Municipal Separate Storm Sewer System MS4 is a conveyance or system of conveyances that ultimately discharge to waters of the State and Is designed or used to collect or convey stormwater (including roads; curbs; gutters; ditches; manmade channels; stormwater management facilities; or storm drains) Is not a combined sewer
