EMERGENCY EVACUATION PLAN Eden Mill Nature Center and Historic Grist Mill Museum Purpose: This plan is to establish minimum requirements that provide a reasonable degree of protection and control during an evacuation event from Eden Mill Nature Center and Historic Grist Mill Museum. Objective: The establishment of guidelines will allow for appropriate conduct during emergency conditions, resulting in a safe and efficient building evacuation procedure. This plan shall establish the authority responsible for identifying the emergency condition, communicating the emergency and effecting a safe occupancy evacuation. 1.0 AUTHORITY: 1.1 COMAR Maryland Fire Prevention Code 2.03.01.06 1.2 Maryland Fire Prevention Code (31-1), General Requirements 1.3 Harford County Building Evacuation Plan 2.0 ESCAPE PROCEDURE AND ROUTES 2.1 Activation of the smoke detector alarm will be given to indicate commencement of building evacuation. This notification will have an audible component that can be detected as a continuous ringing. 2.2 Every individual must begin evacuation immediately upon
activation of the alarm. 911 will be called by the Floor Monitor, or in his/her absence, the facility host or programmer will assume the role of Floor Monitor. 2.3 Floor Monitors will hastily walk through their area of responsibility encouraging all individuals to evacuate the building including staff, volunteers, and all visitors. Whenever citizens are in the Building, they will be required to follow directions from the Floor Monitor or his/her designee. 2.4 Persons with special needs must be considered during an emergency evacuation. These considerations will encompass necessary directions to insure that all personnel have the opportunity to safely exit the building. In doing so, all personnel will be able to navigate and traverse any planned means of egress. 2.5 A diagram explaining egress will be posted on every floor and in public areas. (Appendix A) 3.0 RESPONSIBILITIES OF THE FLOOR MONITORS 3.1 Floor Monitors must check egress routes to confirm a safe passageway for the building occupants. 3.2 Monitors must accurately convey building evacuation plan procedures. 3.3 Individuals with special needs will be assisted by the Floor 2
Monitor or designee to insure safe building egress. 3.4 The Floor Monitors will meet at the pavilion to validate the safe evacuation of all occupants. 3.5 All doors should be closed as the room occupants walk out. Floor Monitor should see that doors are closed as all evacuees leave the area. 4.0 RENDEZVOUS AREA 4.1 For every evacuation, unless otherwise directed, the pavilion has been determined to be the special rendezvous area. It is everyone s responsibility to know the exact area they are to report to during an evacuation. (Appendix B) 4.2 No individual will loiter in the parking lot. Strict adherence to the assigned rendezvous areas shall be enforced. This will provide working space for responding emergency personnel and equipment as well as aid in systematically accounting for all individuals. 4.3 Once the building has been vacated, no one will be allowed to return. The leader of the emergency response personnel on the scene will verify the safe return to the building. The Under no circumstances will anyone return unless the All Clear message has been given by the appropriate authority. 4.4 Floor Monitors will account for each individual at the rendezvous point. When the situation exists that an 3
individual cannot be accounted for, the leader of the emergency response team or his designee will be notified immediately by a Floor Monitor. 5.0 FIRE DRILL REQUIREMENTS 5.1 Fire drill exercise shall be held with sufficient frequency to familiarize all occupants with the drill procedure and to have the conduct of the drill progress in a manner consistent with established protocols. 5.2 The Recreation Specialist and the Harford County Safety Officer will be responsible for the planning, updating and conducting of drills. 5.3 Emergency evacuation drills shall be unannounced and held at various intervals and in varying conditions. 6.0 THE EMERGENCY EVACUATION WRITTEN PROGRAM This written program will be reviewed annually.
