Clause 1. FOREWORD Clause 1. of General Rules applies with the following addition: This document is aimed at establishing the Rules for issuing Gulf-Type examination certificates in the frame of the Standardization Organization for the Cooperation Council for the Arab States of the Gulf (GSO). The Gulf Type examination certificate is a third-party certification scheme (Type 1a ISO/IEC 17067), regulated by the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances and shall only be granted by Conformity Assessment Body notified by the GCC Standardization Organization (GSO) and accredited according to International Standard ISO/IEC 17065:2012. With regards to the agreement with GCC Standardization Organization (GSO), the GCC Accreditation Centre (GAC) is in charge to conduct assessment for accreditation according to International Standard ISO/IEC 17065:2012 and for evaluation of Conformity Assessment Bodies to undertake duties and functions as set out in the Gulf Technical Regulations for Low Voltage Electrical Equipment and Appliances (BD-142004-01). IMQ as Product Certification Body accredited by the GCC Accreditation Centre (GAC) according to ISO/IEC 17065:2012 and as Notified Body designed by the GCC Standardization Organization (GSO) is able to apply the Conformity Assessment Procedures set out in Annex (3) and Annex (4) of the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances BD-142004-01 and may issue the relevant Gulf-Type examination certificates. This document is to be used in conjunction with the GENERAL RULES FOR PRODUCTS CERTIFICATION WITH ISSUING OF CONFORMITY MARKS (the General Rules ). The articles of this document supplement or modify the corresponding articles of the General Rules, using the same numbering. Where a paragraph of the General Rules is not mentioned in this document, that paragraph of the General Rules applies as far as is reasonable. Where this document states "addition", "modification" or "replacement", the relevant text of the General Rules is to be adapted accordingly. Page 5 of 36

Clause 2. INTRODUCTION Clause 2. of General Rules applies with the following modifications: 2.1. General Addition: This document contains specific rules for issuing Gulf-Type examination certificates according to: the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances BD-142004-01, and the General Product Safety Regulation both issued by the Standardization Organization for the Cooperation Council for the Arab States of the Gulf (GSO). Note: Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances BD-142004-01 and General Product Safety Regulation are considered as accepted together with this Rules. 2.2. Certification scope Replacement: The scope of the certification is to provide assurance that tested specimen(s) of a given product is(are) in compliance with the standards or technical specifications of reference. This purpose is achieved, in accordance with the requirements of ISO/IEC 17065 and other applicable provisions for the certification in question, by means of independent test and verification, carried out prior to the release of the Gulf-Type examination certificate. The Gulf-Type examination certificate refers only to the tested specimen(s) and not to the further production. Under no circumstance shall IMQ guarantee tests and verifications carried out to obtain certification shall give positive results, which are considered an essential element for issuing the certificate. Clause 3. GENERAL TERMS AND CONDITIONS Clause 3. of General Rules applies with the following modifications: 3.1. Certifiable products and applicable standards Replacement: The Gulf-Type examination certificates can only be issued to electrical equipment designed and manufactured in accordance with the requirements set out in Articles (4) and (6) and Annex (1) of the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances (BD-142004-01). The Gulf-Type examination certificates can only be issued to electrical equipment falling under List (2) (TC 143307-01) of the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances (BD- 142004-01), provided that IMQ has been accredited by the Accreditation Centre of the Cooperation Council for the Arab States of the Gulf (GAC) for such products. ANNEX 1 of these Rules lists the categories of products for which the Gulf-Type examination certificate can be granted. The relevant Gulf Standards or IEC Standards to which the products shall comply are those in force on acceptance of the application. The issuing of the Gulf-Type examination certificates may be done only for mass-produced products only. 3.2. Requirements for Organizations applying for certification Paragraph 3.2 of General Rules applies with the following modifications: 3.2.01. - Addition: When the Organization applying for certification is not the Manufacturer of the products concerned, as well as is not the owner of the trade mark of the products themselves, the following procedures have to be applied: Applying Organization Manufacturer Organization different from the Manufacturer Marking or trade mark Not owned by the Manufacturer Owned by the Applying Organization Procedure The Manufacturer submits the application, together with a written declaration signed by the Organization which is the owner of the trade mark/trade name, obliging itself to comply with the conditions specified in ANNEX 3 The Organization owner of the trade mark/trade name submits the application, together with a written declaration signed by the Manufacturer, obliging itself to comply with the conditions specified in ANNEX 4 3.2.02. - This sub-paragraph is not applicable. 3.3. Product delivery and collection Paragraph 3.3 of General Rules applies with the following modification: 3.3.02. - This sub-paragraph is not applicable. 3.5. Certification granting and maintenance Replacement: The issuing of the Gulf-Type examination certificate for a said product shall depend on the positive result of the compliance assessment to the requirements of applicable standards/regulations in force at the time of application. Furthermore the issuing of the Gulf-Type examination certificate depends upon: Payment of fees due for certification issue management; Payment of fee due for tests provided for; Payment of annual certificate registration fees according to what prescribed in Scale of Fees in force at that moment. 3.6. IMQ resources used for compliance assessment Paragraph 3.6 of General Rules applies with the following modification: 3.6.01. - Replacement: The tests for issuing the Gulf-Type examination certificates are carried out either: in IMQ Laboratories, or in-house Laboratories belonging to Manufacturers, accredited in accordance with the Gulf Technical Regulations related to accreditation by the Gulf Accreditation Center or any accreditation body signatory of the Mutual Recognition Agreement (MRA) of the International Laboratory Accreditation Cooperation (ILAC) or the Multilateral Recognition Arrangement (MLA) of the International Accreditation Forum (IAF); in the latter case, the procedures allowed are Customers Testing Facilities Stage 1, Stage 2 and Stage 3. 3.10. Accreditation and habilitations on the part of IMQ 3.10.01. - Addition: As a Conformity Assessment Body, IMQ is accredited by the Accreditation Centre of the Cooperation Council for the Arab States of the Gulf (GAC) according to International Standard ISO/IEC 17065:2012. You may visit the websites www.imq.it and www.gcc-accreditation.org, or contact IMQ to check relative accreditation in the different schemes and sectors as far as the certification of products referred to in the present Rules are concerned. 3.10.02. - Replacement: Whenever required, IMQ shall give due notice to the Customer on the suspension, renunciation or revocation of its own accreditation for the scheme of interest and/or provide assistance for transfer to another accredited Body. In particular: if accreditation, in respect of all of its accredited activities, is withdrawn, IMQ will immediately cease use and distribution of any certificates, stationery and literature bearing the accreditation symbol; if accreditation, in respect of some of its accredited activities, is withdrawn IMQ will immediately cease the use and distribution of any stationery and literature bearing the accreditation symbol, saving those which relate in whole or in part to activities which remain accredited; if accreditation is withdrawn, IMQ will take all reasonable steps to ensure that its clients understand the consequences of the withdrawal and require their clients to immediately cease use of the accreditation symbol, including any that are affixed to product. IMQ shall not be held responsible for any damages derived to the Customer for the suspension, renunciation, limitation of extension or revocation of accreditation referred to above whereas Licensee shall be entitled to renounce to the certification granted without giving any notice and with no additional charges. Addition of new paragraph 3.12: 3.12. Acceptance of test reports and/or certification Third Party Test Report IMQ will accept third party test reports providing the following conditions are met: a) the test report is issued under the IECEE CB Scheme; b) the test report is not older than 3 years; c) the test report covers the National deviations defined within Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances, BD-142004-01 for the Gulf Region Countries; d) the reference standard(s) used have not a date of withdrawal within two (2) years (1). ( 1 ) GSO leaves two years of transition before the latest version of the IEC standard is published by IEC (and automatically adopted by GSO and its members, withdrawing the previous version). Clause 4. CERTIFICATION PROCEDURE Clause 4. of General Rules applies with the following modifications: 4.1. How to apply for certification Paragraph 4.1 of General Rules applies with the following modification: 4.1.01. - Addition: The present Special Requirements together with applicable General Rules are available on public access IMQ website www.imq.it. IMQ Clients who lodge an application for Gulf-Type examination tacitly accept such documents at the moment of the acceptance of IMQ quotation. The requirements concerning the application and the Technical Documentation given in items 1. and 2. of Annex (4) of the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances (BD- 142004-01) shall be applied in addition. 4.2. Application instructions Paragraph 4.2 of General Rules applies with the following modification: 4.2.01. - Replacement: Upon receiving the application, IMQ shall: register the application after carefully examining form data and documentation attached; request further documentation different from above whenever considered necessary or fit for certification purposes; give due notice to applicant in respect of the fees due for certification procedure if no preliminary quotation has been made (see sub-paragraph 4.1.01.); inform Applicant on the selection of samples to be sent free of charge to the IMQ laboratory for relative testing. 4.3. Certification procedure Manufacturer inspection Paragraph 4.3 of General Rules does not apply. Page 11 of 36

4.4. Certification procedure Product inspection Paragraph 4.4 of General Rules applies with the following modification: 4.4.01. - Replacement: The client can obtain the Gulf-Type examination certificate following two different conformity assessment procedure: 1) Full testing and Certification service; 2) Certification service only. IMQ shall apply the requirements contained in item 3. a. (for electrical equipment) and item 3. b. (for specimen(s)) of Annex (4) of the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances (BD-142004-01). For every range of homogeneous products in respect of which certification application has been filled, IMQ shall select a number of samples to be submitted to the tests. Test results obtained must be for a sample representative of production. On said products IMQ carries out tests as specified in Article 3. 4.5. Deliberation on certification and its validity Paragraph 4.5 of General Rules applies with the following modification: 4.5.01. - Replacement of first sentence: The Test Reports with relevant attachments, any "Non-Compliance" detected and its proposed corrective actions concerning tests and inspections performed on products (see sub-paragraph 4.4.), all further relevant documentation included, are then transmitted to the relevant IMQ Deliberation Committee (the "Committee"). 4.5.02. - Addition: The content of the Gulf-Type examination certificate is given in item 3. d. of Annex (4) of the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances (BD-142004-01). 4.5.03. - Replacement: Certificate validity shall be bound to the validity of standards used for certification. Page 12 of 36

IMQ shall review the Gulf-Type examination certificate, whenever necessary, in particular in case of a change to the manufacturing process, the raw materials or the components of the electrical equipment that imply the total or partial repetition of tests, and, in any case, every three (3) years (see sub-paragraph 9.1). In case of design modification to the product such as component change or adding an alternative component or adding new models to the existing certificate or a change in the manufacturing process which affects the safety or performance of the product, the manufacturer shall in all cases contact IMQ. The product, in all the cases listed in the previous paragraph, shall undergo a Certification Review and Certification Decision to determine that the product still meets the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances, BD-142004-01. IMQ shall contact the Certificate Holder prior to the three (3) year validity expiry date in case of technical changes to standard(s) which effect safety or EMC. During the Certificate validity period, the applicant will be informed of the technical changes and advised of the appropriate actions to take. IMQ shall contact the Certificate Holder in advance of the three (3) year validity expiry date of the Certificate in order to understand his interest to maintain the validity of it. At the expiry date, IMQ, on request by the Organization, will renew the certificate, after checking that the conformity to the applicable requirements is confirmed and after receiving, from the Certificate Holder, a request of maintaining the Certificate (by receiving a new Application duly filled in and signed). The renewal of such Certificate may imply the total or partial repetition of tests in respect to the standards or technical specification in force at the time of renewal. In case of renewal: IMQ will carry out a design and technical review of the product and Technical File review to ensure that the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances, BD-142004-01 is still being met (One x sample required); IMQ will verify the reference standards(s) used for EMC and Safety presumption of conformity; IMQ will issue a new Gulf-Type examination certificate, after checking the absence of technical changes to the reference standard(s) with effect to the product. In case IMQ identifies technical changes to Type, either through a design change or due to technical changes in the reference standard(s), the product may well be required to be submitted for either full or limited scope of testing. Gulf-Type examination certificates not required beyond the three (3) year validity date shall be withdrawn from the IMQ Database (and GSO Database). Page 13 of 36

4.5.04. - Replacement: Once issued, certification data shall be entered into the GSO data bank of certified products for subsequent release. Addition of new sub-paragraph 4.5.09.: 4.5.09. - GSO Conformity Tracking Symbol (GCTS) GSO requires the Notified Bodies to register all certificates of conformity issued by them to obtain a GSO Conformity Tracking Symbol (the GCTS ) along with the number of Notified Body and the QR-code which must be placed on the certificate in a suitable and clear position and on the product (for product the requirement is mandatory starting from 1 st January 2017). The payment of 3 years fees for registration of certificate is mandatory. The GCTS is available through the account for the Notified Body in the GSO Notification System (www.gso.org.sa). Clause 5. OBLIGATIONS ON THE PART OF THE LICENSEE Clause 5. of General Rules applies with the following modifications: 5.1. Organization s obligations Paragraph 5.1. of General Rules applies with the following modification: Items a), c) and o) do not apply. Addition: s) To avoid improper use of certifications and improper use of the GSO Conformity Tracking Symbol (the GCTS ) (see Clause 7.). In particular: the GCTS shall not be used in such a way to mislead or falsify conformity in any matter; the GSO Conformity marking along with the number of the Notified Body (IMQ) shall not be used in any way that might mislead as to the notification status of IMQ; the GCTS shall not be used in such a way as to imply that the GSO accepts responsibility for activities carried out under the scope of notification. Remark: IMQ shall refer immediately to GSO any use of the GCTS that might contravene the conditions of use laid down in GSO Rules for the Use of the GSO Conformity Tracking Symbol (GCTS). t) To take all measures necessary so that the manufacturing process and its monitoring ensure conformity of the manufactured electrical equipment with the Technical Documentation mentioned in 3.1.02., with the approved type described in the Gulf-Type examination certificate and with the requirements of the Gulf Technical Regulations that apply to them. The management systems which are in conformity with the relevant Gulf and ISO Standards specifications related to management systems shall presume conformity with the above mentioned requirements. u) To affix the GCTS on the products concerned (see Clause 7.) and to draw up a written Declaration of Conformity. The Authorized Representative shall draw up the Product registration direct to the GSO web site: www.gso.org.sa. 5.2. Clause 7. USE OF CERTIFICATIONS, PERMISSION OF USE OF MARKS AND DISTINCTIVE MARKS Clause 7. of General Rules applies with the following modifications: 7.1. Permission of use of marks and distinctive marks Paragraph 7.1. of General Rules applies with the following modifications: 7.1.01. - Permission of use of marks Addition: As from date of issue of the Gulf-Type examination certificate, Licensee shall be entitled to use the GCTS for which permission of use has been granted by GSO under the responsibility of IMQ. Any and all details concerning the form, dimensions and placement of the GCTS on the product have been included into the Regulations for the use of marks issued by IMQ (denomination: G-MARK), which shall be considered part of the present Rules. 7.1.02. - Regulations on the use of marks Addition: (iii) GAC accreditation mark The GAC logo is to be used by GCC Accreditation Centre (GAC) only as set out in the document GAC BD- 091007-09-03 TN 6.0 Policy on the Use of the GAC logo, GAC endorsement and references to accreditation. As an alternative, accredited certification bodies clients may use the GAC accreditation symbol subject to the applicable conditions set out in the document GAC BD-091007-10-03 FAD-4.0 Product Certification Bodies (ISO/IEC 17065) - Supplementary accreditation requirements for Product Certification Bodies - Appendix C Terms and Conditions Governing the Use of the Accreditation Mark, to which reference is hereby made. Clause 8. SUSPENSION, RENUNCIATION AND REVOCATION OF LICENSE GRANTED Clause 8. of General Rules applies with the following modifications: 8.1. Certification suspension Modification: Items b) and c) are replaced by the following: b) identification of serious or high number of non-conformities, non-adoption of corrective actions in general; c) void; 8.2. Consequences derived from certification suspension 8.2.01. - Replacement: During suspension period, Licensee shall: - be obliged to suspend production and supply to market certified product(s) which constitute(s) the subject-matter of the suspension; - not be entitled to use the Gulf-Type examination certificate and the GCTS referred to in paragraph 7.1. of the present Rules, nor qualify as holder of the Certification; - be liable to pay any amount due by way of certification maintenance. In turn, IMQ: - shall give due notice of suspension to GSO; - shall also inform the other Notified Bodies, in case the evaluation result is negative, by means of the forum section of the GSO website. 8.3. Certification revocation Modification: Items b) and c) are replaced by the following: b) non-fulfillment of obligations undertaken under Clause 5. above; c) void; Page 18 of 36

8.4. Consequences derived from certification revocation Modification: Items aa), bb) and cc) are replaced by the following: aa) void; bb) give due notice of revocation to GSO and cancel product certification from the data bank referred to in sub-paragraph 4.5.04. above; cc) inform the other Notified Bodies, in case the evaluation result is negative, by means of the forum section of the GSO website; dd) suspend activating the QR Code from the GSO Certificate Tracking System and remove the GSO Conformity Tracking Symbol (GCTS). 8.5. Renunciation to certification Modification: Item b) is replaced with the following: b) for all or part of the models included in the certificate of approval, by giving at least one (1) month advance notice with respect to the date of invoice of the certification fees indicated in the IMQ Scale of Fees ; 8.6.
