SPECIFICATIONS Annual Fire Pump Testing and Inspection Department of Technology, Management and Budget Managed Facilities - Statewide PURPOSE This RFP is to establish a three year quote for service to provide annual test and inspection service for fire pumps per the following specifications and inventory list. Service shall be performed in accordance with currently adopted local and national codes including, but not limited to, NFPA 25. WORKING CONDITIONS All work shall be done in accordance with all regulations governing the Department of Technology, Management and Budget (DTMB), where the work is to be performed, and with the minimum possible interference of the daily working activities of DTMB. Materials, tools, etc., shall be confined so as not to unduly encumber the premises. WORKING HOURS Testing services shall be performed between the hours of 7:00AM and 5:00PM, Monday through Friday, except State holidays, or at the discretion of DTMB Office of Infrastructure Protection Safety Services Supervisor. Quarterly meetings may be held at the discretion of the Office of Infrastructure Protection Safety Services Supervisor to review contract compliance. TEST AND INSPECTION PROCEDURES Annual testing shall be performed in accordance with currently adopted local and national codes including, but not limited to, NFPA 25. Contractor shall schedule service with Office of Infrastructure Protection Safety Services Supervisor, or designee, ten (10) days in advance. Testing will be completed one building at a time. TESTING REQUIREMENTS Contractor shall coordinate with the Office of Infrastructure Protection Safety Services Supervisor, or designee, the removal of the fire alarm control panel from service prior to arrival. Contractor shall notify DTMB Central Control and the local Fire Department prior to testing. Upon completion of testing, contractor shall notify DTMB Central Control and the local fire department that the pump is back in service. Contractor shall coordinate with DTMB Office of Infrastructure Protection Safety Services Supervisor, or designee, the placement of the fire alarm control panel back into service prior to departure.

REPORTS - Drop pressure and record start and stop pressures of jockey pump - Operate jockey pump stop push button and record findings - Operate jockey pump start push button and record findings - Open jockey pump disconnecting means and ensure that all power is disconnected - Drop pressure and record start and stop pressures of Fire Pump - Run fire pump for a minimum of 30 minutes - Check and record motor voltage and amperage ( each phase leg ) - Check relief valve for setting and flow - Observe for excess noise, vibration etc. and record deficiencies - Check bearings for excessive vibration or excessive heat - Record suction and discharge pressures at Churn - Record suction and discharge pressures at 100 % of rated capacity - Record suction and discharge pressures at 150 % of rated capacity - Operate fire pump control panels stop pushbutton and record findings - Operate fire pump control panel start pushbutton and record findings - Open disconnecting means and ensure that all power is disconnected - Check fire pump packing for proper leakage - Drop pressure to ensure jockey pump will start and stop before fire pump is energized - When testing complete place back into automatic service - Place fire alarm control panel back in service Diesel Pumps - Clean battery terminals - Record fuel level - Grease fire pump coupling - Record specific gravity of battery - Report on condition of belts and hoses - Change engine oil and filter(s) - Change engine cooling solution and record temperature rating - Replace fuel filter - Clean or replace air filter - Check / drain water separator - Clean water strainers if applicable - Verify operation of cooling water solenoid if applicable - Report on condition of engine exhaust system - Report on fuel line condition - Ensure engine starts on EACH Battery - Ensure engine starts with manual start button - Ensure engine starts with drop in water pressure and record the starting pressure - Record engine running temperature - Record engine running oil pressure if available 1. All devices will be marked up on building prints for scheduled services. A comprehensive evaluation of system shall be prepared by contractor. The evaluation shall include contractor recommendations and price of labor and materials. 2. Test results along with a list of deficiencies shall be recorded during each service and shall be provided within 15 days of service.
3. A detailed price quote will be provided to repair the deficiencies identified during testing. A separate purchase order shall be issued for all emergency and non-emergency service calls. SITE VISIT An optional site visit may be arranged at the bidder s request.
