Totaling $7,266,435.04 for Phase 2 of Northwest Florida Water Management District Contract 15-020 Wakulla Gardens and Magnolia Gardens Wastewater Retrofit Project Statement of Issue: This agenda item requests Board approval of Change Orders No. 1 (Attachment #1) with North Florida Construction, Inc. (NFC) totaling $7,266,435.04 for Phase 2 of Northwest Florida Water Management District (NFWMD) Contract 15-020 Wakulla Gardens and Magnolia Gardens Wastewater Retrofit Project. Background: On April 17, 2017, the Board approved to award ITB #2017-11 and ITB #2017-12 for the Wakulla Gardens and Magnolia Gardens Sewer Phase 1 Projects to NFC. On May 1, 2017, a Notice to Proceed was provided to NFC and construction began. On August 15, 2017 NFWMD approved a time extension for Phase 2 construction completion by February 28, 2019 (Attachment #2). Dewberry Preble-Rish (DPR) completed the 90% construction plans on Phase 2 on September 26, 2017. Construction is on schedule and as of September 30, 2017 was at the percentage of completion shown in the table below: Project Phase % of Completion Wakulla Gardens Phase 1 85% construction Wakulla Gardens Phase 2 design and engineering only Magnolia Gardens Phase 1 75% construction Magnolia Gardens Phase 2 design and engineering only On September 1, 2017, Staff contacted NFWMD about the possibility of approving a change order for Phase 2 of the projects (Attachment #3).

Totaling $7,266,435.04 for Phase 2 of Northwest Florida Water Management District Contract 15-020 Wakulla Gardens and Magnolia Gardens Wastewater Retrofit Project October 16, 2017 Page 2 Analysis: Staff reviewed bids received for Phase 1 of the project from NFC and six other competitive bidders. Upon comparison, NFC bids combined were approximately $550K less than the average bid of the other six competitors. In addition, the unit prices for materials were very competitive and NFC was agreeable to allow the County to purchase materials directly from the supplier saving over $88K in tax to date. NFWMD has no objections to approval of the Change Orders. The timeliness and quality of NFC s work on both projects has been satisfactory. Expeditious procurement of construction services would assure affordable costs as NFC has agreed to hold unit prices consistent with Phase 1 bid prices if the change order is approved. There is also a Florida Department of Transportation (FDOT) road resurfacing project in the construction area that is being deferred until Phase 2 completion and must be completed no later than September 30, 2018. Approval of the Change Orders will yield timelier and cost-effective results. Budgetary Impact: Funding for Phase 2 construction of Wakulla Gardens and Magnolia Gardens Wastewater Retrofit Project is being provided on a reimbursement basis from NFWMD and is segregated as a sub-fund of the Wastewater Operating Fund. The Change Orders include additive alternate projects for road paving that will be paid from the Once Cent Sales Tax Road Fund. The line item details of the Change Orders (Attachment 4) specific to each project total $4,408,299.80 for Wakulla Gardens and $2,858,135.24 for Magnolia Gardens.
