In recent years the Hungarian Fire Protection Regulation has changed much more frequently and in greater extent than in previous years. National Fire Protection Regulations (NFR) is the"bible" of fire protection the complete version appeared about on 600 pages at the end of year 2011 in this version all rules were exactly prescribed and at the same time, it has been determined, by what means and by which way must be followed these standards. "2 in 1": requirements and solutions for each solution differing from conditions defined in NFR to be applied a special permission so-called deviation permit the design freedom is limited restriction of free choice of solutions deviation permit: loss of time, extra work
At the end of year 2014 a totally new National Fire Protection Regulation was issued but only on 144 pages. The main principles of this version: It prescribes only WHAT to be observed But does not tell HOW First of all, the fire protection designers have right and responsibility to determine the appropriate solutions. Requires real design work Claims real planning work More transparent, logical structure Simpler usage Less authorisation for a deviation Much greater scope for the designers Investors: more flexible budget Clear rules of use for the individuals, operators
NEW NFR: REQUIREMENT SOLUTION Legislation: Not legislation - definition of the expected - optional technical solution safety level which meet the expected security level ( EU or national standards, TGF or any other solution )
Protection purpose: essential expectations Requirement: concrete expectation comes from the protection purpose Solution: To satisfy the criterias
As the NFR prescribes, one of the manners of differences in fire protection requirements ( if there is not available European or national standard for the concerned technical solution), that the actual protection will be developed according to technical solutions described in FTG. It s application is voluntary, but if the offered solution in the FTG fully comply with the recommendations, it will be accepted by the fire authority also. Design Guide, to support the planning The contractor may also choose a different solution, but in this case the fire designer or expert must certify that it is equivalent to the fire safety standard or the solution set out in the FTG. Available free of charge, without change in content and form can be distributed FTG-s annually (or when necessary, eg. if a new technology appears ) are revised, and will be issued after renewal. Already 2 renewals took place. The development are carried out by professional organizations (eg. TSZVSZ!) collecting proven solutions and methods development of new methods
Currently FTG is ready for 12 technical fields, 10 of them is in force. 2 will be issued on the 1st July. These topics are: Protection against fire spread Evacuation Protection against heat and smoke Circumstances insuring intervention of fire brigades Design, installation of built-in fire alarm system Design, installation of built-in fire-fighting equipment Protection of electrical equipments against lightning and electrostatic charge Computer simulation for fire and smoke extension and evacuation Fire Protection Technical Conformity Manual Open air events (video files related to outdoor events for FTG) Building structures Maintenance of fire protection systems
Fire designers, experts their role has appreciated with promulgation of the new NFR, according to the Minister of the Interior s regulation 55/2013. ( X.2. ) can be made a statement about the compliance of building structures with fire protection requirements. Entitlements for Fire designers activity may be issued by two Engineering Chambers - Hungarian Chamber of Architects -Hungarian Chamber of Engineers Both of them requires to fulfill a detailed requirement system in order to obtain authority, for example. specialized engineering degree, several years of professional experience, successful exam, etc. Entitlements for Fire expert permissions may be issued by National Directorate General for Disaster Management, Ministry of the Interior ( also according to detailed requirement system, which is similar to the procedure of fire protection designers).
For performance of fire-fighting activities (design, installation, maintenance) the Specialists have to obtain fire fighting professional exam in accordance with regulation 45/2011. (XII.7. ) of Ministry of the Interior. Occupational branches and jobs requested fire protection specialist examination. 1. Welders and other workers using open fire during the construction activity 2. Workers dealing with storage of Flammable materials over 300 kg or manufactoring over 100 kg 3. Workers dealing with filling, serving, extraction of combustible gas, furthermore with serving up autogas. 4. Workers making the installation, inspection, maintenance, repair of fire and smoke retardant door and window constructions. 5. Specialists conducting inspection of fire-water resources 6.Pyrotechnic specialist shop assistants, storekeepers, product managers and product manufacturing executives. 7.Specialists dealing with maintenance of Fire extinguishers. 8. Specialists carring out maintenance, repair, installation, inspection of built-in fire alarm systems constructions 10. Designers of built-in fire alarm equipments, technical managers responsible for construction and installation engineers. 11.Specialists and maintainers appliying coating systems for the increase of fire resistance.
12.. Specialists carring out maintenance, repair, installation, inspection of built-in fire extinguisher systems constructions 13. Workers making the installation, inspection, maintenance, repair of heat and smoke extraction constructions. 14.Specialists making the periodic inspection of heavy current equipments. 15. Workers making the installation, inspection, maintenance, repair of fire sealings. 16.Specialists and maintainers installing casings increasing fire resistance The training programs for fire protection exams are carried out by various (many) companies on base of the registration at NDGDM of MINISTRY OF THE INTERIOR. The examination are organised by also these organizations. Examiner can be a registered specialist satisfying to the various requirements.
In the spring of 2016 the organization of NDGDM of MINISTRY OF THE INTERIOR, within it the central body has gone through significant changes. The new (professional) organization's set-up:
