Edenderry Local Area Plan 2017-2023 MATERIAL ALTERATIONS TO DRAFT EDENDERRY LOCAL AREA PLAN Public Display Document

Section 1: Introduction 1.1 Introduction This report focuses on the proposed material alterations made by the members at the July monthly meeting of Offaly County Council 1. This document is prepared in accordance with Section 20(3) of the Planning and Development Act 2000 (as amended) and sets out the proposed material alterations to the Draft Edenderry Local Area Plan 2017-2023. Material alterations are proposed to both the written statement and the landuse zoning map. 1.2 Legislative Requirements Having considered the draft Edenderry Local Area Plan and the Chief Executive s Report on submissions received on the draft LAP, the members of Offaly County Council resolved to amend the draft Edenderry LAP. The proposed alterations are considered to be material. In accordance with Section 20 (3) (e) of the Planning and Development Act 2000 (as amended) the proposed material alterations are being published for public consultation for a period of not less than 4 weeks. Written submissions or observations with respect to the proposed alterations (only) are invited. Pursuant to Section 20 (3) (e) to (i) of the Planning and Development Act, 2000 (as amended), Article 14 of the Planning & Development (Strategic Environmental Assessment) Regulations, 2004 (as amended), Article 6 of the EU Habitats Directive (92/43/EEC) and the Birds Directive (79/409/EEC) as amended, Offaly County Council has undertaken an Appropriate Assessment (AA) and Strategic Environmental Assessment (SEA) Screenings of the proposed Material Alterations to the draft Edenderry Local Area Plan 2017-2023. Following on from the Screenings carried out, it is determined that a Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) are not required in respect of the proposed alterations. The SEA and AA Screening Reports of the proposed Material Alterations accompany this report and are also being published for public display and commentary. 1.3 Display of proposed material alterations Written submissions/observations with respect to the proposed material alterations and associated environmental reports may be made in writing during the period Wednesday 9 th August 2017 to 4pm on Thursday 7 th September 2017 (inclusive). Please ensure that submissions/observations marked Draft Edenderry Local Area Plan are made by one medium only to the following: In writing: Administrative Officer, Planning Section, Offaly County Council, Áras an Chontae, Charleville Road, Tullamore, Co. By email: edenplan@offalycoco.ie All written submissions /observations relating to the proposed material alterations and/or addenda to the associated environmental reports only and are made to the Planning Authority within the stated period shall be taken in to consideration before making of any material alteration. 1 17 th July 2017

Please note: Submissions/observations on issues that are outside or do not relate to the proposed material alterations will not be considered at this stage in the plan making process. 1.4 Purpose of this Report The purpose of this report is to inform and assist the public and other interested parties/bodies in their consideration of the proposed material alterations to the proposed draft LAP. Written observations or submissions regarding the material alterations are invited from members of the public, prescribed bodies and other interested parties. Written submissions or observations must be received between Wednesday 9 th August 2017 to 4pm on Thursday 7 th Sept 2017. When making a submission, please note that issues in relation to the proposed alterations and/ or the Environmental Screening Reports will be taken into consideration. Submissions outside the proposed alterations will not be considered (in accordance with Section 20 (3)(q) of the Planning and Development Act 2000 as amended)). The closing date for submissions is 4pm on Thursday 7 th September 2017. Late submissions will not be considered 1.5 Outline of Report The material alterations comprise alterations to the written statement of the draft LAP and to the landuse zoning map, where relevant. The material alterations will be shown in the order of sequence they appear in the draft plan and NOT the Chief Executives report on submissions to the draft. For clarity this report will show the following: Excerpts from the plan are extracted in the font they are shown in the plan. Proposed Alterations involving additional text are shown in red; Proposed Alterations involving deletion of text are shown in strikethrough; Proposed mapping changes are included in the relevant sections as appropriate and thereafter on the landuse zoning map.

Section 2: Proposed Material Alterations Written Statement Proposed amendments are ordered in the sequence they appear in the draft LAP and should be read in conjunction with the draft LAP. 1. INTRODUCTION No alterations. 2. POLICY CONTEXT No alterations. 3. CONTEXT AND CHALLENGES No alterations. 4. VISION AND STRATEGIC OBJECTIVE No alterations. 5. DEVELOPMENT STRATEGY No alterations. 6. ACHIEVING GOALS Changes proposed in respective Goals: G2 TOWN CENTRE REVITALISATION Material Alteration No. 1: G2.5 Opportunity and Masterplan areas/sites: To realise the full potential of these four individual sites any development proposal put forward should be of a quality design, finish and build quality that contributes positively to the streetscape and general

townscape. Redevelopment proposals should be sensitive to built heritage and should be accompanied by a design statement as set out in section G2.5.5 below. These sites are capable of accommodating a mix of appropriate uses given their location including residential, retail, commercial, business, community, and leisure and off- street car parking. New proposals on these sites will also be required to demonstrate how their development would relate to future development on adjoining backlands including layout and potential pedestrian and vehicular links through a masterplan for the areas identified on map G2.2. New Material Alteration No. 2: Additional text in Objective TCO8: It is an objective of the Council to: TCO8 Improve accessibility to and within the town centre by: Reviewing existing car parking provision (on street and off street). Examining opportunities for additional on street and off street car parking at JKL Street and at suitable locations to serve the needs of businesses centermost on JKL Street. Examining opportunities for the provision of cycle linkages. Examining pedestrian access points and linkages from peripheral areas. New Material Alteration No. 3: New Objective proposed for inclusion: It is an objective of the Council to: TCO11 View favourably, applications seeking to provide off-street car parking in central areas of the town to facilitate the needs of businesses and visitors to the town. *****

G3 QUALITY RESIDENTIAL ENVIRONMENTS Material Alteration No. 4 New objective QREO7: It is an objective of the Council to: QREO7 Consider the integrated and coherent development of garden areas/backlands or infill sites of established residential properties that provides for a logical approach to development, subject to the following: Quality design and layout (allowing for contemporary designs), Adherence to all quantitative and qualitative standards for residential amenity (both of the development and of adjoining properties), Respect the established character and prevailing density of the area and Traffic safety. Proposals representing adhoc development will not be considered. *****

G4. COMMUNITY, CULTURE & IDENTITY Material Alteration No. 5 Additional text: G4.4.2 Community Services and Facilities Library Service Edenderry Town Library is located in the heart of the town on J.K.L. Street. The Offaly Library Development Plan 2010 2014 acknowledges that the current building, converted for use in 1981, is no longer sufficient to meet the diversifised needs or expectations of today s library user of the peope of Edenderry area. This is in respect of modern public library provision and increased library use arising from the growth in population of the area. Apart from the educational and social benefits, a successful library can transform a town centre area through increase in footfall and the advent of night time uses to the town centre. It is an objective for Offaly County Council to progress the development of a new modern Community Library in Edenderry in line with the National Library Capital Programme. and to continue in the provision of services, economic and community initiatives, literacy programmes and the promotion heritage and culture. A new modern public library in Edenderry town and area will provide enhanced access to services for the public, including, flexible spaces for meeting and learning, expanded digital services and access during unstaffed times using smart technology. Edenderry Community Library will connect people to their communities by serving as a civic, information, learning and digital centre. Material Alteration No. 6: New policy: CCIP8 To promote and support the provision of a new Swimming Pool in Edenderry Material Alteration No. 7: Amended wording to existing objective CCIO4: It is an objective of the Council to: CCI04 Progress the development of a new modern Community Library in Edenderry in line with the National Library Capital Programme and to continue in the provision of services, economic and community initiatives, literacy programmes and the promotion heritage and culture. provide enhanced access to

services for the public, including, flexible spaces for meeting and learning, expanded digital services and access during unstaffed times using smart technology. ***** G6 INFRASTRUCTURE Material Alteration No. 8: Additional objective under 6.1: It is an objective of the Council to: INFRA1 Require the early and/or timely provision (in tandem with development), of road and other infrastructure needed to be delivered as part of the coherent development of lands or the future development of the area in accordance with the infrastructural objectives of the landuse zoning plan. Material Alteration No. 9: Alteration to wording of Objective MTO3: MTO3 Deliver distributor roads inner relief roads/streets in and around the town providing for an alternative route away from the town centre area and to open backland developments for further development potential as indicated on the landuse zoning map. The protection and safety of existing residential areas is important and therefore the need for remedial works and strong safety measures to safeguard existing residential areas adjoining distributor roads inner relief roads/streets will be examined and provided where necessary to ensure high levels of for residential and public safety in the context of the Design Manual for Urban Roads and Streets (DMURS). Material Alteration No. 10: New objective (b) It is an objective of the Council to: MTO1 Undertake a transportation Study for Edenderry addressing issues relating to traffic congestion, movement and circulation and smarter travel.

MTO2 (a) Reserve land for a future relief road to the south and east of the town. (b) Examine the feasibility and make provision for a new relief road to the north, north east of the town as a measure to alleviate traffic congestion in the central areas of the town. Material Alteration No. 11: G6.2.4 Car Parking There is at present sufficient on street parking to serve demand in the town centre. As the town s district functions develop, car-parking requirements may increase and shall be provided as an integral part of new developments. It would be prudent to see such car parking develop at off-street locations away from, but in proximity to the main artery, to not only improve traffic circulation but also to enhance the commercial life of the town. *****

7. DESIGN GUIDANCE No alterations. 8. LANDUSE ZONING Material Alteration No. 12: Update to section 8.3.3 Business/Employment: 8.3.3 Business/ Employment The facilitation of employment generating development is a key aim of this Local Area Plan and as such, lands identified for Business/ Employment use will play an important role throughout the lifetime of this plan. This is a significant landuse zoning. There is a considerable amount of land zoned for business/ employment use in the Edenderry Local Area Plan 2017 to 2023 this is to provide a range of opportunities for employment related development as set out in G1 of this plan. All of this land currently has potential for vehicular access. It is a requirement of the plan for the early and/or timely provision of Road and other infrastructure needed to be delivered as part of the coherent development of business/employment lands or the future development of these areas in accordance with the infrastructural objectives of the landuse zoning plan. In accordance with the County Development Plan, the use of land as Business / Employment shall be taken to include the use of land for primarily commercial and business use, including light industry / warehousing and the facilitation of enterprise park / office park type use, as appropriate. With regard to new retail developments, under this zoning objective, comparison or convenience developments which may detract from the vitality and vibrancy of the town centre will not be permitted; all other proposed retail developments should have regard to the Retail Planning Guidelines 2012. ***** MISCELLANEOUS Material Alteration No. 13: Amend text to correct minor typographical errors, as appropriate throughout the written statement of the plan
