Introduction The Vision To create a high quality, mixed-use destination that will lead to the successful redevelopment of the site and contribute to the wider regeneration of the town centre The Opportunity The acre campus site, at the corner of and, is currently occupied by Leeds City College - Keighley Campus (formerly Park Lane College). The College is in the process of constructing a new campus on Dalton Lane and this new facility is anticipated to be operational by Summer 00, leaving the site vacant from October next year. The Airedale Partnership, led by the private sector and with the full backing of Bradford Council and Yorkshire Forward, is a regeneration initiative supporting the growth and renaissance of the local economy. Conclusions / recommendations of the feasibility study will help inform development proposals brought forward by developers once the site has been sold. The vision for the site is to create a high quality, mixed-use destination leisure development that will lead to the successful redevelopment of the site and contribute to the wider regeneration of the town centre. Uses that could help deliver this vision include: a hotel, cinema, conference / exhibition / gallery space, shops, cafes / restaurants, along with supporting workspace and residential development. The Partnership has appointed BDP and CB Richard Ellis to undertake a feasibility study on the re-use / development of the site so that it can contribute to the regeneration of the town and meet the objectives of the Airedale Masterplan.

Design and Development Principles Development proposals for the college site should: Define the corner of /, providing an interesting corner with a strong architectural statement Accommodate active uses along / Provide an appropriately scaled building(s) to reflect the grand scale of the original Mechanics Institute building Improve the public realm along Create a useable central courtyard space, that potentially provides shelter from the elements (eg. galleria, wintergarden space) The Light, Leeds retail and leisure experience, incorporating shops, bars, cinema, gym and hotel Provide for a mixture of uses that will ensure the development has a destination offer (with a leisure emphasis) Include a new hotel with dedicated car parking Create a mixed-use anchor at the northern end of Encourage links between new development on the college site and the rest of the town FACT (Foundation for Art & Creative Technology), Liverpool exhibition, studio and cinema space Create a development that appeals to a broad range of people Help to transform the image and perception of Keighley.
