The overview of standard of equipments used in asbestos removal 2011.11.18 Naroo Lee, Ph.D./Department of work environment

Background Asbestos is banned in Korea Social concern is safely removing Asbestos Containing Material (ACM) How to safely remove ACM To prevent asbestos fiber to spread in the air To prevent workers exposure to asbestos fiber To dispose safely asbestos wastes To remove ACM safely Some equipments are used 2

Background ACM removal work in Korea Should be done by registered asbestos removal contractor except some exception Should be followed by specific rules of Occupational Safety and Health Acts 3

Background Register of asbestos removal contractor Has been started in 2009 The numbers are 1685 (2011.7 present) Should have following equipments Negative pressure unit with fitted HEPA filter Differential pressure monitoring device Vacuum cleaner with fitted HEPA filter Hygiene facility as decontamination unit Air supplied respirator or powered (fan-assisted) respirators with mask Wetting equipment 4

Background The point at issue about equipments used in asbestos removal in Korea No standard of requirement of equipments The equipments used in asbestos removal is new in the market and their performance is never verified in the market Many equipments are made in Korea or imported from China in form of the Original Equipment Manufacturing Distribution of poorly performing equipments 5

Background The study was performed To investigate international or national standard of equipment used in asbestos removal To investigate feasibility of standard of equipment used in asbestos removal in Korea 6

High Efficiency Particulate air Filter What is HEPA filter? The filter which have 99.97% collection efficiency for 0.3 μm particulate (in KOSHA CODE) In Korea KS Standard HEPA for radioactive aerosol : Test aerosol DOP 0.15 μm particulate HEPA for clean room : Test aerosol DOP 0.3 μm particulate 7

High Efficiency Particulate air Filter In U. K. BS EN 1822-1:2009 High efficiency air filters. Classification, performance testing marking BS EN 1822-2:2009 High efficiency air filters. Aerosol production, measuring equipment, particle counting statistics BS EN 1822-3:2009 High efficiency air filters. Testing flat sheet filter media BS EN 1822-4:2009 High efficiency air filters. Determining leakage of filter elements (scan methods) BS EN 1822-5:2009 High efficiency air filters. Determining leakage of filter elements Test aerosol : DOS, DOP, Paraffin oil Most Penetrating Particle Size 8

High Efficiency Particulate air Filter In U.S.A MIL-STD-282 : Filter units, protective clothing, gasmask components and related products ANSI/UL 586 : Air filter units ASME N509 /N510 Testing of nuclear air treatment systems ASME AG-1-2009 : Code on nuclear air and gas treatment IEST-RP-cc001.4 : HEPA and ULPA filters IEST-RP-cc0342.2 : HEPA and ULPA filter leak test 9

Negative Pressure Unit What is negative pressure unit Air extraction device to pull the air into enclosure to prevent spread asbestos fiber In Korea Requirement of NPU in KOSHA CODE (nonmandatory) Should be fitted with HEPA and pre filter Should be fitted with filter differential pressure gauge Should not be leaked : There is no standard for leaking test 10

Negative Pressure Unit In U.K. BS 8520-2:2009 Equipment used in the controlled removal of asbestos-containing materials- Part 2 : Negative pressure units-specification Specification Outer case Joint Non-return flaps Transit cover Casters and handles HEPA filter Flange Labelling : Airflow rate 11

Negative Pressure Unit Leak test BS EN 60335-2.69:2009 Household and similar electrical appliance, Safety. Particular requirements for wet and dry vacuum clears including power brush for commercial use Appendix A Essential filter element test Test aerosol : Paraffine oil, DOP, NaCl 10~100 mg / m3 ~ Assembled equipment test Polydisperse lime stone particulate 10%<1 μm, 22%<2 μm, 75%<5 μm 12

Negative Pressure Unit 13

Negative Pressure Unit In U.S.A In practical manual for asbestos removal workers Essential filter : HEPA Magnehelic gauge Required air rate Feasibility Determining specification Possible Leakage test Essential filter element test : Possible Assembled equipment test : Further study for testing apparatus 14

Vacuum cleaner fitted with HEPA What is Vacuum cleaner fitted with HEPA? In Korea Requirement in KOSHA CODE (non-mandatory) In U. K. Should be fitted with HEPA Should not be leaked : There is no standard for leaking test BS 8520-3:2009 Equipment used in the controlled asbestos-containing materials-part3 : Operation, Cleaning and maintenance of Class H vacuum cleaners-code of Practice 15

Vacuum cleaner fitted with HEPA Leak test BS EN 60335-2.69:2009 Household and similar electrical appliance, Safety. Particular requirements for wet and dry vacuum clears including power brush for commercial use Appendix A Essential filter element test Test aerosol : Paraffine oil, DOP, NaCl 10~100 mg / m3 ~ Assembled equipment test Polydisperse lime stone particulate 10%<1 μm, 22%<2 μm, 75%<5 μm 16

Vacuum cleaner fitted with HEPA Feasibility KS standard : KS C IEC 60335-2-69 Household and similar electrical appliance, Safety. Particular requirements for wet and dry vacuum clears including power brush for commercial use There is no certifying body for vacuum cleaner There is no classification in vacuum cleaner 17

Hygiene facility In Korea Rules 3 compartments In U.K Type Mobile type Module type Minimum design criteria for hygiene units Area : 1m X 1m X 2m (minimum) 3 divided compartments Heating Ventilation Facilities within compartments 18

Hygiene facility In U.S.A OSHA regulation Issues Hygiene facility is needed in Class ǀ asbestos removal work 3 Compartments What kinds of asbestos removal work need hygiene facility? Heating? 19

Respirator In Korea In rules Appropriate respirators In reality In U.K Cheap respirators Appropriate respirators Respiratory protective equipment at work (HSG53) In asbestos removal work, power assisted respirator with a full face-mask is recommended (PF=40) In miscellaneous work, disposable mask can be used 20

Respirator In U.S.A Class ǀ work : air supplied respirator Class ǁ work : half face mask (No disposable mask) Issues In rules appropriate respirator should be specified depending on types of asbestos removal work 21

Wetting equipment In Korea No specification In U.K. BS 8520-1:2009 Equipment used in the controlled removal of asbestos-containing material- Part I : Controlled wetting of asbestos-containing materials- Specification In U.S.A Wetting material is recommended Gardening device is O.K. 22

Coverall In Korea In rules Employer should provide coveralls No specification In U.K BS EN ISO13982-1 :2004+A1:2010 Protective clothing for use against solid particulates. Performance requirements for chemical protective clothing providing protection to the full body against airborne solid particulate (Type 5) BS EN ISO 13982-2:2004 Protective clothing for use against solid particulates. Test method of determination of inward leakage of aerosols of fine particles into suits 23

Coverall Feasibility KS standard for coverall KOSHA is certifying coveralls for chemical now Certifying for solid particulate coverall (Type 5) may be possible in KOSHA 24
