These Rules and Regulations have been created to expand upon and detail the information set forth in the Declaration of Covenants, Conditions, Easements and Restrictions and the Bylaws of the Willow Park Villas. All residents are expected to support these rules and regulations in order that the community will be a more attractive and harmonious place to live. Prospective homebuyers should read the Declaration of covenants, Conditions, Easements and Restrictions and the Bylaws of Willow Park Villas for more information regarding each of the following items. Until such time as the Homeowners Board of Trustees elects to modify these Rules and Regulations as provided for in the Declaration, the following rules and regulations are hereby established and adopted. I PRIVATE SENIOR COMMUNITY 1. Willow Park Villas has been established as and is intended to always remain a private senior community in compliance with Federal Fair Housing Requirements. These requirements (HOPA, House for Older Persons Act of 1995) establish that the developer sell at least 80% of the homes to buyers where at least one occupant of the home is at least 55 years of age. In 2013, the Willow Park Villas HOA voted to amend the CC&R HOPA minimum requirement to be raised so that at least 90% of units in our community have at least one occupant who is 55 years of age. The home owners acknowledge that they must also comply with the requirement to maintain the 55-year of age occupant ratio of at least 90% and comply with certain disclosure requirements when they desire to sell or rent their home. At or before closing, homebuyers agree to submit evidence of age, (driver s license, passport, or birth certificate) a copy of which will remain on file with the Association as proof of compliance. Also, the community must hold itself out as being for persons 55 years old or older in all of its marketing, Homeowners Association Rules and Regulations, and actual practices of the community. II PERSONAL PROPERTY 2. All personal property, such as lawn chairs, bicycles, tables, etc., must be kept inside the patio area, porch or the garage. Personal property maintained within the patio area may not be visible above the patio fence with the exception of a patio table umbrella, porch swing umbrella, the American flag or other items that blend with the background. Nothing may be hung or displayed, nor may signs, awnings, canopies, shutters, antennae or any other device or ornamental be affixed to or place upon the exterior walls, doors or fences or roof without prior written approval of the Board of Trustees. III DECORATIVE ITEMS 3.1. The display of decorative wreaths on the front door of the residence is permissible if attached in such a manner as to not damage the exterior of the door. 3.2. Ground landscape lights are allowed in flowerbeds next to the sidewalks leading to the front door. 3.3. Decorative items including potted plants, statues, yard ornaments, steppingstones, or ornamental rocks, may be placed in the flowerbeds adjacent to your home. Decorative items must be no taller than the fence around the patio. 3.4 Artificial flowers and plants are not allowed outside the patio fence. 3.5 Up to 3 bird feeders are allowed in the flowerbeds adjacent to your home. Bird feeders may be above the height of the fence if suspended by a standard bird feeder pole. Weed control from birdseed is the responsibility of the homeowner. 3.6 Decorative items must not obstruct or disrupt the intended flow of irrigation system water to HOA landscaping. Page 2 of 9

3.7 Holiday lights and decorations are permitted to be placed on home exteriors provided the decorations do not damage building s exterior finishes, including but not limited to fencing, stucco, rock, soffits, rain gutters, or siding. Exterior Christmas decorations may not be displayed before Thanksgiving Day and must be removed no later than the following January 7. Other holiday decorations may not be displayed more than two weeks before or one week after the holiday. 3.8 The American Flag may be displayed following normal flag protocol. Flag poles and staffs shall not be permanently attached in any way to the walls, roof, fence or patio cover. If a permanent flagpole is desired it must be a commercially available pole not to exceed 20 feet in height located in the flower beds adjacent to your home at a location previously approved in writing by the board. 3.9 If the placement or maintenance of decorative items damages HOA landscaping, irrigation systems, building exteriors, fencing, or concrete, the homeowner is responsible and the cost of repair or replacement will be billed to the homeowner. 3.10 The HOA is not responsible for damage to decorative items by landscape maintenance workers. 3.11 No private decorative items are permitted in any community area unless authorized in writing by the HOA Board. Community areas include all driveways, roadways, fences, lawns, tree, and flowerbeds. Flowerbeds directly adjacent to your home are exempt. IV PLANTING AND MAINTENANCE OF FLOWERS, VERGETABLES, AND OTHER PLANTS. 4.1 The HOA Board is bound by the Willow Park Villas CCRTs to maintain the established common there of the landscape. The following regulations are intended to protect and enhance the value and desirability of the Community and to preserve a Community maintenance standard, property values, and uniform appearances of all Residences within the Community. 4.2 Maintenance of flowers and vegetables planted by the homeowner or resident is the responsibility of the homeowner. 4.3 Annual or perennial flowers or vegetables may be planted in the flowerbeds adjacent to your home and shall not exceed the height of the patio fence. Flowers or vegetables shall not be planted around trees or in flowerbeds not directly adjacent to your home. 4.4 Flowering plants and vegetables must not obstruct or disrupt the intended flow of irrigation systems water to HOA landscaping. 4.5 The resident shall trim his Flowering plants and vegetables so as not to obstruct landscape maintenance workers from mowing and edging lawns or caring for HOA landscaping. 4.6 The resident is responsible to weed his/her flowering plants or vegetables. 4.7 Hoses and drip lines may remain attached to waterlines during the growing season with the following provisions: The owner/resident must provide and maintain a Page 3 of 9

Split valve so that irrigation water is accessible for other users; Drip lines must be covered by plantings or bark mulch; Attached hoses must not be draped across driveways, walkways, lawn areas, or fences. 4.8 Hose reels shall not be mounted to the exterior of any building. 4.9 Dead annuals and vegetables are to be removed and perennials cut down at the end of the season. The groundskeeper may remove flowers or vegetables that interfere with the work of the groundskeeper during the growing season, and the cost for said removal will be billed to the homeowner. 4.10 The HOA is not responsible for damage to flowers, vegetables, hoses, or drip lines. 4.11 If the homeowner s /resident s planting or maintenance of flowers or vegetables damages existing HOA landscaping, irrigation systems, building exteriors, fencing, or concrete, the homeowner is responsible and the cost of repair or replacement will be billed to the homeowner. 4.12 Homeowner s desiring to relocate or replace or remove HOA landscaping shall request a change through the normal maintenance channels. This allows the Board to judge their request, schedule the change and assume maintenance of the plants. 4.13 Residents desiring to create raised-bed planters must receive advance written approval from the HOA Board. V OTHER ITEMS 5.1 The following items are strictly prohibited to be visible from the exterior of a residence unless authorized in advance in writing from the Board: yard signs, swing sets, laundry poles, clotheslines (See CCRs Article III). 5.2 One satellite dish less than 1 meter in diameter may be affixed to the roof of an individual residence by the owner of that residence. The unobtrusive placement of such may be determined by the Board (See CDRs Article III). 5.3 Laundry may not be hung over any fence including swimsuits, towels, rugs, etc. VI EXTERIOR ALTERATIONS 6.1 No alterations or additions to fences, walls, patios, decks, awnings, canopies, shutters, etc., may be made without prior written approval of the Board. 6.2 Patio gates may be installed at the owner s expense using only designs and materials matching the appearance and color of the patio fence. 6.3 Storm Doors may be added at the owner s expense using only almond or buff colors. The design and color must be approved by the Board. 6.4 Patio covers may be installed and maintained at the owner s expense using only designs and specifications approved by the Board. Written permission must be obtained from the HOA Board in advance. 6.5 Maintenance of owner installed patio gates, storm doors, and/or patio covers shall be at the owner s expense. Page 4 of 9

VII WINDOWS & WINDOW COVERINGS 7.1 Each owner shall have drapes, blinds or other coverings which covers the windows of the Home. Window coverings, whether draperies, blinds (vertical/horizontal), or valances must be white, off-white, light beige, light gray, light each tones, or light to medium natural wood color on the exterior side. Tinting film added to the interior of the windows voids the window warranty. If windows are tinted, the resident will be liable for window damage. VIII SIGNS 8.1 Nothing may be hung or displayed from inside the windows except one professionally prepared For Sale, Open House, For Rent sign not to exceed 9 square feet in size and contain 55 year age restricted community. A security system decal may also be displayed. No real estate signs are permitted on any community areas. IX ANIMALS 9.1 All animals, when outdoors, shall be maintained on a leash. A responsible individual shall supervise them at all times and shall be responsible for the immediate cleanup of all pet litter. Pet owners may be fined for violation of these policies, at the rate of $10.00 for the first offense and $25.00 for each additional offense. 9.2 If pets become a nuisance, they may be evicted at the discretion of the Board. 9.3 No more than one household domestic pet, not bred or maintained for commercial purposes, may be kept in any one home. 9.4 The full-grown wright of a pet shall not exceed twenty (20) pounds. 9.5 Pets shall be limited to dogs or cats. 9.6 There will be a two pet exception at the time the resident moves in if there arte two small pets not exceeding the combined weight limit of twenty (20) pounds. Upon the death of one of the pets, the one pet limit will go into effect. 9.7 Service animals owned by the resident are allowed upon appropriate registration with the Board. X PARKING AND RECREATION VEHICLES 10.1. All parking by residents or guests must be: 10.1.1 Within the garage. 10.1.2 In the limited community area (the concrete driveway) in front of the garage door. 10.1.3 Along the curb side of the paved roads. 10.1.4 At the clubhouse parking area. 10.2 On the asphalt-paved driveways in such a manner so as not to block emergency vehicles or any resident s access to the garage or street. 10.3 Parking is prohibited in the turn-around areas at the end of the asphalt-paved acess roads. Guests and residents shall not park on the sidewalk side of the street. No vehicle may be parked in the clubhouse parking areas or along the curbside of the roads for more than forty-eight (48) hours in any calendar month. 10.4 Class A motor homes (longer than 25 feet), boats, trailers, trucks (larger than a ¾ ton pickup), travel trailers, or any vehicle with commercial advertising shall not be parked on any street or driveway overnight. Other vehicles used for recreation, (van conversions / class B or class C motor homes less than 25 feet) which will not fit in the garage may be parked in the homeowner s limited community area (the concrete driveway in front of the homeowner s garage) for forty-eight (48) hours to allow for loading and unloading. Such vehicles must not block normal access to other vehicles. 10.5 Any vehicle or trailer parked in violation of these rules is subject to being towed or immobilized at the owner s expense. XI SWIMMING POOL 11.1 The pool is for the exclusive use of the residents and their guests. Any person who cannot be identified as a resident, or who is not accompanied by a resident, will be asked to leave the pool area. All persons using the pool and facilities do so at their own risk and sole responsibility. THERE IS NO LIFEGUARD ON DUTY. All who use the pool should observe the following guidelines. 11.2 An adult resident must accompany all persons under the age of 18. 11.3 Residents shall limit Guests to five (5) per household if other residents desire to use the pool. 11.4 Guests must be accompanied by an adult resident at all times. Guests will be asked to leave if the resident is not present. 11.5 The pool and pool area are reserved for adult residents before 12:00 noon and after 8:00 p.m. Guests and children under the age of 18 are welcome to use the pool when accompanied by an adult resident from 12:00 noon until 8:00 p.m. 11.6 The following are prohibited in the pool area: 11.6.1 Private pool parties 11.6.2 Animals or pets 11.6.3 Glass or other breakable items 11.6.4 Running or diving 11.6.5 Disruptive behavior, excessive noise or splashing 11.6.6 Radios or other music devices without headphones 11.6.7 Rafts and body floats 11.7 Swimming is permitted only in clothing sold as swimwear. 11.8 Infants must also wear swimsuits and diapers and plastic liners specifically designed for swimming. Normal diapers are not permitted in the water. Page 6 of 9

11.9 Wet swimwear is not permitted in the kitchen or carpeted areas of the clubhouse. XII COMMUNITY CENTER CLUBHOUSE USE 12.1 The Community clubhouse is for the private use of Willow Park Villas residents. Residents using the clubhouse should report and are responsible for any damages to furniture or equipment as a result of their use. Stored disposable paper products, plastic ware, and other supplies are for HOA-sponsored events only. 12.2 Guests are permitted in the clubhouse only when accompanied by a resident. The accompanying resident is responsible for the behavior and actions of his or her guests. 12.2.1 Guests are not permitted in the exercise room. 12.3 Use of the theater room is limited to residents who have been properly trained in the use of the electronic equipment. 12.3.1 Children and youth may not operate the electronic equipment and must be supervised by a responsible adult who remains in the theater room at all times. The resident who is hosting must be present in the clubhouse while the theater room is in use. 12.3.2 sound levels must not exceed reasonable levels. 12.3.3 The resident must ensure the theater room is clean after use. 12.3.4 The resident should report and is responsible for any damages to furniture or electronic equipment. 12.4 The theater room may be reserved by residents on a first come, first served basis, at no charge by contacting the appropriate board member and requesting the date and intended hours of use be posted in the resident s name on the calendar. 12.4.1 A paid clubhouse rental supersedes non-paid reservations. 12.5 There will be no alcohol or tobacco use in the clubhouse or any common area. XIII COMMUNITY CENTER CLUBHOUSE RENTAL 13.1 The east side of the clubhouse including the kitchen and theater room is available for rental only to residents for noncommercial personal parties or meetings. 13.1.1 A rental agreement entitles exclusive use of the rented areas for the contracted time. 13.1.2 The front entrance, foyer, restrooms, library, office, pool and deck areas, remain accessible without restriction to other residents and their guests. 13.2 The following rental policies apply: 13.2.1 Reservations are granted on a first-request basis up to six months in advance. 13.2.2 Reservations are made in four-hour blocks of time specified at the time of the rental agreement. The renter may increase the block in one-hour increments as needed.

Page 7 of 9 WILLOW PARK VILLAS HOA RULES AND REGULATIONS 13.2.3 A $30.00 non-refundable use fee for the first four-hour block of time and $10.00 fee for each additional hour. Payable when reservations are made. 13.2.4 If the event exceeds the scheduled block of time, a fee of $10.00 per hour will be charged for any part of each hour exceeding the event time. Residents should be mindful and considerate of others that want to use the facilities after a scheduled event. 13.2.5 If the event exceeds the scheduled block of time, a fee of $10.00 per hour will be charged for any part of each hour over the reserved time. 13.2.6 Residents should be mindful and considerate of others that want to use the facilities after a scheduled event. 13.2.7 If damage or cleaning is needed after the rental event, the resident will be charged for the needed cleaning or repairs on their next month s HOA billing. 13.3 Should a resident need to reschedule his event the following applies: 13.3.1 More than 10 days before the event no charge. 13.3.2 Less than 10 days before the event, the original rental fee is forfeited and a new non-refundable rental fee of $30.00 is required. 13.4 Reservations will be scheduled upon receipt of: 13.4.1 Completed and signed Willow Park Villas Clubhouse Rental Agreement. 13.4.2 $30.00 non-refundable use fee and any additional refundable use fees for additional hours. 13.5 All supplies are to be provided by the renter. 13.6 The renting resident is responsible for all cleanup and trash removal as designated in the rental agreement. 13.7 The swimming pool, deck areas, and gas grill are not included in the rental and may not be reserved. Guests are welcome to use the pool, but the normal limit of five guests in the pool personally accompanied and supervised by the hosting resident remains in effect. XIV TRASH COLLECTION 14.1 Trash containers, when not set out for collection, must be kept inside the garage. Trash containers shall not be set out prior to Noon the day preceding collection and the containers must be put away by 9:00 p.m. the day of collection. Residents will be responsible for cleanup of trash spillage from their container. XV SOLICITATION AND GARAGE SAALES 15.1 Solicitation by commercial enterprises is not authorized within the community. Garage sales are specifically prohibited, unless approved by the Owners Association as a planned community activity.

Sounds penetrating the party wall shall not exceed 45 db when measured 1 foot from the wall. If this condition exists the volume of the sound shall be reduced to comply. XVII CARE OF EXTERIOR CONCRETE 17.1 While snow removal is provided by the Owners Association, residents are permitted to spread ice melt products around their individual home as deemed necessary. 17.1.1 Please check with the property manager for approved ice melt products. 17.2 The use of rock salt is strictly prohibited because of its destructive effect on concrete. XVIII ADULT SUPERVISION OF MINORS 18.1 An adult must accompany and actively supervise all persons under the age of 18 in any community area of the Willow Park Villas.
