Sazhnev RRC Kurchatov Institute There are 87 RTGs located in Baltic region at present time. 10 of them are located in Kaliningrad region, 77 in Finland Bay in Vyborg and Lomonosov regions. Total activity of RTGs located in Baltic region is 1.2+17 Bq. More than 65 mln. People live in Russia and countries bordering RTGs location places in Baltic region. Preparatory works carried out by RRC Kurchatov Institute in Baltic region under US support: Beginning of works with American investors August 2003. International cooperation of RRC Kurchatov Institute in Baltic region with other countries Negotiations with Danish side 2005-2006 years. Negotiations with German side 2004 2007 years. Beginning of negotiations with French side May 2007. Preparatory works were carried out no progress during negotiations. In order to provide secure operation of RTGs in the Baltic region it was decided to develop and install remote monitoring system at that region. RTG remote monitoring system in Baltic region Within the frameworks of long-term program for decommissioning and recovery of radionuclide thermoelectric generators (RTGs) and their replacement on alternative power supply sources there is a necessity in provision of secure operation of RTGs left in place. RTGs location places as usual are located in hard to rich districts and are located far from settlements, do not have physical protection and automatic means which could provide RTG security. Creation of RTG monitoring system is one of methods which enable to increase control under RTG and to increase level of its protection. Goals of RTG monitoring system are the following: - Increase of security level for RTGs in operation at navigation sites; - Decrease time of reaction of hydrographic service on possible unauthorized situations at RTGs. System of control under RTG state is intended for: - Transmission of information about incident at RTG into local Centers of control and management; Monitoring system equipment. Monitoring system of RTGs left in operation consists of: 1. Block of control and registration (sensor) 2. Monitoring system repeater 3. Stationary Center of control and management Block of control and registration Block of control and registration (BCR) is being installed at RTG, it is responsible for generation of alarm messages. Following main components are included in block of control and management: Rolling sensor; GPS-receiver; Device for data transmission via radio channel; Block of controlling logic. 3

That alarm signal is being transmitted via radio channel to repeater data transmission block installed at navigation sign. Monitoring system repeater Data transmission block has in its set following main components: Block of controlling logic; Receiver of data being transmitted through radio channel; GSM modem intended for transmission of data to local Center of control and management. Solar battery module In standard mode of functioning, repeater (data transmission block) with GSM radio modem secures implementation of following functions: Turning on of radio modem with prescribed periodicity and review of SMS messages for revealing of request from local Center of control and management; In case of reception of request for SMS messages - transmission of SMS messages with information of self-control to addresser telephone number; Checking of presence of existing of unauthorized situation from block of control and management; Periodic check of radio communication with block of control and management installed at RTG; Systematic transmission of SMS messages with information of self-testing in accordance with preset schedule and telephone number; Extraordinary transmission of SMS messages to preset telephone number with information of self-control in case of alarm situation occurrence or in case of unauthorized access to RTG Center of control and management. Center of control and management contains: - GSM modem; - Personnel computer; - System and application software. 4

Within the frameworks of pilot project monitoring was installed at 16 sites in Baltic region. Examples of installations of RTGs monitoring system. In order to secure safe storage of RTGs at short term storage facilities and storage facilities RRC Kucrhatov Institute specialists developed RTGs automatic monitoring system and automatic radiation environment control system (ASKRO system). 6

Automatic RTGs monitoring system on the base of RFID technology (ARMS) in temporary RTGs storage facility Automatic RTGs monitoring system (ARMS) was developed for RTGs temporary storage facility located at FSUE DalRAO site located in Vilyuchinsk Kamchatka area. ARMS is intended for monitoring under security of RTGs located at RTGs temporary storage. ARMS consists of: Interface board MOHA - CP-132UL V2; Reader with reading range 2,45 GHz PR-G07 with antenna; Set of active labels; Switchboard with automatic switcher for 10 Ampere; Cable network of cable transmission and power supply of readers; Automatic working place on the base of PC. Main program window serves for representation for the user visual information about signals received from readers, also it enable user to cancel alarm signals Indicators could be in four working states: Alarm (red color of indicator); Alarm has finished but it is not canceled by operator (yellow color of indicator); State of rest (green color of indicator); Label battery is discharged (blew color of indicator). Indicators turns into alarm state in case any (at least one) alarm signal from reader is received (there are three possible signals): Signal which reports that label motion detector triggered (received in case label was moved; Signal which reports that dry contact sensor triggered (received in case label was tried to be dismantled); Signal which reports that communication sensor triggered (received in case there is not communication between sensor and reader). Automatic radiation environment control system (ASKRO system) for RTGS storage facility located at the territory of FSUE DalRAO Vilyuchinsk ASKRO system is intended for remote monitoring of radiation environment during normal maintenance and also in case there are some deviations form conditions of normal operation and also in case of alarm situations at storage facility. Goal of creation of ASKRO system is possibility to fix documentary measured numbers of gamma radiation doze rate and also effective revealing of indications of alarm situation appearance at RTGs temporary storage. Stages of development and installation of ASKRO system at the territory of FSUE DalRAO in Vilyuchinsk: - development and coordination of Statement of Works for ASKRO system; - development and coordination of detailed design of ASKRO system; - development of application software for ASKRO; - Assembling and testing of the system in laboratory condition (on the base of RRC Kurchatov Institute ; - Installation of the system at RTGs temporary storage facility; ASKRO center of control 9 Examples of installed system
