A soror who wishes to speak shall go to the nearest microphone, wait to be recognized by the presiding officer, and speak clearly and distinctly. After recognition, the soror shall give her name, chapter name, location of chapter and whether she is a voting delegate. A soror is asked to limit the number of times she wishes to debate to once (1) per issue. Each soror is asked to limit her statement and/or concern to a maximum of one (1) minute. Debate on a single issue shall be limited to two (2) minutes. The time limit and number of times a soror addresses a question or concern will be enforced by the Parliamentarian subject to any extension directed by the Presiding Officer. 15. A delegate temporarily leaving the meeting shall not relinquish her badge to an alternate to vote in her stead. A delegate who must leave the Conference shall first notify her Chapter Basileus, and then report to the Registration and surrender her badge. The alternate taking her place shall assume her role as delegate for the remainder of the Conference after certification by the Registration. 16. All reports shall be typewritten and copies given to the Grammateus immediately following presentation to the Conference. When possible, the electronic document should be made available to the Grammateus. 17. All sorors are asked to exhibit sisterly conduct when an issue is being addressed. No debate or discussion on the floor of the Conference that directs negative criticism to an individual or chapter shall be permitted. 18.Holding seats shall be considered an un-sisterly act and is strongly discouraged. These actions will be corrected by members of the Protocol and Hostesses. 19. Notices to be announced during the business session shall be submitted in writing and signed by the soror under whose authority the announcement is issued. Notices shall be given to the Philacter who shall be responsible for forwarding them to the Conference Grammateus for reading. Announcements shall be made prior to recess. 20. Philacters shall be responsible for orderly conduct in the sessions and shall admit late arrivals to the business sessions only after showing the registration badge, reciting the password,, and paying a late arrival fee of $2.00. Diamond and Golden Sorors, Hostesses, and those who require assistance will be exempt from the late arrival fee. All late fees shall be donated to a charity identified by the Regional Director. The amount collected shall be disclosed at the close of the Regional Conference. 21. All issues of concern under New Business must be submitted in writing and signed by a certified delegate and presented to the presiding officer by the close of the second plenary. 22. The voting strength for this conference shall consist of the delegates from the chapters, and general members, along with the Former North Atlantic Regional Directors and the current North Atlantic Regional Director. 40

Rules 1. Rules of the 84 th North Atlantic Regional Conference shall be governed by the (most recently revised) 2014 Constitution and Bylaws and Manual of Standard Procedure of Alpha Kappa Alpha Sorority, Incorporated, as well as Robert s Rules of Order (Newly Revised, 11 th Edition). 2. Soror Meredith L. Henderson, North Atlantic Regional Director, is the Presiding Officer for this Conference. 3. Soror Ferial S. Bishop will be appointed Regional Conference Parliamentarian. 4. As recommended by the 2014 Official Guide to Alpha Kappa Alpha Protocol, the greeting to be used is: To Madam Regional Director Soror Meredith L. Henderson, to Madam Supreme Basileus, Soror Dorothy Buckhanan Wilson, to our Former Supreme Basilei, Members of the Directorate, and all others who serve Alpha Kappa Alpha Sorority, Incorporated, Good Morning/Afternoon/Evening. After the first soror has properly greeted Madam Regional Director and Madam Supreme Basileus, others may say: To Madam Regional Director and to Madam Supreme Basileus and proceed with their committee reports. 5. Sorors shall stand when the North Atlantic Regional Director, Supreme Basileus, Former Supreme Basilei, and Former North Atlantic Regional Directors enter the room and/or are introduced. 6. All meetings of this body shall start and end on time. 7. Cell phones, pagers, PDAs, smart phone devices, and all other electronic devices shall be silenced during all business meetings and events. If a soror must take a call, she is asked to excuse herself from the business meeting/ event to address her call. 8. Turn off all electronic communication devices or place on silent. Video and audio recordings shall be prohibited during business sessions, workshops, and forums unless approved by the Presiding Officer. 9. Texting, tweeting, and/or posting to any social media outlet regarding any information discussed in business meetings shall not be permitted. 10.Sorors should wear appropriate Alpha Kappa Alpha business attire (not business casual), unless noted otherwise. 11.All sorors, including delegates, shall be required to openly display their badges to enter all meetings and functions. 12. PROTOCOL REMINDERS Use discretion when posting on social media. Forums open to the public are not the appropriate venue to discuss sorority business. Sorors are encouraged to utilize the Soror Code of Ethics as a guide when using electronic media. Photos during rituals are strictly prohibited. GENERAL Make arrangements for child care and guests when attending business meetings, as these meetings are for sorors only. Arrive on time for meetings and events. If applicable, pay all late fines in a timely manner. Sorors should follow the lead of the presiding officer when singing the Hymn. Sorors should not cross arms when singing the Hymn in public. Sorors should not sway while singing the Hymn. The Hymn should be sung at a brisk pace. The use of the pinkie gesture and Skee Wee call by undergraduate and graduate sorors is prohibited during official Alpha Kappa Alpha business settings. ATTIRE PROTOCOL REMINDERS Business attire is required for the conference, unless otherwise noted. Sorors are encouraged to wear comfortable shoes throughout the conference. Flip flops, house shoes, sneakers are prohibited and unacceptable, unless under direction from a physician for medical reasons. Conservative, solid seasonal white dress with sleeves or skirt suit with coordinated white blouse is required for Ivy Beyond the Wall Ceremony. Pants are prohibited. White, off-white, or flesh tone hosiery is required for all rituals during conference. Coordinated white shoes are appropriate. Black shoes, sandals, and boots are unacceptable. Business attire is required for Rededication Ceremony. Appropriate shoes and hosiery are required. Sandals and boots are unacceptable. Pants are prohibited. Hats and head coverings are prohibited during rituals unless for religious or medical reasons. The Alpha Kappa Alpha badge is the official insignia worn by a member. The badge is worn over the heart on the outer garment of clothing nearest the body. The badge is never worn with formal attire, slacks/pant suits, sports attire or shorts. When in doubt, do not wear the Alpha Kappa Alpha badge. The signature jewelry of Alpha Kappa Alpha is a single strand of pearls. Conference Philacters and event hostesses will enforce required attire. Sorors inappropriately dressed will not be admitted. CREDENTIALS Sorors must wear their conference badge for all meetings and events. Only members with badges will be admitted to plenary sessions. Voting delegates must wear delegate identification and arrive early for proper seating. PROTOCOL REMINDERS VERY SPECIAL GUESTS Stand for the procession of dais members. Stand when the Regional Director enters the room and when she is introduced. Stand when the Supreme Basileus and Former Supreme Basilei enter the room, and when they are introduced. Refrain from walking during the introduction of dais guests and program participants, the meditation, or while the Regional Director or Supreme Basileus is giving her address to the delegation. Allow the Very Special Guests expedited access to meeting. FORMS OF ADDRESS Please speak after being recognized by the presiding officer. Please address the presiding officer as Madam Regional Director or Madam Supreme Basileus. Use the appropriate greeting when addressing the presiding officer and delegation. Please honor reserved seating signage. Removal of reserved seating signage is prohibited, and may result in dismissal from the event.
