This EPA Program requires the Trinity River Authority s Central Regional Wastewater System (CRWS) to notify its Contractors, Suppliers and Delivery Personnel if quantities of certain hazardous chemicals are stored or processed on this site. The Contractors are required to provide their employees with training about the chemicals and plant emergency procedures if they are working at the plant continuously for more than two (2) consecutive calendar days, or if working directly with chlorine or sulfur dioxide processes or equipment for any amount of time. All contractors must provide a completed Information Packet Acknowledgement of Receipt and Contractor s Training Acknowledgement to the Central Regional Wastewater Treatment (CRWS) Plant. CRWS uses Chlorine and Sulfur Dioxide in its chlorination and de-chlorination processes in quantities that exceed the threshold levels requiring notification of the presence of these hazardous chemicals by the Risk Management Program. Please execute the Acknowledgement of Receipt form, the Contractor s Training Acknowledgement form, and the RAVE Alert System form and return the completed documents to my attention at CRWS. If after initial training you add new employees, subcontractors, suppliers, or other individuals responsible contractually to your company, training must be provided to these individuals as well. Training must be renewed each calendar year for all applicable parties working onsite and the documentation of this training must be provided to CRWS each year. Central Regional Wastewater System Contractor s Procedures Accidental Release of Hazardous Chemicals 1. All contractors will acknowledge notification of hazardous chemicals, specifically Chlorine and Sulfur Dioxide, present on the Central Regional Wastewater System (CRWS) Plant site by signing the Information Packet Acknowledgement of Receipt and the Contractor s Training Acknowledgement to be maintained on file at each Project. 2. All contractors will agree to follow CRWS Emergency Procedures if directed by plant notification system or personnel. 3. All contractors will read the CRWS Contractor s Procedures, Chemical Information for Contractor s, and the Emergency Evacuation Procedures for the accidental release of a hazardous chemical. 4. In the event of an evacuation, contractors will promptly account for all of their employees onsite and report missing persons or all present status to their TRA CRWS job supervisor or the TRA Incident Commander (IC). 5. Contractors are advised that in the event of an evacuation the plant entrance/exit will be blocked to prevent entry to the plant. Contractors will cooperate by keeping the entryway clear of vehicles, etc., to permit clear access and egress for emergency vehicles and personnel. 6. Contractors will train all of their employees working on the CRWS Plant site for more than two consecutive 8-hr workdays on the hazards of Chlorine, Sulfur Dioxide and on the CRWS Emergency Procedures for the release of a hazardous chemical and will acknowledge such training by signing the Contractor s Training Acknowledgement form included in this packet. 7. All contractors, who will be working on Chlorine and/or Sulfur Dioxide systems or equipment, will provide proof that their employees have been thoroughly trained in the hazards, safe working procedures, confined space and emergency procedures for working with these materials. Additionally, these contractors will provide their employees all personal protective equipment, including monitoring devices, required for the safety of their employees. 8. Plant emergency evacuation procedures for the release of hazardous chemicals shall be posted on bulletin boards in the Administration Building, Laboratory, Operations areas, Maintenance building, Construction Services trailers and any other areas, where visitors or short-term contractors, suppliers and/or delivery people may be present without receiving notification and evacuation procedure forms. 3
Central Regional Wastewater System Chemical Information for Contractors Chlorine and Sulfur Dioxide 1. Chlorine and Sulfur Dioxide are hazardous chemicals that are used in the disinfection and dechlorination processes at the Central Regional Wastewater System (CRWS). 2. They are provided in bulk quantities in liquid form. 3. These processes and their unloading stations are located on the site map. 4. Both of these materials will change from liquid to gas very rapidly. Both are approximately twice as heavy as air and will accumulate in low-lying areas. Both are considered toxic. Chlorine concentrations of 10 ppm and Sulfur Dioxide concentrations of 50 100 ppm are considered IMMEDIATELY DANGEROUS TO LIFE AND HEALTH. 5. Both become extremely corrosive when they combine with any water present. 6. Both will also cause severe eye irritation, respiratory irritation or distress, and severe skin irritation and damage. 7. Avoid any contact with Chlorine or Sulfur Dioxide. Do not enter any gas clouds or plumes. Chlorine gas is yellowish-green while Sulfur Dioxide is colorless; both are pungent and easily detectable in very small quantities. Move cross wind and then up wind to avoid contact with the gas. Check windsocks throughout the plant for wind direction. 8. If you come in contact with either of these gases, to the extent possible, notify someone from the plant staff. Safety showers and eyewash stations are in various locations near the process areas for your emergency use (15 minutes minimum). 9. Copies of current Safety Data Sheets (SDS) are available onsite electronically, and in hardcopy in the Operations and Maintenance areas. Upon request, you will be provided with a copy of the SDS. SDS s contain more specific information about each of these materials. 10. Please review the SDS and keep provided copies with you as a handy reference while working on the CRWS site. 11. Central Regional Wastewater System Emergency Evacuation Procedures Action Steps After a Release is Detected When the announcement is made or signal given, emergency responders shall report to their assigned station and follow their response plan. The Incident Commander (IC) will determine if it is necessary to order a plant evacuation. Upon verified instruction from the IC, the LOC operator will activate the plant-wide emergency evacuation notification signal. The LOC operator will also trigger TRA s emergency alert system to notify CRWS employees and Construction Services inspectors that an emergency evacuation is in progress. When the evacuation signal is given, Contractors and Plant Visitors will: 1. TRA Construction Services Inspectors, or the TRA employee for whom visitors or contractors are performing a service, will notify contractors or visitors working on the CRWS site of the activation of the plant emergency evacuation plan. Observe the actions of/or obtain the information from those who have received the evacuation alert. 2. Audible sirens and lights will be activated in the immediate area of the release. Look and listen for activated alarms for the problem location. 3. Contractors are also expected to provide cell phone numbers for crew supervisors or leaders working onsite so that the numbers can be added to the RAVE Emergency Alert system. 4. As conditions permit, shut down equipment and/or processes especially those that could be damaged or increase the hazard if left running unattended. 5. All employees, contractors and visitors shall EVACUATE the plant by walking to the assembly area. Vehicles should not be used for transportation to evacuation areas as they represent a hazard to those who are walking (EXCEPTION: TRA emergency response vehicles and mobility impaired persons). If the reason for plant evacuation is the release of a hazardous chemical or gas, then employees shall check the wind direction, move across wind (then up wind if needed) to the top of the levee away from the leak. Contractor employees shall observe any specific procedures for the announced hazardous material release in accordance with their safety training and follow TRA personnel to evacuation areas if possible. 6. Contractors should assemble at the point/location designated by TRA Construction Services Inspectors or where TRA employees are assembled. 7. Each contractor onsite shall perform a roll call to account for each of their employees. The contractor will then notify the TRA employee overseeing their project or the CSS assigned inspector of the results of their accounting for employees. This will be done as rapidly as possible to insure that no personnel are unaccounted for or missing. Visitors and/or contract personnel are the responsibility of the employee they are visiting or for whom they are performing work and/or services. 5
8. TRA Construction Services Inspector, or the TRA employee for whom the contractor or vendor is working, shall report to the TRA Office Coordinator and/or supervisor the results of the contractors accounting for personnel. TRA Office Coordinator and/or supervisor will report anyone not accounted for to the Incident Commander as soon as possible. When all contract/vendor employees are accounted for, the Office Coordinator and/or supervisor will report this to the Incident Commander. 9. Employees, contractors, and visitors are to remain in their evacuation area until directed to leave the area or return to work by the Incident Commander. 6

Rave Alert System TRA uses the RAVE ALERT emergency notification system to provide person s working on the plant site with emergency notifications and important announcements. The RAVE ALERT system allows emergency notification messages to be sent simultaneously via text message, email and a recorded voice message to your staff s cell phone or computer. The information provided in the alert will be essential to safely evacuate your personnel in the event of an emergency. To ensure that we can reach your onsite supervisors and lead personnel please provide their name, email address, and the cell phone number used during working hours.
