This month s presentation is Commercial Building Automation for energy savings and design enhancement, both in new and retro-fit applications with a Title 24 update. A tour will take place in a typical residential setting with the audience experiencing the convenience and aesthetics of lighting and shade automation. The automated system works to save energy costs, extend lamp life, reduce heat gain and UV damage to interior fabrics, art, and furniture by operating on an astronomical time clock. This technology is completely retrofit-able and scalable, using existing wiring, controlling all load types, and interfacing with third-party devices within the home. A cell phone app makes monitoring and controlling the entire system from a remote location easy. Speaker James Cheng is part of the Chicago Specification Team and the Government Team and has extensive experience in Lutron lighting control for both the private and public sector. Since becoming the Los Angeles Specification Manager in 2011, James leads a team of specification sales personnel throughout Los Angeles and Orange County, working with end-users, architects, electrical engineers, lighting designers, and others concerned with energy-saving and construction. He is a graduate of both West Point and Northwestern s Kellogg School of Management, and is Lutron Electronics Commercial Sales Leader for Southern California. Originally from Chicago, Mr. Cheng attended the military Academy and became a Combat Engineer officer in the Regular Army upon graduation. After a tour in Iraq and the Philippines, he joined Lutron in 2006. Lutron is a privately-held lighting control manufacturer, which originated in 1958 with the invention of the solid state dimmer by founder Joel Spira, a Smithsonian inductee. Paragon Industrial Controls Doug Raff gave an informative one-hour presentation on machine safety. Practical in his approach, he reviewed OSHA and ANSI regulations on machine safety and illustrated poor and best practices with examples. His videos, some of which were frightening to watch, conveyed many salient points of his talk more clearly and distinctly than PowerPoint slides alone. Sixteen attendeee the monthly meeting. Standards and Practices ISA99 Cyber Security Standard Defines Key Technical Requirements for Secure Industrial Control Systems The ISA-62443 series of standards, being developed by the ISA99 committee and adopted globally by the International Electrotechnical Commission (IEC), is designed to provide a flexible framework to address and mitigate current and future vulnerabilities in industrial automation and control systems (IACS). The most recent standard in the series, ISA-62443-3-3-2013, Security for Industrial Automation and Control Systems Part 3-3: System Security Requirements and Security Levels, addresses risks arising from the growing use of business information technology (IT) cyber security solutions to address IACS cyber security in complex and dangerous manufacturing and processing applications. IACS security goals typically focus on control system availability, plant protection, plant operations, and time-critical system response. IT security goals, in contrast, often focus more on protecting information than physical assets. For this reason, use of IT cyber security solutions to address IACS security must be implemented knowledgably to prevent unintended vulnerabilities that could lead to potentially disastrous health, safety, environmental, financial, and/or reputational impacts in deployed control systems. 4 ISA Newsletters, Southern District 11 Oct-Nov 2013

The new ISA99 standard addresses this concern with an approach to defining system requirements that is based on a combination of functional requirements and risk assessment, and an awareness of operational issues. The standard provides detailed technical control system requirements associated with seven foundational requirements described in the groundbreaking first ISA99 standard, ISA-62443-1-1 (99.01.01), including defining the requirements for control system capability security levels. Those responsible for IACS cyber security will use these requirements in developing the appropriate control system target security levels for specific assets. This standard provides highly relevant and practical direction to asset owners, system integrators and suppliers by describing the major system-level technical requirements for a secure IACS, stated ISA99 Co-Chair Eric C. Cosman of the Dow Chemical Company. It serves as a cornerstone in the ISA-62443/IEC 62443 series, complementing other standards including ISA-62443-2-1, which addresses the processes and procedures needed for security. The ISA99 committee drew on the input and knowledge of IACS security experts from across the globe in developing the standard. Unlike programs targeted at a single industry, ISA99 is applicable to all industry sectors and critical infrastructure in recognition of the interrelated nature of industrial computer networks in which cyber vulnerabilities exploited in one sector can impact multiple sectors and infrastructure. The new standard represents a collaborative effort of experts from multiple industries around the world, stated the ISA99 task group leader for the project, Jeff Potter of Emerson Process Management. Our intensive series of revise-and-review cycles has resulted in a rigorously reviewed standard reflecting the best current thinking in control systems security. Our joint work with IEC experts provides users with further assurance that this is a truly global standard that can be used to design, build, operate and regulate with full confidence in its longevity and crossnational applicability. ANSI/ISA-62443-3-3-2013 was approved as an American National Standard on August 13, 2013. An essentially identical version will be published by the IEC later in 2013 as IEC 62443-3-3. New ISA Technical Report Focuses on Procedure Automation for Continuous Process Operations A new ISA technical report addresses good practices regarding procedure automation in process operations and strategies for incorporating automated procedures into industrial automation and basic process control ystems (BPCS). ISA TR106.00.01-2013, Procedure Automation for Continuous Process Operations Models and Terminology, complements the concepts in key ISA standards that deal with the use of procedures in specific applications, including batch processing (ISA-88) and safety systems (ISA-84). Many such fundamental concepts are common to all procedures without regard to the context in which they are implemented, but there are needs specific to continuous processes. Chinese standards delegation tours Wilmington Instrument Company On October 2, 2013, sixteen Chinese nationals from the Hubei Standard Management and Market Access delegation toured the Wilmington Instrument Company calibration lab and facility. The translator was a graduate student from California State University Long Beach. What an experience, it went very well, said Wilmington s John Bowman. Hubei, located in central China, is a major industrial center, a national center of trade and transportation and the location of such gigantic hydroelectric projects as Three Gorges Dam. Continued on page 8 Standards and Practices, Continued from page 5 addressed in the new technical report in a procedure requirements model, procedure implementation model, and physical model as well as in sections concerning mapping of procedures to BPCS components. The good practices documented in the technical report were developed to address many of the human performance limitations that can occur during procedural operations pertaining to continuous operations. Also described are the elements necessary to implement procedure automation. Such procedures are less prone to significant deviations in practice and may also improve response to disturbances. Procedures represent the knowledge necessary to operate a system and are critical components of continuous operations. Historically, procedures have been executed by humans reading from a manual, checklist document, or a static display. The new technical report describes the concepts in which procedures are integrated into the BPCS. The intended audience for the document includes technical and operations managers and engineering personnel who are responsible for the operation or automation of continuous process operations, members of engineering departments of owner/operators, and engineering personnel of engineering and procurement companies, automation vendors and system integrators and other process engineering practitioners. The technical report was developed by ISA106, Procedure Automation for Continuous Process Operations. The committee is now developing a second technical report on the work processes involved with automating procedures that monitor and control continuous processes. This second technical is intended to be applied to capital projects but could also be applied to operating expenditures activities to automate individual procedures. Besides adding additional cost to the price of the pressure gauge, the liquid filled case causes other operational difficulties such as dial discoloration and potential shift of calibration. All Series 34 Accu-Drive pressure gauges utilize the finest materials of construction. The bourdon tube is constructed of Inconel, a highly elastic material with excellent corrosion resistance.
