Multi-Family Prescriptive Program Instructions for Use Prescriptive projects with rebates greater than 3,000 must receive pre-approval from the program BEFORE project installation begins. For detailed instructions, please refer to the terms and conditions on page 10 of this application. If you have any questions, please call 855-849-8928. Step 1: Determine Eligibility Equipment must be new, installed, and operational in a multi-family building containing three or more living units that is a Peoples Gas or North Shore Gas customer. Program begins June 1, 2014, and expires May 31, 2015. Equipment not eligible for prescriptive rebates may be eligible for custom rebates. Prescriptive projects with an expected rebate exceeding 3,000 must receive written approval before project initiation or equipment purchase. s are only made available to help influence and implement projects that otherwise would not be completed, or to complete projects sooner than currently or previously scheduled. Step 2: Install New Equipment New equipment must be installed and old equipment removed or disconnected. Only new products and services that meet the minimum energy efficiency specifications listed in this application are eligible for rebates. s for prescriptive measures may not exceed 75% of the total project cost. Step 3: Complete and Sign Application Incomplete applications or missing information will cause delays in payment. Applications must be received within 30 days of installation. Step 4: Include Documentation Submit your completed application with the following documentation: a) Itemized invoices including costs for equipment installed and installation labor. Note: Internal labor cannot be included in the cost of the project. b) The original equipment manufacturer (OEM) specification sheet(s) that show products meet required program standards. c) A copy of the customer s recent Peoples Gas or North Shore Gas utility bill and third-party supply bill, if applicable. Please note: A qualified trade ally has met with program staff, understands the terms and conditions of the Natural Gas Savings Programs, and has signed the trade ally participation agreement form. Multi-Family Prescriptive Program Program s and Specifications Measures must meet the specifications listed within each section. s are available for retrofit projects using natural gas as the primary fuel source. Hot water boiler and furnace rebates are available for equipment used for space heating only. Energy efficiency measures used on backup or redundant systems are not eligible for rebates. > Space Heating Steam Trap Repairs or Replacements Specifications: For malfunctioning traps that are leaking steam (failed open). Not available for traps that have failed closed or are plugged. Orifice- or venturi-type traps do not qualify in space heating applications. Mass replacement of traps can be completed without a full system assessment. Steam trap testing and repair work must be recorded and attached to the rebate application in the team trap survey summary and tally sheet (found on peoplesgasrebates.com and northshoregasrebates.com). Steam trap testing rebates are available once every 36 months. Number of unit is total traps repaired/replaced. Complete steam trap tests, providing a log as described in the specifications above. Applicant must also apply for repair/replacement of 50% failed open steam traps in order to qualify for test rebate. 30 Steam Trap 20 Steam Trap Tested > Space Heating Hot Water Boilers Specifications: To qualify for this measure, the installed boiler capacity must be used for space heating and not be for process uses. Boilers must modulate their firing rate, have a sealed combustion unit, and must incorporate hot water reset. Note that high-efficiency condensing boilers will provide the rated efficiency return only if return water is cold enough to condense the flue gases. If the heating system cannot meet the requirement, a non-condensing boiler may be a better choice. s are based on installed boiler capacity and can be no larger than existing boiler capacity. Redundant or back-up boilers do not qualify. Boiler plants with 2 or more boilers are eligible for rebates on all except the last boiler. Hot Water Boiler Less than 300 MBH input and rated AFUE of 88% or greater. 2.25 MBH* Input Hot Water Boiler Greater than or equal to 300 MBH input and rated Thermal Efficiency of 88% or greater. 3 MBH* Input > Space Heating Steam Boilers Specifications: To qualify for this measure, the installed boiler capacity must be used for space heating and not be for process uses. Boilers must be forced draft and modulate their firing rate. s are based on installed boiler capacity and can be no larger than existing boiler capacity. Redundant or backup boilers do not qualify. Multi-Family Prescriptive Program > Central Steam Boiler Controls and Steam System Balancing For buildings with more than 48 living units, cap the number of temperature sensors at 12 (four building corners top/center/bottom floors). The minimum number of sensors installed for buildings with less than 48 units is 5 sensors or 25% of the number of units, whichever is larger. for controls only applies to buildings without existing boiler averaging controls or with averaging control systems incapable of being programmed to provide nighttime setback. Boiler staging must be included for multiple boiler systems (if applicable). Buildings incorporating thermostatic controls on radiators are not eligible. Controls must include outside air temperature cutout for the steam boiler plant. Averaging controls must include the capacity to provide nighttime setback and shall be programmed after installation to provide at least 5 degrees of setback for at least 8 hours per day for all sensors. Steam system balancing must include replacing existing undersized, improperly placed or non-functioning mainline vents and provide additional mainline venting capacity. Two-pipe steam systems may qualify for the averaging rebate, if there are no thermostatic controls on any of the building s radiators. Any installation on a two-pipe system must be pre-approved. Two-pipe systems are not eligible for a balancing and improved venting rebate. Details of steam system balancing and venting improvements shall be documented in project invoice including: 1. Location and size of total main line venting capacity pre- and post-retrofit. 2. Quantity and location of any radiator air vents added, repaired or replaced. 3. Quantity and description of any piping replaced or adjusted. 4. Brief description of any other major changes made to the steam system in order to improve balancing. Dual-Pipe Steam Boiler Averaging Controls capped at 8,000. 100 Living Unit Single-Pipe Steam Boiler Averaging Controls capped at 8,000. 150 Living Unit Single-Pipe Steam System Balancing and Improved Venting Improved venting. Only available for systems with existing or new averaging controls. capped at 3,000. 50 Living Unit > Space Heating Hot Water Boiler Cutout and Reset Controls Specifications: For existing boilers only. The system must be set so that the minimum temperature is not more than 10 degrees above manufacturer s recommended minimum return temperature. For controls on multiple boilers to qualify, control strategy must stage the lag boiler(s) only after the first boiler stage(s) fail to maintain the boiler water temperature called for by the reset. Space heating hot water boiler cutout and reset controls rebates are capped at 50% of the project cost or 1,500 per boiler, whichever is lower. Multi-Family Prescriptive Program > Space Heating Boiler Tune-Ups Specifications: A single unit with multiple burners or modules is considered one unit. Customers are eligible for a boiler tune-up rebate once every 36 months. Customers with a maintenance contract addressing boiler tune-ups are not eligible for this rebate. A tune-up checklist (found on peoplesgasrebates.com and northshoregasrebates.com) must be submitted with the application. The combustion efficiency of the unit must be tested pre- and post-tune-up and an increase in efficiency must be shown. Space heating boiler tune-up rebates are capped at 50% of the project cost or 500 per boiler, whichever is lower. If the boiler make, model, and input capacity cannot be validated, your rebate may be capped at 250 per boiler. Boiler Burner Tune-Up Greater than or equal to 100 MBH input. An increase in efficiency must be shown. 0.40 MBH* Input > Energy Recovery Specifications: During the heating season, unit must operate a minimum of 2,000 hours. Space must be heated with gas-fired equipment. Minimum exhaust temperature must average 65 degrees F. Exhaust temperatures above 85 degrees F should apply to the custom program. For sensible heat recovery; latent energy recovery should use custom program. Energy Recovery Unit See specifications above. 0.75 CFM Input > Space Heating Equipment Specifications: Condensing furnaces must have a sealed combustion unit. Air handlers may not be eligible for the rebate. Chimney liners must be installed where a high-efficiency natural gas furnace replaces atmospherically drafted equipment that was vented through the same flue as a gas water heater. Flue closure protocol must be used when a high-efficiency furnace is installed and the chimney is no longer in use. Replace existing boiler(s) used for the production of DHW. hot water Water Service Fixture (WSFU) shall not exceed 7.5 WSFU/apartment. For mixed use facilities the WSFU for the area(s) other than multi-family must not exceed 10% of the total hot water WSFU. Mixed use areas that include full service restaurants, commercial laundries not specific to tenant use, healthcare clinics, or other facility having large hot water demands should apply for custom rebates. Indirect water heater must be paired with a modulating hot water boiler rated at greater than or equal to 88% Thermal Efficiency. 88% TE DHW Central Boiler or Indirect Water Heater See specifications above. 30 Living Unit 0.67 EF Natural Gas Storage Water Heater Specifications < 75 MBH Input and 0.67 Energy Factor (EF). 30-gallon minimum capacity. Must replace a natural gas-fired tank water heater. Multi-Family Prescriptive Program > Natural Gas Water Heaters, continued On-Demand Circulating Hot Water Pump Specifications Must replace existing hot water re-circulating pump operating 24 hours per day 7 days a week with no aquastat or timer controls. Number of living units served must be at least 20 and no more than 50. hot water Water Service Fixture (WSFU) for the entire area served shall not exceed 325. Existing domestic hot water supply must be at least 140 degrees. Re-circulating pump shall cycle on/off to maintain a temperature of 140 to 107 degrees in the hot water return line, when a flow of greater than 0.8 gpm is sensed. Re-circulating pump shall shut-off when no flow is sensed. Re-circulating pump shall be a high volume efficient pump capable of providing 28 gpm at 4 of head and 12 gpm at 20 of head. Re-circulating pump maximum input wattage shall be less than 200 watts. On Demand DHW Circulation System See specifications above. 30 Living Unit > Programmable Thermostats Must replace a functioning non-programmable thermostat where programmable thermostat is not required by code. Programmable thermostats installed at the time of space heating/cooling equipment replacement do not qualify. Programmable thermostats must be capable of maintaining two (2) separate programs (to address the different comfort needs of weekdays and weekends) and up to four (4) temperature settings for each program. The Thermostat shall be capable of automatically adjusting the daily start time of the HVAC system in order to bring each space to the desired occupied temperature immediately prior to scheduled occupancy. Programmable Thermostat In Unit See specification above. 25 Thermostat > Demand Controlled Ventilation: Kitchen Exhaust Hoods Specifications: Control system must include: Temperature sensor in the hood exhaust collar and/or an optic sensor on the end of the hood; variable speed drive on the exhaust fan that will vary the rate of exhaust to what is needed; variable speed drive on the make-up air unit, or other modification to reduce make-up air equivalent to exhaust air reduction. Make-up air must be conditioned to a minimum of 55 degrees F by gas-fired equipment. ComEd may offer an additional standard or custom rebate for this measure. Visit ComEd.com for more information. The ozone laundry equipment must be new and must be added to an existing laundry system. The ozone laundry system must inject ozone through venturi injection or bubble diffusion. Multi-Family Prescriptive Program Terms and Conditions 1. Offer: Equipment must be installed and operational on or after June 1, 2014, and on or before May 31, 2015. Projects must result in reduced natural gas energy use due to an improvement in the system efficiency; control upgrades may also qualify. Reduced natural gas use resulting from fuel switching, power generation, renewable energy, or operating schedule changes will not qualify. 2. Eligibility: Equipment must be new and installed in a multi-family building containing three or more living units that is a Peoples Gas or North Shore Gas Customer ( Customer ), as well as meeting minimum requirements set forth in this document. 3. Compliance: All projects must comply with the applicable federal, state, and local laws and regulations, including building codes. All equipment must be new or retrofitted with new components that meet program specifications. Used or rebuilt equipment is not eligible for rebates. Existing equipment must be removed or permanently disconnected. Existing equipment must be operational when the application is submitted. Only one rebate will be granted for each project. 4. Applications: Applications must have complete information and be submitted with: The entire completed application signed by the Customer. The original equipment manufacturer (OEM) specification sheets for all items installed as described in the application. An itemized invoice from the installing contractor and/or vendor for the project which includes a separate line item for each rebate measure, including the date, quantity, size, type, make and model of proposed items, and labor costs, if applicable. Note: Internal labor cannot be included in the cost of the project. 6. Prescriptive : The maximum rebate per project is 50,000. The maximum rebate per site in one program year is 50,000. s for prescriptive measures may not exceed 75% of the total project cost, including materials, external labor, permits, equipment rental, and disposal. 7. Payment: Once completed paperwork is submitted, rebate payments are usually made within 30 days. Payments may only be made to the Customer or qualified trade ally. Incomplete applications will either delay payments or result in denial of application approval. Peoples Gas or North Shore Gas reserves the right to refuse payment and participation if the Customer or the contractor violates program terms and conditions. 9. Tax Information: s may be subject to federal and/or state income tax reporting. Applicant is responsible for contacting a qualified tax advisor to determine tax liability. Peoples Gas or North Shore Gas is not responsible for any tax liability imposed on the Customer as a result of the payment of rebates. 10. Publicity: Peoples Gas and North Shore Gas reserve the right to publicize your participation in this program, unless you specifically request otherwise. 11. Program Discretion: s are available on a first-come, first-served basis. amounts and offerings are subject to change or termination without notice at the discretion of Peoples Gas and North Shore Gas. 12. Logo Use: Customers or trade allies may not use the Peoples Gas or North Shore Gas program names or logos in any marketing, advertising, or promotional material without written permission. 13. Disclaimers: The Customer will defend, hold harmless, and release The Peoples Gas Light and Coke Company and North Shore Gas Company and each company s affiliates, officers, directors, shareholders, agents, employees, contractors, and representatives from any and all claims, liabilities, fines, interest, costs, expenses, and damages (including attorneys fees and court costs) incurred by the Customer or its contractors or any third party for any damage, injury, death, loss, or destruction of any kind to persons or property, to the extent the damage, injury, death, loss, or destruction arises out of or is related to the acts or omissions of Peoples Gas or North Shore Gas or either company s affiliates, officers, directors, shareholders, agents, employees, contractors, or representatives or to the rebate program. Neither Peoples Gas nor North Shore Gas endorses any particular manufacturer, product, labor, or system design by offering these programs. NEITHER PEOPLES GAS NOR NORTH SHORE GAS EXPRESSLY OR IMPLICITLY WARRANTS THE PERFORMANCE OF ANY EQUIPMENT OR ANY CONTRACTOR S QUALITY OF WORK. NO WARRANTY OF ANY KIND, WHETHER STATUTORY, WRITTEN, ORAL, OR IMPLIED (INCLUDING WARRANTIES OF FITNESS FOR A PARTICULAR PURPOSE OR MERCHANTABILITY) WILL APPLY. Contact your contractor or equipment supplier for any warranties. 14. Release of Customer Information: Customer agrees to the release by Peoples Gas or North Shore Gas of any Customer data, including personally identifiable information, to any contractor or other vendor providing services or support under the program. 15. Verification: Any Customer receiving a rebate check may be contacted by an evaluator to verify service/equipment installation or be asked to complete a Customer survey. 8. Inspection: Program staff reserves the right to conduct pre-inspections and post-inspections of proposed and installed projects. Page 10 of 10
