LAMPETER-STRASBURG SCHOOL DISTRICT Lampeter, Pennsylvania 17537 Buildings and Grounds Committee Minutes March 20, 2017 The meeting was called to order at 6:30 p.m. PRESENT: Board Members, Mr. Jeffrey A. Mills, Mr. Scott J. Kimmel, Mrs. Melissa S. Herr, Mrs. Patricia M. Pontz, Dr. Doreen L. Packer, Mr. James H. Byrnes, Mr. David J. Beiler; Superintendent, Dr. Kevin S. Peart; Assistant Superintendent, Dr. Andrew M. Godfrey; Business Manager, Mr. Terry L. Sweigart, and visitors. UPDATE OF ATHLETIC STADIUM MASTER PLAN Mr. Sweigart reported on the progress being made with obtaining West Lampeter Township approval of the Athletic Stadium Master Plan project and noted that the intent is to rebid the project in June with an August-September bid opening. He also reported that the District is waiting for technical comments from the Lancaster Conservation District and the state Department of Environmental Protection. DISCUSSION OF HIGH SCHOOL BOILER REPLACEMENT AND UGI GAS RATES Mr. Sweigart reported on the Lampeter-Strasburg High School boiler replacement project and the negotiations that have been occurring with UGI concerning changing from an interruptible rate to a non-interruptible gas rate. It was reported that since the Martin Meylin Middle School boilers were only a few years newer than the Lampeter-Strasburg High School boilers, perhaps the district should bid the replacement of boilers from both schools as well as negotiate non-interruptible rates with UGI for both schools. The Board concurred. The Board raised a question as to whether the District would receive any salvage value for the old boilers being replaced. Mr. Sweigart will research that question and report back to the Committee. VARSITY SOFTBALL BACKSTOP REPAIR Mr. Sweigart reported that the varsity softball backstop was repaired for the spring softball season and is scheduled to be replaced with the upcoming synthetic field installation bid. 2017-2018 CAPITAL RESERVE FUND BUDGET Mr. Sweigart presented the proposed 2017-2018 Capital Reserve Fund. The attached spreadsheet reflects both the income and all of the planned expenses for the 2017-2018 fiscal year. A member of community indicated the need to renovate the varsity soccer field for play in the fall of 2017. It was indicated that this is particularly important in light of the synthetic field installation bid being delayed until the fall of 2017. The District s Maintenance Department will outline the work being planned for the varsity soccer field. ITEMS FROM THE COMMITTEE A Board member raised a question about the size of the flag being flown at Martin Meylin Middle School. Mr. Sweigart will investigate and replace the flag.
