IRE Spa IRE SpA is a public equivalent body located in Genoa (IT) founded in 2014 by Liguria Region (Law nr. 6/2011) by merging three companies: Aims of IRE are urban regeneration, infrastructures development and the implementation of energy policies in Liguria. IRE delivers: - feasibility studies and design of infrastructures, buildings and plants - tendering procedures - public works management - support to public entities (region and municipalities) in policies elaboration and in the management of ERDF related calls - EU funded projects. Fields of action: - new strategic infrastructures (hospitals, roads, bridges, river banks, etc.) - urban regeneration and buildings refurbishment - energy planning, energy efficiency and renewable sources of energy. Staff: over 30 employees with technical skills and experience in design and planning, public procurement, project management, communication, training.

IRE spa The Energy department of IRE deals with: Energy efficiency: regional regulation for the energy certification of buildings; regional specific software for the energy certification; participation in the Concerted Action on the EPBD directive RES: elaboration of feasibility studies and business plans for small RES Energy Planning: elaboration of the regional energy & environmental plan, elaboration of more than 30 SEAPS (also the SEAP for the city of Genoa and Savona) and of the approved ELENA proposal named PROSPER signed by the Province of Savona Energy management: set up of a monitoring and control structure for energy-related projects & works within all the hospitals of Liguria; foundation and management of the consortium for joint purchase of gas and electricity on the free market for public entities Smart city: partner of the FP7 Smart Cities project TRANSFORM on integrated energy planning for the city of Genoa and participation to the European Innovation Partnership on Public Lighting named Humble Lamppost European projects: Interregional and Transnational Cooperation as well as LIFE, IEE, Horizon 2020. IRE - energy dept. is member and vice-president of FEDARENE (European network of energy agencies), of RENAEL (the national network of energy agencies) and of the Genoa Smart City Association.

«TRANSFORM» TRANSFORMation agenda for low carbon cities. The project (Jan 13 June 15) dealt with the energy transition of cities under the umbrella of Smart Cities and Communities. A European collaboration of six European cities - Amsterdam, Copenhagen, Genoa, Hamburg, Vienna and Lyon - and thirteen partners working together to improve their urban policy and programs to lower carbon dioxide emissions.

HANDBOOK It is a guide for the transformation process of municipalities into smart cities. Easy and concrete 7-step approach dealing with data collection and analysis, political commitment, stakeholders selection and vision sharing, pilot areas and definition of an agenda with a roadmap for getting smart. Examples and documents from the 6 cities are available for download. It offers a parallel comics-based session: just follow the funny car to access a lively, and smart, world based on a cookbook metaphor, where you can find a chef (political commitment), ingredients (data), a menu (priorities), team to serve (stakeholders), etc. The concept of this online handbook was created by City of Genoa, IRE S.p.A and Siemens AG Austria. LESSONS LEARNT - Strong political committment throughout the process - Wide stakeholders involvement - Data collection is very important but also very hard (eg. open data issues) - Data driven integrated planning (better if based on proper decision making tools) better connection between energy and spatial planning - Huge financial investments and need to find resources/innovative schemes - Monitoring tools - Communication campaigns to reach the citizen
