Demonstrated need for housing, employment opportunities, livability or uses such as public facilities, streets and roads, schools, parks or open space, or any combination of the need categories. Can t be reasonably accommodated inside existing UGB Location Priorities Urban Reserve, Non resource lands, Farm and Forest lands Weigh and balance: Efficient accommodation of identified land needs; Orderly and economic provision of public facilities and services; Comparative environmental, energy, economic and social consequences; and Compatibility of the proposed urban uses with nearby agricultural and forest activities occurring on farm and forest land outside the UGB. 1

An entirely new alternative process for amending a city s Urban Growth Boundary will debut on January 1, 2016. Come tomorrow morning for all the details. GOAL 10 HOUSING To provide for the housing needs of citizens of the state. Buildable lands for residential use shall be inventoried and plans shall encourage the availability of adequate numbers of needed housing units at price ranges and rent levels which are commensurate with the financial capabilities of Oregon households and allow for flexibility of housing location, type and density. Employment Land Analysis Example Scappoose Reductions in Employment Land Changes in the plan designation of land in excess of two acres within an existing urban growth boundary from an industrial use designation to a non industrial use designation, or an other employment use designation to any other use designation, a city or county must address all applicable planning requirements, and: (a) Demonstrate that the proposed amendment is consistent with its most recent economic opportunities analysis and the parts of its acknowledged comprehensive plan which address the requirements of this division; or (b) Amend its comprehensive plan to incorporate the proposed amendment, consistent with the requirements of this division; or (c) Adopt a combination of the above, consistent with the requirements of this division. Rough cost estimates of each public facility project; A map or written description of each public facility project's general location or service area; Policy statement(s) or urban growth management agreement identifying the provider of each public facility system. An estimate of when each facility project will be needed; and A discussion of the provider's existing funding mechanisms and the ability of these and possible new mechanisms to fund the development of each public facility project or system.
