Public Consultation overview Public consultation undertaken from 7 December 2008 to 1 May 2009. Around 3500 submissions. 2271 proforma submissions received. More than 110 displays, meetings and presentations given. Consultation report released with final SEQ Regional Plan. Address strategic issues and summarise other issues raised through submission process. An independent audit of consultation process undertaken.

Public consultation Public consultation overview overview Frequently raised issues from the public include: planning for climate change protection of koala habitat timing of infrastructure provision public transport provision limiting rather than managing growth cost of infrastructure to accommodate growth requests for land to be included in the Urban Footprint protection of certain areas from further development

Balances accommodating growth with other regional priorities including the conservation of sensitive lands, protection of rural industry and protection and enhancement of urban communities Revised SEQ Regional Plan provides further information on where the SEQRP fits into the Queensland Planning Framework Links to local planning (through sub regional narratives)

Sub regional narratives Sub regional narratives provide a link between state, regional and local government planning. Clarify their role in: development assessment local government planning schemes Have the status of policies under the SEQ Regional Plan. Expand content relating to: employment centres land use and infrastructure requirements for Development Areas state infrastructure additional studies required for Identified Growth Areas.

Population & Housing New dwelling targets increased from 735 500 to 754 000. Dwelling allocations support the preferred settlement pattern for the region maintain the preference for growth to the Western Corridor. Broadhectare areas in Brisbane, the Gold Coast and Redland will be exhausted during the life of the plan. Infill* at ~50% of housing allocation - a substantial but realistic task. *Infill definition broader, now including fragmented broadhectare lands

Urban Footprint Urban Footprint provides sufficient land to accommodate growth to 2031, taking into account physical constraints. Requests to amend the Urban Footprint Approximately 400 received during consultation process Approximately 400 received during consultation process. All reviewed against Urban Footprint Principles (see 8.2 of Plan (Pg.92))

Mapping changes Statutory Mapping Review The following items were considered in assessing requests to amend the Urban Footprint Physically suitable. Access to existing or planned urban infrastructure Risks to natural hazards. Biodiversity values (including koala habitat) Separation from incompatible land uses. Maintain integrity of inter-urban breaks. Ready access to service and employment. Need for additional lands in the sub-region.

Principle 8.10 Development Area Delivery (formerly 8.9 - Urban and future urban land ) simplified terminology for Development Areas in the Urban Footprint. Development Area replaces Urban Growth Areas (UGA s) and Future Growth Areas (FGA s) provides details on facilitation of Development Area planning allows for various means of delivery provides further information on required structure plan content prioritises the delivery of strategic level planning for large Development Areas Establish SEQ Growth Management Program (replacing MDP).

Development Area Delivery State Interests Deal with State Issues as early as possible Map out where outstanding issues will be resolved in process. No double dipping on issues.

Development Area Planning Regional Development Areas require substantial state infrastructure and provide regionally significant employment and residential yields. They include Ebenezer (Ipswich) Elimbah East (Moreton) Caloundra Sth. (Sunshine Coast) Maroochydore (Sunshine Coast) Yarrabilba Nth (Logan) Flagstone (Logan) Ripley Valley (Ipswich) Bromelton (Scenic Rim) Palmview (Sunshine Coast) Coomera (Gold Coast) Park Ridge (Logan) Local Development Areas are significant to the delivery of LGA dwelling targets and employment. They include Kinross Rd (Redland) Victoria Point (Redland) Greenbank Central (Logan) Gatton Nth. (Lockyer Valley) Canungra (Scenic Rim) Narangba (Moreton Bay) S.E. Thornlands (Redland) Bahrs Scrub (Logan) Nambour (Sunshine Coast) Plainland (Lockyer Valley) Beaudesert (Scenic Rim) Steiglitz (Gold Coast)

Development Area Planning Step 1 A Local Government, Landowner/s or State submit information to DIP responding to Urban Footprint principles (2.2) and sub-regional narrative (Part C) Notes Step 1 B Step 1 C DIP review and determine if sufficient information provided for Minister Minister considers IGA for inclusion in Urban Footprint Subject to change to mapping designation Steps 1A&B and 2A Can be undertaken concurrently (at risk of developer/lga as there is no commitment by Minister for Urban footprint designation) Ide entified Grow wth Areas Re egional Deve elopment Ar reas Local Dev velopment Are eas Step 2A Step 2B Step 3A Step 3B Develop an RDA Land Use & Infrastructure Plan demonstrating compliance with SEQRP sub-regional narrative; and proposed RDA plan guidelines State Considers adoption of RDA Plan as either - A Structure Plan under the MPA process (2.5B IPA) Planning Scheme amendment Preliminary Development Approval Subject to adoption of the RDA Plan Develop an LDA Land Use & Infrastructure Plan demonstrating compliance with relevant tests in Adopted RDA Plan; and proposed LDA plan guidelines State Considers adoption of Neighbourhood Plan as either- A Master Plan under the MPA process (2.5B IPA) Planning Scheme amendment Preliminary Development Approval. Proposed RDA & LDA plan guidelines to provide guidance on content rather than process (see DRO 81.0 of SEQRP). Steps 2A and 3A Can be undertaken concurrently (at risk of fdeveloper/lga as there is no statutory endorsement of RDA Plan) Subject to levels of assessment established in LDA Plan, development may proceed as self, code or impact assessable

DRO 9 Employment Location (previously Economic Development) Change of focus to protection and enhancement of employment opportunities. Sub-regional self containment. Re-emphasise need for planning schemes to respond to DRO 9 policy. Identify particular employment types required in each sub-region. Recognise roles of centres to provide diverse employment opportunities.

DRO 9 Employment location Employment opportunity profiles to be updated as part of SEQ Growth Management Plan. employment opportunity mapping and profiles to be retained for science & technology health, education and training Enterprise Strengthen links between DRO 9 and DRO 8,, and sub-regional narratives.

DRO s 10-12 DRO 10 Infrastructure Prioritise use of existing infrastructure networks. Demand management principles will be incorporated into infrastructure planning. SEQ Regional Plan outcomes to be reflected in SEQIPP in 2010. DRO 11Water Management Retain policies to meet water use targets. Include additional policies and notes on protection of wetlands and riparian areas. Reference the South East Queensland Healthy Waterways Strategy New policies relating to draining to high ecological value waters. DRO 12 Transport Alignment of the SEQ Regional Plan and Connecting SEQ 2031: Emphasises the need for better integration of transport and land use planning Promotes a compact urban settlement pattern, and self-containment of travel Strengthen relationship between land use and infrastructure planning, Use of funding mechanisms to assist in the timely delivery of infrastructure

Part E Implementation Establish priorities and committee format and membership by October 2009. Undertake discussions with stakeholders to advance delivery of SEQ Regional Plan through various means including Non-statutory programs (eg. NRM plan) Development Area planning and delivery Planning scheme review and amendment Development assessment Prepare SEQ State of the Region Report to inform future reviews Linking to Q2 objectives and regional targets. Prepare SEQ Growth Management Program : for release mid 2010 including latest information on residential and employment land supply including updated Economic Development Opportunities Profiles
