Overview of ThermWise ThermWise Cost-Effectiveness Tests The ThermWise Model uses the four California Standard Practices Tests to evaluate program cost-effectiveness. Each of the four tests are designed to answer different questions... 1. Total Resource Cost Test A combination of the questions answered by the Participant & the RIM tests. 2. Participant Test What is the net benefit to a DSM measure/program participant? 3. Utility Cost Test Is it cost-effective for the utility to administer DSM programs? 4. Ratepayer Impact Measure Test What effect will DSM measures & programs have on utility rates? Cost-Effectiveness of the ThermWise programs is measured in both Net Present Value and Benefit/Cost ratios.
