Item 1. Supply Part This Specification includes Supply, Warranty, Installation, Testing and Commissioning and integration of the Fire Alarm System mainly consisting of the Fire Alarm Control Panel (FACP), loop driver cards, Repeater Panel, Detectors and associated Testing kit, for performing the major functions as below: i) Detection of fire in its incipient stage and give an audio-visual annunciation at specified locations / backup location with quick and exact identification of the fire location as well as operate auxiliary devices as programmed. ii) Supervise and monitor all Analogue addressable detectors for normal, trouble and alarm conditions. iii) Display information associated with the fire alarm condition, including type and location within the protected premises. Detectors: Fire Alarm Control Panel : The detectors shall be Analogue Addressable type and suitable for connection to the control panel via a two-wire loop circuit (class A wiring). It shall have dual alarm and power LED s, which shall flash under normal conditions, indicating that the detector is operational and in regular communication with the control panel. Both LED s shall be placed into steady illumination mode by the control panel, indicating that an alarm condition has been detected. An output connection shall also be provided in the base to connect an external remote alarm/response LED. Compatible Plug in type bases shall be supplied with all the detectors, MCPs, sounders etc. The bases shall be equipped with field terminals capable of securing field wire sizes up-to 1.5 sqmm. The Networked Intelligent Addressable Fire Alarm Control Panel (FACP) shall consist of 3 nos. of addressable Loop driver cards, Communication card for repeater panel located at around 500 meter distance, TCP/IP Network card, 240V AC power supply input and in-built battery backup. The capacity of battery (AH) shall be selected so as to operate the Fire alarm system control panel, repeater panel, detectors and other components for 24 hours in standby mode plus 30 mins. in alarm mode. 1. The Fire Alarm Control Panel shall have a operator interface control and annunciation panel with a backlit liquid crystal display, individual colour coded system status LED s, and an alphanumeric keypad for the field programming and control of the fire alarm system. The FACP shall control and communicate with the addressable detectors, addressable modules, repeator panel, annunciators and other system controlled devices like Audio Alarm hooter, Fire Contact output and Alarm output. Annexure - 1 2. It shall be possible to. Enable, disable or adjust sensitivity of any addressable device through the system keypad or operator terminal and store events in a non-volatile memory and generate system status reports.. Provide Zoning facility (at least 10 nos of independent zones and their respective LED indications), Alarm threshold adjustment (for pre-signal alarm signal), Environmental Effect Compensation, Alarm verification, Disabling of detectors, detection of field wiring faults, detector mismatch, Power failure auto restart etc.. Test the functioning of all modules, detectors, healthiness of loop wiring, etc. and reporting of all the troubles online.. Remote Program, configuration and monitoring of FACP via TCP/IP network card (Relavant software to be provided by bidder). 3. Input Signal Processing at FACP. The control panel and loop cards shall have facility for connection via a fully supervised two-wire loop circuit (class A wiring).. Each loop driver card shall be able to handle 00-99 detector inputs.. Reverse polarity or fault in the field wiring shall not damage the detector.. Reporting of fire alarms shall have priority over faults. However, provision shall be made to see all the fire and fault alarms. Page 1 of 4

Malfunction Monitoring in FACP All the detection line circuits shall be monitored against open circuit, short circuit and ground faults. If malfunction occurs in any detection line, the control panel shall indicate a trouble condition for that detection line. In addition, the following criteria shall also be met:. Fault in one detection line shall not affect the functioning of other detection lines. A single open circuit shall not inhibit the detection capability of a detection circuit; the remaining circuit should still remain functional.. A short circuit shall not inhibit the detection capability of a detection circuit.. A single Ground fault shall not inhibit the detection capability of a detection line.. The cabinets of FAS control panel shall be suitable for wall mounting.. The cabinets shall be primed and powder coated with a corrosion resistant pain with manufacturer's standard finish.. The panel shall have front door with standard industrial key-lock facility.. The cabinet shall have gasket sealing with ingress protection class IP31 or higher. Quantities as per BOQ Provision shall be made in the Fire alarm main control panel for connecting repeater panel which will be located at a backup location around 500 meters away. The repeater panel should be capable of displaying all essential LED indications available in the main control panel. It shall also be equipped with an in built hooter, which can be silenced locally or from the control panel itself. It shall be equipped with LCD display which should display the detector no, zone no. & messages in case of fire / trouble. It shall be an active unit, shall have push buttons for Silence / Mute, Acknowledge, Reset etc. Pressing any of these switches shall cause relevant action to be initiated from the control panel. Cable distance between Control panel & repeater panels shall be around 500 meter. Power for repeater panel shall be backed up by battery bank which may either be extended from FACP or a separate battery inside the repeater panel. This battery bank should able to operate the repeater panel for 24 hours in standby mode plus Half an Hour in alarm mode. Annexure - 1 Enclosure: (ii) Optical Smoke Detectors (iii) Multi-criteria Smoke Detectors. The cabinets of repeater panel shall be suitable for wall mounting.. The cabinets shall be primed and powder coated with a corrosion resistant pain with manufacturer's standard finish.. The panel shall have front door with standard industrial key-lock facility.. The cabinet shall have gasket sealing with ingress protection class IP31 or higher. Plug in type Addressable Photo electric-light scattering based Smoke detectors with detector mounting base & required accessories: Optical Smoke detectors shall respond quickly to optically dense smoke (light white smoke), It s sensitivity shall be set through the Fire Alarm Control Panel and Sensitivity may be automatically adjusted by the panel on a time-of-day basis. Using software in the FACP, detectors shall automatically compensate for dust accumulation and other slow environmental changes that may affect their performance. Plug in type Addressable Multiple criteria / Multi-Sensor detectors combined (Photo + Thermal) with detector mounting base & required accessories: The detectors shall incorporate, at least, two separate sensing elements, Infra red photo diode, a photoelectric smoke sensing chamber using the optical scatter principle and thermal detection using a thermistor/ temperature detector. It shall also be possible to configure the detector to work in a degraded mode such as only photoelectric type or only thermal type in case of failure of other sensing element. It shall have built-in automatic compensation for changes in ambient conditions. Page 2 of 4
Annexure - 1 Item (iv) Thermal/Heat Detectors (v) Remote/ Repeat Response Indicator (vi) Fault Isolator Module (vii) Manual Call Point [MCP] (viii) Electronic Sounder/ Hooter (ix) Cables (around 500 meters) Plug in type Addressable Heat Detector with detector mounting base & required accessories: The Thermal (heat) detector shall be rate of rise temperature type. It shall use thermistor and microprocessor technology to provide an alarm when the rate of rise in temperature exceeds 10 C/minute (typical) or if the temperature exceeds a threshold of around 58 C. Remote/ Repeat Response Indicator & required accessories: Repeat response indicators shall provide LED indication for the detectors to which it is connected. These are for detectors, whose visual indicators cannot be seen due to physical obstruction. The repeat response indicator shall be capable of working with simple 2- wire connection from the detector. Addressable Fault / Loop isolator module with Surface mounting base & required accessories: In case of a wire-to-wire short, the Fault Isolator Module shall automatically open-circuit (disconnect) the loop. When the short circuit condition is corrected, the Fault Isolator Module shall automatically reconnect the isolated section. It shall not be necessary to replace or reset the Fault Isolator Module after its normal operation. It shall provide LED flashing indication to indicate that the Isolator is operational and shall illuminate steadily to indicate that a short circuit condition has been detected and isolated. Addressable Manual Call Point module with mounting base & required accessories: Manual Call Points (MCP) shall be addressable and comprises of a push button placed in a suitable metallic enclosure with a break glass or fibre front cover, suitable for use in outdoor environment with a "Break glass" message on the glass. Addressable wall mounted electronic Sounder/Hooter with base and required accessories: The electronic Sounders shall have DB level of 90 dbs at 1 meter away. It shall be field programmable without the use of special tools and a multi tone facility. 2C x 1.5 Sq.mm Multistrand Copper, PVC insulated, Overall shielded, FRLS sheathed cable for Fire alarm system for field wiring between fire detectors and FAS Panel inside the existing 25 mm MS conduit or GI flexible conduits at end portions. The cable shall be confirming to IS- 15908: 2011 and the PVC insulated copper conductor cables shall be conforming to IS- 694. (x) Test Devices and 1. Telescopic Access Pole (1 no.), non-conductive with collapsible Non-whip type of concentric rods of arm length around 4.5 meters. Detector Removal/ 2. Fire Detector Test Devices: Safe test devices allowing testing of detectors compatible with telescopic access pole and the supplied Installation Tool detectors. This shall be include: a) Smoke detector tester - (1 no.) Aerosol Dispenser unit, with Spring-loaded mechanism, shall enable view of the detector LED while testing, including the supply of 3 nos. of Smoke/ aerosol generator canisters (around 250-300 ml ), with synthetic aerosol to deliver particles replicating those found in real smoke, shall be Oil-free and non-flammable. b) Cordless Thermal detector tester (1 no.) Cordless Heat Detector Tester unit, based on hot air blower principle, capable for fixed temperature, rate-of-rise and combination detectors up to 90 C, along with battery and charging set.. 3. Supply of Detector Installation /Removal tool (1 no.) Installation & removal tool kit compatible for supplied detectors or diameter up to 110 mm and shall be Compatible with the supplied telescopic access pole. 4. Detector Duster (3 nos.) required for cleaning of detectors. it shall be Non-flammable and Non-abrasive. 5. Carrying case (1 No) To carry above safety test devices. Page 3 of 4
Annexure - 1 Item 2 Installation Part 2.1 Scope of Installation and commissioning 1. Installation as per drawings provided by NPCIL, testing & commissioning of 3 Loop Fire Alarm Control Panel with loop driver cards and Repeater Panel, all supplied items viz. addressable Detectors, Isolators, MCPs, Sounders with base plate and hardware accessories on turnkey basis. 2. Laying and termination of 2C x 1.5 Sq.mm FRLS cable (internal cabling between FAS panel and other components) with all necessary accessories like cable compression glands, lugs, ferruling, end termination, cable tags, through existing 25 dia MS conduits or supplied flexible conduits at end portions for all types of detectors and peripherals for connectivity with the FAS panel. 3. Installation of MS conduits in trench / wall including clamping / fixing of conduits (required MS conduit accessories to be provided by the vendor), Laying in MS conduits and termination of the supplied Cable between Repeater panel and Fire alarm Panel. 4. From the nearest available 240 V AC power supply source, the vendor has to extend power supply to the FAS Panel and Repeater panel. The required cabling, casing/capping locally is included in the scope of the vendor. 5. The control panel & repeater panel shall be anchored on wall. All non-conducting metallic parts shall be connected to a Grounding bus at the bottom of panels. The grounding bus shall be connected to the grounding system of the building. 2.2 Testing System Integration Test The Fire alarm equipment including various sub units shall be completely wired and interconnected for the purpose of integrated tests. (SIT) Fire and fault alarm conditions shall be simulated on each line and channel and the complete operational sequence shall be checked. The channels shall be tested for their capability for various detector combinations and types of detectors. The following tests shall be simulated, including any other test as required: i) Single Fire Alarm, Multiple alarms in single loop & multiple loops ii) Single fault and Multiple faults (Earth fault, open circuit and short circuit fault) iii) Multiple alarms & Multiple faults iv) System diagnostic tests v) System response time, time taken for sound mute/ acknowledge & reset actions at various locations etc. shall be checked. Acceptance criterion The reliable operation of the supplied FAS has to be demonstrated after testing and commissioning by conducting a test run of the entire system for one week (24x7), during which no failure of the system shall occur. 2.3 Documentation Submission of FAS manuals covering Specification, Installation, commissioning and troubleshooting, operation and maintenance manuals. This shall also include (i) As Built Drawings & Termination details. (ii) Equipment installation and tagging (iii) Factory test reports. (iv) International standard compliance certificates (v) Warranty certificate (vi) Site test (SIT) reports. 2.4 Training On site Training of the FAS configuration, layout, Troubleshooting and operation, preventive maintenance, fault identification and rectification to NPCIL persons shall be provided by persons authorised from OEM without any additional cost to NPCIL. Annexure - 2 Compliance sheet to be submitted by Bidder along with the bid document Sl. No. Description Remarks for Compliance 1 As a part of technical offer, the Tenderer shall enclose the Catalogs / brochures of the offered equipment along with General Arrangement / drawings / Dimensional details of proposed Fire Alarm System (FAS) indicatng mounting arrangement of panels, detectors, cable entry, gland plates, etc. Thetype of batteries for the desired reliable operation, battery capacicty calculation to be submitted along with the bid. Any limiting factor in terms of cable length, cable resistance/capacitance or any other parameter shall be clearly specified. 2 The TENDERER shall confirm that the make / model offered FAS and other components are conforming to the Technical specifications and scope. Item wise Bill of material listing all devices indicating the make, type, applicable standards, quantity etc. to be enclosed. The FAS Shall Conform to any of the relevant Standards like UL/FMRC/VdS/EN54/IS 15908: 2011 for which the certificates shall be furnished. 3 In case the bidder is not an OEM of FAS systems, a certificate from the Original Equipment Manufacturer (OEM) shall be submitted indicating that, "The FAS system to be supplied is conforming to the technical specification requirements. Also other components to be supplied along with the FAS are suitable for the FAS control panel." 4 The FAS and associated equipments shall be covered under comprehensive on site warranty for 12 months including free maintenance and replacement of the faulty parts and labour from the date of the final acceptance at RAPP -7&8 site. During warranty period service support shall be extended in all working days and holidays and beyond working hours on requirement basis for maintenance services. The boarding/ lodging / transportation of the service personnel during the warranty period shall be included in scope of the bidder with out any additional cost to NPCIL. 5 A "letter of Assurance" from OEM to provide comprehensive Maintenance and service support, including replacement of defective parts and supply of spares for the FAS system at least for 10 years excluding the warranty period of 12 months to be submitted, indicating the authorised service centres in India along with name of incharge, address, phone nos. etc. for verification. Supply Part 6 One set of certified copy of the factory routine test reports of the FAS control panel, Repeater panel and detectors and Procedure and Checklist for Installation, commissioning and integrated testing of the FAS system and other components for NPCIL approval shall be furnished before despatching the equipment along with invoice copy, after which shipping release / Road permit will be issued. 7 Supply of any other components required for complete installation and commissioning of the FAS Panel, repeater panel, detectors and other items, including hardware accessories, clamps and connectors, glands and lugs, laying / termination of cables, earthing cables etc., not specifically indicated in the specifications are also included in the scope of the vendor without any additional cost to NPCIL. Bidder has to take the above into account while bidding. 8 Vendor shall arrange transit insurance coverage of the supplied equipment and accident insurance coverage of all service personnel. NPCIL shall not be responsible for any liabilities arising out of any accident / injury caused to vendor s personnel during installation, commissioning or maintenance services of the equipment. The vendor shall be responsible for any loss or damage during transportation, handling and storage of the system / equipment due to improper packaging / handling. In case of any damage is observed during on site inspection / at time of installation, the vendor has to repair / replace the same at his own cost. Installation and commissioning Part 9 The Supply, commissioning, testing and integration of the FAS system along with repeater panel and detectors, other components, demonstration of operational features shall be executed by a single vendor on turn-key basis under supervision of experienced personnel from the vendor / OEM in consultation with NPCIL representative. 10 Documentations are to be furnished in (1- soft copy in digital media and 1- hard copy for operation, maintenance and troubleshooting etc. after completion of the installation. This shall include Specifications, Block Diagram / GA drawings, description and operational features, Installation, Operation and maintenance manuals, Manufacturer instructions, Wiring diagram & Termination Drawings etc. for the supplied FAS System. 11 The installation of the FAS must be carried out by the vendor without disturbing the existing systems / works at RAPP- 7&8 site. The vendor s persons while working at NPCIL premises shall follow the security rules and regulations of NPCIL. To the extent possible the work shall be carried out during normal hours of NPCIL (9AM-6PM) from Monday to Saturday. However prior permission will be required to work on holidays and beyond office hours on working days. All the required manpower, machinery, tools & tackles for transportation from NPCIL stores to erection site / handling of the equipment during installation and commissioning at the site is included in the scope of the vendor without any additional cost to NPCIL. 12 On successful completion of installation, commissioning, submission of documentation, training covering Operation, Maintenance and Troubleshooting of the FAS system to NPCIL personnel and integrated trial run for 7 days, by authorized representatives of the OEM /Supplier, completion certificate will be issued to initiate the warranty.
