He provided an overview of the purpose of the meeting and allowed for introductions of the following Committee members and guests. Casey Grant made a presentation of all the current activities of the NFPA Fire Protection Research Foundation (FPRF). Robert Upson for Worcester Polytechnic Institute presented the results of the research project on Quantitative Evaluation of Fire and EMS Mobilization Times. This study was conducted at the request of the Committee through WPI under the auspices of the NFPA FPRF. A full copy of the report is available on the NFPA website at: http://www.nfpa.org/assets/files/pdf/research/mobilizationpart1.pdf. The Committee had numerous questions regarding this research effort and the collected data. The Committee determined that no further action was necessary at this time. However, the Committee was interested in pursuing additional research on turnout time that would include a time motion study and further review of the data. At the request of Chairman Bryson, Lori Moore-Merrell presented the results of the DHS funded Fire Fighter Safety and Deployment Study. The Committee was shown the results of the fireground experiments including time-to-task completion of 22 fireground tasks, fire growth rates in a low hazard structure, and tenability in the benchmark structure affecting occupant rescue. Each of the Committee Members was provided a tool kit that included a full copy of the NIST report on the experiments, fact sheets on various results in the study, brochures documenting the executive summary of the report and a DVD video of the actual experiments. Staff Liaison Steven Sawyer provided an overview of the process for the next edition of NFPA 1710. The period for public proposal will open in July of 2012 and close on November 23, 2012. The Committee will have an ROP meeting prior to February 22, 2013. The Committee s Report on Proposals will be published and posted on June 21, 2013. Comments on the proposals will close on August 30, 2013; and the Committee will meet prior to November 1, 2013 to address the public comments. Steven also informed the Committee that there were a couple of corrections that must be addressed within the standard to conform to the NFPA Manual of Style. The Committee discussed a number of issues that could be addressed in the next edition of the standard. These considerations included: Resources, deployment, and required tasks for high-rise occupancies. It is anticipated that this effort will be addressed by the Fire Fighter Safety and Deployment Study group. Resources, deployment and required tasks for commercial occupancies. As part of this discussion, the Committee was informed that last week, NIST released their detail report on the Charleston Super Sofa Store, where 9 fire Page 2

This type of occupancy, as well as other strip mall commercial occupancies can be found in all jurisdictions where career fire departments operate and the NIST data should be used to assist the Committee work in this area. Resources, deployment and required tasks for wildland responses, especially in areas with urban interface. The Committee was informed that the San Diego State University recently released its study that found that the ability to effectively and economically control wildfires in California depends on the state s capacity to provide adequate fire fighter staffing. This study, Initial Attack Effectiveness: Wildfire Staffing Study and additional related documents can be found at: http://fire.sdsu.edu/. This information should be used by the Committee to further address wildland response capabilities within the document. Next Generation 9-1-1. The Committee discussed how fire departments could or should use and access data that will become available through this effort. In the very near future voice, video, text and data "calls" will be available on the PSAP platform. Fire Department must begin planning for capability and decision must be made on what data needs to be delivered to first response fire companies. The Committee discussed the need to review current timeline segments that are contained in the standard in light of current fire activity, especially in light of green buildings and the increased fuel loading of today s structures. The Committee addressed the need to review EMS deployment and staffing in relation to the new EMS study and the changing emergency medical protocols. The Report on EMS Field Experiments was conducted in conjunction with the fireground experiments. Chairman Bryson informed the Committee that the next meeting will be held in the Spring of 2011. This meeting will be devoted to these considerations and other topics that need to be addressed in the next edition. The Chair s intention was to establish and assign members to Task Groups to address these issues. Being no further business, Motion was made by the Chair to adjourn the meeting.
