1 GAEC synthesis from Cw 2010 survey Vincenzo ANGILERI MarS Unit, IPSC, JRC Ispra
Aim of the presentation 2 New GAEC framework applicable since 2010 (except buffer strips) Are minimum requirements for all compulsory standards defined in all MS? Which MSs GAEC with remote sensing? What landscape features have been listed in the GAEC? Optional standards are not considered (situation asked in the DG AGRI questionnaire)
Are minimum requirements defined for all compulsory GAEC? Sources of information 2010 survey: Requirement descript. Cw 2010 web survey, section 8, GAEC:, description of the requirement GAEC database (new GAEC questionnaire not contained yet) completed not completed 2010 survey: (/) completed not completed 3 GAEC defined GAEC database completed not completed GAEC not defined?
Soil erosion- Minimum soil cover Winter cover, green cover, stubble remaining, post harvest management to avoid run-off (on slope, as a percentage of the holding etc.) BE- I R / requirement led with Maintenance of green cover during Winter in soils with slope >10% Winter cover ( check in May + field insp next campaign) Winter cover UK-WA - ield check - led with remote sensing requirement led with 4
Soil erosion- Minimum land management Cultivation along the contour lines, cultivation restriction (e.g. no row crops) in some periods, in slope areas or along water courses, drainage systems 5 BE- I / requirement led with no cultivation: along contour lines if slope > 10%; and in raining periods in heavy soils restriction for land prone to erosion: sowing without tillage or into mulch, wide-row crops in GAEC UK- WA requirement led with R / row crops prohibited or restricted if slope >12% Management of waters on lands with slope; set-aside ploughing restriction - ield check - led with remote sensing
Soil organic matter- Arable stubble management Soil incorporation of arable stubble, no stubble burning 6 requirement led with requirement led with BE- I R / / / / soil incorporation of arable stubble, no stubble burning no stubble burning no stubble burning no stubble burning UK-WA / / no stubble burning / no stubble burning - ield check - led with remote sensing
Minimum level of maint.- Avoiding encroachment Control of specific weeds, mechanical cultivation at least x times/year, chemical in hilly areas, avoid undergrazing 7 BE- / / requirement led with for set aside mechanical cultivation once a year; on hilly areas removal of weeds with herbicides twice a year and mechanical cultivation once a year / / requirement led with for grassland and arable land I R / / for grassland and land out of production min level of maintenance UK-WA - ield check - led with remote sensing
Minimum level of maint.- Protection of PP Period for grazing/cutting, avoid overgrazing or undergrazing, grazing or mowing obligatory, avoid ploughing up of environmentally important PP 8 requirement led with requirement led with BE- / / avoid overgrazing or undergrazing and grazing at the stage of flowering; measure for cutting for new pastures / / no crop taller than 30 cm after 31/10 UK- WA / burning of PP forbidden I R / Mowing meadows - ield check - led with remote sensing
Management of water- authorisation for irrigation Possession of licence or permit (beyond certain thresholds), water meter devices, receipt of payment for water 9 BE- I R requirement led with in GAEC UK- WA requirement led with - ield check - led with remote sensing in GAEC
Minimum level of main.- Landscape features 10 BE- / / Mimimum requirements for this GAEC have been defined in all MSs I UK-WA R / - ield check - led with remote sensing
