Page 4 Introduction In many countries of the Community a regime of periodic inspection and testing already exists for industrial premises and for buildings which provide for public access. Such a discipline has often evolved in response to national laws, statutory regulations and/or demands made by insurers, as a pre-requisite for providing indemnity. In contrast, whilst a number of Member States have a regime for periodic inspection and testing of electrical installations in privately owned and privately rented dwelling houses and apartments, many Member States do not operate any systematic rules for initial and periodic inspections in this type of premises. This specification is therefore intended to provide guidance for the initial verification and for periodic inspecting and testing of electrical installations in domestic property so as to provide for: - the safety of the occupants of such property, livestock and property, when the electrical installation is first energised (initial verification) and subsequently in its normal use (periodic inspection and testing), and - a methodology for carrying out inspection and testing and for the recording of the instances of observed non-conformities, damage, deterioration and dangerous conditions, and pronouncing on the overall condition of the installation, and - forms of documentation for recording the relevant details of the electrical installation and the results of initial certification and periodic reporting.
Page 5 1 Scope This specification provides guidance for the inspection and testing of electrical installations in domestic properties. It provides a method of recording the general characteristics of the installation, circuit details and loading, check lists for inspection and testing, and a model form for recording the results. It provides for the minimum inspection and testing requirements contained in HD 384.6.61. User country's national standards and general practices are not precluded by the specification and if suitable may be used to supplement it. It includes general information concerning the responsibilities of the landlord and the tenant, and the responsibilities of the installer when working on an electrical installation. The specification may also be used in owner occupied dwellings. There are no restrictions on the use of the specification. NOTE Responsibilities of the Landlords and Tenants The Responsibilities of the Landlords and the Tenants in some countries are defined by law. In general, it is required that the landlord provides the tenant with an electrical installation in good condition and repair; he should maintain it in a condition suitable for the use originally intended and ensure that necessary repairs are undertaken by a competent, authorised person. The tenant has a duty to ensure that those parts of the installation that are his responsibility are maintained in a safe condition and to ensure that necessary repairs are carried out only by a competent person. The electrical installation must not endanger the safety of users, livestock and property. 2 Reference to standards The European standard for electrical installations of buildings is the CENELEC HD 384 series. According to clause 11.2f of HD 384.1, the HD 384 series also applies to "the extension or alteration of an installation and parts of an existing installation affected by the extension or alteration". The above HD sets out the minimum requirements for safety with regard to new installation work, including alterations and additions to an existing installation. New installations must conform with local statutory regulations and national standards. It is recommended that measurement equipment complies to EN 61557 ("Electrical safety in low voltage distribution systems up to 1 kv a.c. and 1,5 kv d.c. - Equipment for testing, measuring or monitoring of protective measures") and EN 61010 ("Safety requirements for electrical equipment for measurement, control and laboratory use").
Page 6 3 Terminology For the purpose of this specification the following definitions apply: 3.1 domestic property a privately owned or privately rented dwelling house or apartment intended for the single occupancy of an individual or a family 3.2 electrical installation all the circuits of all voltages and types of current linked for the purpose of using electricity. The circuits include all electrical systems and accessories used in an installation, with the exception of appliances. Earthing of permanently connected appliances and accessories is considered as part of the electrical installation. 3.3 danger risk of injury from the hazards of electric shock, fire and burns arising from the use of electrical energy 3.4 initial verification inspection and testing carried out before an electrical installation is put into service 3.5 periodic inspection and testing actions of examining an installation in order to make an assessment of its condition and to identify and record any damage, deterioration, defects and dangerous conditions within the installation 3.6 inspection of an installation careful scrutiny of the installation without dismantling or with partial dismantling as required, supplemented by testing so far as reasonably practicable to provide for: - the safety of persons against shock and burns; - protection against damage to property by fire and heat arising from an installation defect; - identification that the installation has not suffered damage or deterioration so as to impair safety; - identification of installation defects or non-conformities with standards or rules and regulations, that may give rise to danger. 4 Responsibilities of installers For a new or renovated installation: - to follow all requirements of national standards and local rules and regulations, including EN 50110. When working on an alteration to an existing installation: - to record and report all observed non-conformities with standards which may give rise to danger.
