Foreword This has been adopted by the Kiwa Board of Experts of Energy Performance Label, wherein all the relevant parties in the field of supply, installation and use are represented. These Boards of Experts also supervises the certification activities and where necessary require the to be revised. All references to Board of Experts in this pertain to the above mentioned Boards of Experts. This will be used by Kiwa in conjunction with the Kiwa- Regulations for Product Certification. This regulation details the method employed by Kiwa for conducting the necessary investigations prior to issuing the product certificate and the method of external control. This is drawn up for certification purposes within the framework of GASKEUR appliance labelling. This certification is voluntary and supplementary, which implies that the label is neither obligatory for admission nor permits admission in its own right. To be admitted each appliance is required by law to bear the CE marking. GASKEUR labels are supplementary, i.e. they provide information on a certain aspect of the appliance not clearly indicated by the CE marking. This provide additional requirements besides the basic requirements put forth in the GASKEUR basic label CV (Central Heating): 2010 for Central Heating Appliances with which a central heating boiler needs to comply in order to apply for the GASKEUR- HR-labelling. The efficiency test methods detailed in this are based upon those mentioned in the European Standard for Condensing Central Heating Boilers, NEN-EN 677, but with more degrees of freedom regarding the control in the appliance. The reason for this is that appliance innovations aimed at energy saving, improving comfort and reducing emissions are mainly found in the area of control systems. In order to take into account the further developments which regards to efficiency and energy saving, the HR labelling has been upgraded by two higher levels. In order to continue harmonisation with the European standards and regulations, this uses heat inputs and efficiencies based on the net calorific value (Hi). In order to ensure complete harmonisation with national legislation, in as far as it (still) makes use of the gross value; conversion information has been included where necessary. This is applicable to appliances with a nominal heat input up to 900kW (H i). NOTE: This is a translation from the Dutch. In case of ambiguity or differences in interpretation between this translation and the original Dutch text, the Dutch text prevails.

1 Introduction 1.1 General This includes all relevant requirements which are adhered to by the CI as the basis for the issue and maintenance of a product certificate for the for the GASKEUR HR label. This replaces the GASKEUR Criteria CV-HR:1997, dated September 1997, with the accompanying corrections, additions and interpretations. The certificates issued based on those criteria lose their validity 6 months after this has been adopted by the Board of Experts. For the performance of its certification work, the CI is bound to the requirements as included in the clause 4.6 conditions and procedures for granting, maintaining, extending, suspending and withdrawing certification of EN45011. 1.2 Field of application/scope This applies to gas-fired central heating appliances: - that have been CE certified, - having heat inputs not exceeding 900 kw (Hi), - having high efficiencies, - for systems in which water is the heat carrying fluid, - which may be provided with a tap water heater. These also include central heating appliances made up of a combination of boiler body and add-on forced draught burner, in which the burner is included in the delivery of the boiler, further to be referred to as "units". The Criteria do not apply to boiler bodies that are intended to be assembled with an add-on forced draught burner and that can be marketed without such burner. 1.3 Acceptance of Test Reports Provided by the Supplier. The requirements for accepting test reports from which the tests have been performed in the laboratory of the manufacturer, can be found in the normative Annex 5 of the GASKEUR Basic Label CV (Central Heating): 2010 for Central Heating Appliances. 1.4 Certificate The product certificate to be issued based on this is designated as a GASKEUR certificate. 2 Terms and Definitions 2.1 General Definitions In this, the following terms and definitions are applicable: : The agreements made by the Board of Experts regarding the subject of Certification. Board of Experts: The Board of Experts, appointed by Kiwa Nederland BV regarding the certification system for EPK quality marks. TI: The testing institute which carries out the approval testing programme. CI: The certification institute which carries out the certification and grants the certificates. Supplier: The party who is responsible for ensuring that the products continuously meet the requirements upon which the certification was granted. IQC Scheme: a description of the quality checks performed by the supplier, as a part of his Quality Management System. Product Requirements: Requirements specified in sizes or numbers, which focus on the (identifiable) properties of products and which have an attainable value that can be unambiguously calculated or measured. Approval Programme: The investigation to determine whether all requirements put forth in the have been met. Surveillance Programme: the investigation which will be carried out after the issue of the certificate to determine if the certified products continue to meet the requirements set in the, whereby it is also indicated which frequency the Surveillance Programme will be carried out by Kiwa. Remark: In the Inspection Matrix there is a summary of which programme will be carried out by Kiwa in the initial type testing and in the maintenance stage, and with which frequency the Surveillance Programme will be carried out. Product Certificate: A document in which the CI declares that a product at the time of delivery is considered to fulfil the product specifications as specified in the certificate. 2.2 Technical Definitions Unit The combination of a boiler body and a fan add-on burner, where this burner is part of the supply to the boiler. Heat input The amount of energy which is supplied per unit of time in the form of gas to the gas appliance based on the calorific net value 1 of the gas. Symbol: Q Unit: kilowatt (kw). Nominal heat input Heat input under reference conditions according to the manufacturer. For appliances with an input range this will be considered to be the minimum and the maximum setting. Symbol: Q n Unit: kilowatt (kw). Input range The range, defined by a minimum and a maximum value, within which the heat input may be set by way of a pre-setting. Output The amount of energy which is transferred per unit of time by the appliance to the heat-transporting medium (central heating water). Symbol: P Unit: kilowatt (kw). Nominal output Output under nominal conditions according to the manufacturer. Symbol: P n Unit: kilowatt (kw). Efficiency Relationship between the output and the heat input expressed as a percentage. Symbol: η Full load efficiency Relationship between the output at full load and the heat input. Symbol: η n Part load efficiency Relationship between the output at part load and the heat input. Symbol: η d Calorific Value (according to EN 437) The amount of heat liberated by the combustion, at a constant pressure of 1013.25 mbar, of a unit volume or unit mass of the fuel gas under standard conditions, the products of combustion being converted to the same conditions. A distinction is made between: - Gross calorific value, for which the water produced by combustion of the fuel is assumed to be completely condensed. Symbol: H s - Net calorific value, for which the water produced by combustion of the fuel is assumed to be completely in the vapour phase. Symbol: H i Unit: MJ/m 3. 1 Heat inputs and efficiencies can be based on the calorific net value (H i ) or the calorific gross value (H S) of the gas. Technically Identical Series With technically identical series it is meant that the appliances within such series shall be built from main components with the same construction principle (e.g. construction of the heat exchanger(s), pump, fan, burner, etc.). Example: appliances with heat exchangers or burners with different construction principles will therefore not be considered as one series. Appliances with heat exchangers or burners with the same construction principles, but where the heat exchangers or burners have different capacities, are considered to belong to one series. 3 Procedure for Granting the Quality Declaration 3.1 Pre Certification Tests The pre certification-tests to be performed are based on the (product) requirements as included in this including the test methods and contain, de pending on the nature of the product to be certified: (sample) testing to determine whether the products comply with the product and/or functional requirements, Production Process Assessment Assessment of the quality system and the IQC-scheme, Assessment on the presence and functioning of the remaining procedure. 3.2 Granting the Certificate After finishing the pre-certification tests the results are presented to the person deciding on granting of certificate. This person evaluates the results and decides whether the certificate can be granted or additional data and/or tests are necessary. Examples of certificates are given in Appendix I of the GASKEUR Basic Label CV (Central Heating):2010 for Central Heating Appliances. If a combination of labels is mentioned on the certificate, as well as the requirements of the GASKEUR Basic Label CV (Central Heating): 2010 for Central Heating Appliances, the requirements of the Evaluation Guideline concerned also need satisfying, such as: GASKEUR SV (Clean Combustion): 2010 for Central Heating Appliances; GASKEUR CW-HRww (Comfort Hot Water-High Efficiency, Hot Water): 2010 for Central Heating Appliances, Instantaneous Water Heaters and Storage Water Heaters; GASKEUR NZ (Reheating Solar boiler): 2010 for Central Heating Appliances, Instantaneous Water Heaters and Storage Water Heaters; Kiwa Nederland B.V. - 10-1st February 2011

4 General and Constructional Requirements 4.1 All Appliances The appliance shall meet the GASKEUR Basic Label CV (Central Heating): 2010 for Central Heating Appliances, the being applicable to appliances with heat inputs up to 900 kw. 4.2 Units Both the boiler body and the add-on forced draught burner shall lawfully bear a CE Marking. If the boiler manufacturer considers several types of add-on forced draught burners suitable for use on the boiler body, he shall clearly specify them within the context of the present, in order to exclude combinations, which are outside the scope of the present. Each combination of boiler body and add-on forced draught burner stated by the boiler manufacturer shall be regarded to be an individual unit and shall therefore meet all requirements contained in this. 4.3 Combination Boilers Central heating boilers with a heater for hot tap water shall at least comply to the valid for the GASKEUR/CW Label for Appliances which also bear the GASKEUR /HR Label. Specifically this means that combination boilers can only bear the HR label (for heating) in combination with a CW label. 4.4 Installation It shall be possible for the appliance to be installed in accordance with national standards and regulations without any restrictive condition. It is permissible that broader installation options than those mentioned in the relevant standards are indicated, if such options do not adversely affect efficiency and safe and effective operation. 4.5 Material Selection Parts of the appliance at which condensation may occur in state of equilibrium at a return water temperature of 30 C shall be made of corrosion-resistant or effectively corrosion-protected materials, in accordance with the provisions of the for the GASKEUR Basic Label CV (Central Heating): 2010 for Central Heating Appliances. This likewise applies to parts fitted in the flue gas circuit downstream of the heat exchanger. 4.6 Condensate Discharge 4.6.1 Condensate Produced Within or Supplied to the Appliance Condensate that is formed in the appliance during operation or that flows back into the appliance from the flue system shall immediately be discharged in an effective way without any leakage of condensate or flue gases being able to occur. All condensate-carrying parts of the appliance shall be installed under a slope of at least 17 mm/m (1 ) towards the condensate drain. The condensate drain(s) shall have an internal diameter of at least 13 mm. In case of internal condensate drains within the appliance this diameter shall be at least 8 mm. 4.6.2 Condensate Produced in the Flue System Condensate that is formed in the flue system shall be discharged in an effective way without any leakage of flue gases being able to occur. To this end the flue system shall either be fitted with its own condensate drain or it shall be so constructed as to allow the condensate to flow back into the appliance where it can be discharged through the condensate drain of the appliance. Horizontal (parts of) flue systems shall be installed under a slope of at least 17 mm/m (1 ) towards the appliance and shall be so constructed as to prevent leakage of condensate to outside. Any condensate drain(s) shall have an internal diameter of at least 13 mm. It shall be stated in the installation instructions from which length of flue pipe on the formed condensate can no longer be discharged through the appliance (if this length is less than the maximum length of the flue system) and an extra condensate drain shall be fitted in the flue system, according to NPR 3378 or NEN 2078, respectively. 5 Operational Requirements 5.1 Conditions The efficiency requirements are based on the conditions as specified in EN 677. 5.2 Full-Load Efficiency The full-load thermal efficiency of the heating function of the appliance, measured according to article 6.2, shall be at least (91 + 10 Log Q)% on net calorific value, where Q is the nominal heat input of the appliance (kw). 5.3 Part-Load Efficiency The part-load thermal efficiency of the heating function of the appliance, measured according to article 6.2, shall be at least: - 100 % for the HR-100 Label - 104 % for the HR-104 Label - 107 % for the HR-107 Label 5.4 Transport of Flue Gases in the Case of Units 5.4.1 Appliances with a Heat Input up to 130 kw Under the test conditions outlined in article 6.4, in each of the three tests the gas supply to the burner shall be shut off by the safety control before the CO percentage in the flue gases reaches 0.1 %. 5.4.2 Appliances with a Heat Input of 130 kw or more With these appliances, the safety and proper function of the combustion air and flue gas transport shall comply with the relevant requirements in the currently valid EN 676. 6 Test Methods 6.1 Conditions The tests are carried out with a suitable measuring installation, that is capable of determining efficiencies to the required accuracy according to the method of NEN- EN 297/A2 or NEN-EN 483/A2 depending on the type of appliance, or according to the method of NEN-EN 303-3 if a unit is concerned. The measurements are carried out using the reference test gas, as laid down in NEN-EN 437, at the nominal supply pressure under the conditions referred to in article 5.1. 6.2 Determining the Full-Load Efficiency The full-load efficiency is determined according to the method of practical efficiency determination specified in NEN-EN 677 or in NEN-EN 303-3 if a unit is concerned. It is checked whether the requirements of article 5.2 are met. Within the scope of the GASKEUR Labelling scheme the method according to NEN-EN 677 applies to appliances with heat inputs not exceeding 900 kw. 6.3 Determining the Part-Load Efficiency The full-load efficiency is determined according to the method of practical efficiency determination specified in NEN-EN 677 1, on the understanding that the value found at 30% of the highest nominal heat input is relevant in granting the GASKEUR Label according to article 5.3. Within the scope of the GASKEUR Labelling scheme the method according to NEN-EN 677 applies to appliances with heat inputs not exceeding 900 kw. 6.4 Transport of Flue Gases in Units 6.4.1 Appliances with a Heat Input up to 130 kw The unit is put into operation as described in article 6.1, water circulation being set as effected by means of the built-in circulation pump, or being set by means of an external pump in accordance with the manufacturer s instructions. The three tests listed below are each carried out as soon as temperature equilibrium has been reached at operation under nominal conditions and at an average supply and return water temperature of about 45 C: a) Gradual closing of the combustion air supply duct; b) Gradual closing of the flue gas duct; c) Gradual supply of water into the appliance through the flue gas duct after closing of the condensate drain(s). Each of the three tests is continued until the appliance is shut down by the relevant safety devices being actuated. It is checked whether the requirements of article 5.4 are met. 6.4.2 Appliances with a Heat Input of 130 kw and larger Check whether the appliance has been assessed according to EN 676, in such a way that the requirements under article 5.4 have been met. 1 This method is also applied to units Kiwa Nederland B.V. - 14-1st February 2011

6.5 Efficiency Determination in Unit Series and Alternative Fan Burners 6.5.1 Boiler Series In the case that there is a series of units with increasing heat input, one of more representative boilers will be selected for the efficiency measurements. This selection will be carried out by the certification laboratory. Subsequently the customer (boiler manufacturer) can indicate which burner(s) he wishes to be used for the carrying out of the efficiency measurements. In the case that the combination(s) concerned comply with the, then it can be assumed that the other boilers of the same series, with a burner of the selected type (or series) also comply. This is only applicable when the ratio between the heat input of the burner and the heated surface (H.S.) of the boiler is equal or smaller than that of the measured combination(s). 6.5.2 Alternative Burners If a boiler manufacturer indicates that the units can also be configured by combining the boiler (series) with other burners than those used for the GASKEUR/HR measurements, then it may be assumed that the Evaluation Guideline has been met in the case that the CO 2 percentage in the flue gases do not deviate by more than 0.2% from the value used for the HR efficiency measurement with the reference burner, moreover under the same presets 1 and conditions. Furthermore, the ratio between the heat input of the burner and the H.S. of the boiler also needs to be equal or smaller than that of the measured combinations. 6.5.3 Controls In the case that a manufacturer intends to apply a burner with a different control system (on/off, high/low, modulating etc.) than the control used in the reference burner with which the HR efficiency measurements were carried out, then additional measurements must be performed according to GASKEUR HR (High Efficiency, Heating): 2010 for Central Heating Appliances; for the control system concerned. 6.6 Rounding Off Measured Efficiency Values For the granting of labels according to GASKEUR HR (High Efficiency, Heating): 2010 for Central Heating Appliances;, rounding off to two decimal places shall occur for the measured efficiency values, expressed as percentages. Example: To achieve an HR-107-label, the measured value should be at least 106.95 %. A measurement value of 106.94 % will be rounded off to 105, and thus leads to an HR-104 label at a maximum. Thus: Measurement value 99.95 to 103.95: HR-100 Measurement value 103.95 tot 106.95: HR-104 Measurement value 106.95 or higher: HR-107 1 Burners shall have the legitimate CE mark based on EN 676. This means that the measurements have been performed using a set air excess value (λ) of 1.2. The corresponding CO 2 level is 9,6 %. Kiwa Nederland B.V. - 15-1st February 2011

7 Labelling 7.1 GASKEUR / HR Label If the appliance is certified on the basis of the GASKEUR Regulations and also meets the requirements set in the present, the manufacturer may obtain the right to apply the GASKEUR/HR label to the appliance indicating the efficiency category for which the appliance has been certified on the basis of this. The label shall be designed as indicated in Appendix 3 of the for the GASKEUR Basic Label CV (Central Heating): 2010 for Central Heating Appliances. 7.2 Installation Instructions In addition to the requirements put forth in the for the GASKEUR Basic Label CV (Central Heating): 2010 for Central Heating Appliances, the instructions for installation shall also include the following specifications: - Instructions on effective discharge of condensate; - If applicable: the maximum length of the flue system whose condensate can be discharged by way of the appliance. Also instructions for fitting a condensate drain to the flue system, if the length exceeds that maximum; - For units the instruction that the boiler body shall be fitted exclusively with the burner supplied with the boiler. 8 Quality Management System Requirements This chapter contains the requirements which have to be met by the supplier s quality system. 8.1 Manager of the Quality System Within the supplier s organizational structure an employee must have been appointed who is in charge of managing the supplier s quality system. 8.2 Internal Quality Control/Quality Plan The supplier shall have an internal quality control scheme (IQC scheme) which is applied by him. The following must have been demonstrably recorded in this IQC scheme: what aspects are checked by the producer; according to what methods such inspections are carried out; how often these inspections are carried out; in what way the inspection results are recorded and kept. This IQC scheme should at least be an equivalent derivative of the model IQC scheme included in the addendum 8.3 Procedures and Work Instructions The supplier shall be able to submit the following: procedures for: dealing with products showing deviations; corrective actions to be taken if non-conformities are found; dealing with complaints about products and/or services delivered; the working instructions and inspection forms used.. The inspections given for the surveillance programme shall be carried out on one appliance per technically identical series. 9.2 Working Methods for the GASKEUR Inpection Programme for the CV- HR Label Tolerances in Measurement Values During Product Inspection. The measured efficiency values must always comply with the limits belonging to the applicable labels, with an allowable margin of 0.05%. Example If an appliance has a part load efficiency of 107.5% during the initial type testing and a part load efficiency of 106.94% during the inspection programme, then this Kiwa Nederland B.V. - 18-1st February 2011

will lead to a deviation. In actual fact, the measured value during the inspection programme for the part load efficiency is lower than the applicable limit for the HR-label of 106.95%. 9.3 Inspection of the Quality Management System. The quality management system of the supplier will be inspected by the CI once per year. 10 Agreements on the Implementation of Certification 10.1 General Beside the requirements included in this, also the general rules for certification as included in the Kiwa Regulations for Product Certification apply. These rules are in particular The general rules for conducting the pre-certification tests, to be distinguished in: 1. the way suppliers are to be informed about an application is being handled, 2. how the test are conducted, 3. the decision to be taken as a result of the pre certification tests. The general directions for conducting inspections and the aspects to be audited, The measurements to be taken by Kiwa in case of Non Conformities, Measurements taken by Kiwa in case of improper Use of Certificates, Certification Marks, Pictograms and Logos, Terms for termination of the certificate, The possibility to lodge an appeal against decisions of measurements taken by Kiwa. 10.2 Certification Staff The staff involved in the certification may be sub-divided into: certification experts: they are in charge of carrying out the pre-certification tests and assessing the inspectors reports; inspectors: they are in charge of carrying out external inspections at the supplier s works; decision-makers: they are in charge of taking decisions in connection with the pre-certification tests carried out, continuing the certification in connection with the inspections carried out and taking decisions on the need to take corrective actions. 10.2.1 Qualification Requirements The qualification requirements comprise the following: The qualification requirements for the operational certification personnel of a CI which comply to the requirements set down in EN 45011; The qualification requirements for the operational personnel of a CI which have additionally been set down by the Board of Experts regarding the subject of this. Education and experience of the certification personnel involved shall be demonstrably registered. In case staff is to be qualified on the basis of deflecting criteria, written records shall be kept. The authority to qualify staff is dedicated to: decision makers: qualification of certification experts and inspectors, Management of Kiwa: qualification of decision makers. 10.3 Report Pre Certification Tests The Certification Institute records the results of the pre certification tests in a report. This report shall comply with the following requirements: completeness: the reports verdicts about all requirements included in the, traceability: the findings on which the verdicts have been based shall be recorded traceable, basis for decision: the decision maker shall be able to base his decision on the findings included in the report. 10.4 Decision for Granting the Certificate The decision for granting the certificate shall be made by a qualified decision maker which has not been involved in the pre certification tests. The decision shall be recorded traceable. 10.5 Lay out of Certificate The product certificate shall be conform the model included as an annex. 10.6 Nature and Frequency of External Inspections The certification body shall carry out Audits at the supplier at regular intervals to check whether the supplier complies with his obligations. About the frequency of inspections the Board of Experts decides. At the time this took effect, the frequency of the number of inspection visits per year is set according to Chapter 9. Inspections shall at least refer to: The suppliers IQC-scheme and the results obtained from inspections carried out by the supplier, The correct way of marking of certified products Complying with required procedures The results of each inspection shall be traceable recorded in a report. 10.7 Corrections, Additions and Interpretations of Requirements Corrections and additions will be drawn up by the TC GASKEUR and may or may not be approved by the Board of Experts.
