Kelly, Kerr, Koval, Larrimer, Powers, Rochholz) Technical Merit: Emergency Nature: 0 Abstentions 0 Abstentions 11 Agree (Chavez, Moore, Scibetta 9 Agree (Moore w/comment) w/comment) 6 Disagree (Breen, Carter, Heffernan, Kleintop, Murphy, Shackley) 8 Disagree (Breen, Carter, Chavez, Heffernan, Kleintop, Murphy, Scibetta, Shackley) There are two criteria necessary to pass ballot [(1) affirmative ¾ vote and (2) simple majority] with both questions needing to pass ballot in order to recommend that the Standards Council issues this TIA. (1) The number of affirmative votes needed is 13. (27 eligible to vote - 10 not returned - 0 abstentions = 17 0.75 = 12.75 = 13) (2) In all cases, an affirmative vote of at least a simple majority of the total membership eligible to vote is required. This is the calculation for simple majority: [27 eligible 2 = 13.5 = (14)] Therefore, based on the responses received to date the preliminary results show that this TIA IS NOT passing ballot. Explanation of votes received from principal member s are attached for your review. Ballots received from alternate members are not included, unless the ballot from the principal member was not received. If you wish to submit your ballot or change your vote, please do so no later than Wednesday, June 3, 2015 at 11:59 PM Eastern. The amendment has technical and scientific merit. It is anticipated that several areas of the amendment may be difficult to execute on installed equipment. Specifically the VRLA Temperature and Ohmic Tests may have procedural challenges such as using an infrared thermometer to get a true reading on battery terminals that are enclosed within a cabinet (would need to open the cabinet to get a thermal reading and in doing so you would inadvertently allow heat to escape or cool components). Also the ohmic test recommends establishing a based line ohmic value based 30 batteries from one manufacturer. This information may be difficult to establish for installed equipment. The Cell / Unit voltage test as written is based on 12 V rated batteries and does not account for 24 V rated batteries. Table 14.4.3.2, as proposed, is very prescriptive for VRLA batteries but does not provide the same level of guidance for vented lead- acid of Nickel cadmium batteries. Consider this email my formal response. Question #1 Disagree Explanation: I agree in part with author's well written and needed definitions. What makes me disagree stems from my belief that NFPA 72 should be a stand alone, definitive code manual. Our work should be complete eliminating the need for footnotes and more importantly other references, IEEE as referenced in the TIA. I believe we as a committee are governed by the style manual and thus we must create a industry standard code manual. As an installer, neither me or my employees will have access to engineering data or manuals in the field.
