Radon testing was conducted with regard to securing a US Department of Housing and Urban Development (HUD) 223(f) FHA loan. The testing was conducted in accordance with HUD Notice 2013-03 guidelines, and the American Association of Radon Scientists and Technologists (AARST), ANSI/MAMF-2012, Protocol for Conducting Radon and Radon Decay Product Measurements in Multifamily Buildings. ASTI acknowledges that Prentis II JSL LDHA LP, Red Capital, and HUD may rely upon this letter and its conclusions. The Property is located at the above referenced address in Oak Park, Michigan, which is located in EPA Radon Zone 2. The Property includes one 6-story apartment building with 11 ground-contact residential units. Previous radon testing was completed in 2013 at the Property and one radon mitigation system was installed to address elevated concentrations of radon previously detected in Unit 124. Testing was conducted in all ground-contact residential units (11) and 10% of the upper floor units (9) during the period of January 19 through January 23, 2017. In addition, quality control measurements included 10% (2) duplicates and 5% (1) blanks. One Air-Chek Foil Bag Test Kit (AC/NRSB Device Code 10333) was placed in each of the ground-contact residential units and selected upper floor units. Each test kit was placed at breathing level, approximately 5-6 feet above the floor. In addition, two duplicate test kits and one blank were also placed and analyzed. A table summarizing the testing results is attached (Attachment A). Radon laboratory analytical results were below the EPA Action Level of 4.0 pci/l at all, but one of the locations tested. A radon concentration was detected at 4.6 pci/l in Unit 137. The laboratory reports provided by Air-Chek can be found in Attachment B. Based on the results of the testing at the Property, it appears that the concentrations of radon entering the units are minimal with the exception of Unit 137. ASTI recommends that additional testing be performed in Unit 137 to identify if mitigation is necessary. Another option is to
