ROLL-CARTS: To make Garbage and recycling roll carts will be fitted with a lid securing device to prevent blowing waste on windy days. For all customers currently using Waste Management provided roll-carts for garbage and/or recycling, Waste Management has already retrofitted your container with a lid securing device. Please contact Waste Management if your garbage or recycling cart has not been retrofitted. No more lugging bulky bins! Instead you can now mix (commingle) all your recycled materials (except glass & motor oil) together in your new recycling cart - and roll it to the curb when full. Advantages of Roll-Cart Recycling Wheels and handle make the cart easy to move. They will keep trash and recyclables from blowing around your neighborhood. Standardized recycling containers makes it possible to recycled additional products. Recyclables can be mixed together (except for glass and motor oil). Less sorting is required. The roll carts are user friendly. 503-249-8078 For all customers who don't currently use Waste Management provided roll carts, please watch for delivery beginning February, 2008. New garbage carts will be delivered equal to your current service level along with a new recycle roll cart to replace the current two-bin service. 4 General Collection Information PLEASE FOLLOW THESE GUIDELINES ON YOUR GARBAGE AND RECYCLING DAY: T R O U T D A L E R E C Y C L E S Place your materials at the curb in front of your home by 6:00 am on your scheduled pickup day. Do not overstuff your roll-carts (garbage, yard debris or recycling). All materials must be able to fall freely when emptied into the truck. Roll-carts have maximum allowable weights. The most common cart sizes are listed below: 20 gallon cart maximum is 35 pounds 35 gallon cart maximum is 60 pounds 60 gallon cart maximum is 120 pounds. 90 gallon cart maximum is 145 pounds Be sure the lid-securing device is in place and properly strapped. Cart should be al least three feet from basketball hoops, trees, cars and mailboxes. Do not block mailboxes at any time. Cart handles must face the house, lid opening must face the street. Remember to remove emptied containers from the curb as soon as possible so they do not block the sidewalk or become an eyesore. Do not dispose of hazardous products in your garbage roll-cart Pick-up days change only on Christmas and New Year's Day weeks. In these weeks, the pick-up day for the holiday and all other days following the holiday will be one day later than normal.

Residential Garbage Rates & Services routdale s standard residential services include garbage, T recycling and yard debris pick-up. In addition to your garbage rollcart, your hauler will also provide you with a 60-gallon roll-cart for yard debris and a 60 gallon roll-cart for recycling in February. 5 Type of garbage service rate Once per month 35 gallon $13.85 Every other week 35 gallon $19.50 Weekly 20 gallon roll-cart $21.25 Weekly 35 gallon roll-cart $25.60 Weekly 60 gallon roll-cart $30.05 Weekly 90 gallon roll-cart $36.50 Rates include weekly recycling and yard debris with a 60 gallon cart OTHER RATES & SERVICES: In addition to the basic service rates, there are several optional regulated rates and services for Troutdale residents: Extra Garbage: $5.00 for each additional 32-gallon can or bag. This charge can also apply to overfilled roll-carts. The lid of your garbage or yard debris roll-cart must close flat or you may be subject to additional charges for extra garbage or yard debris. Extra Yard Debris (bags): $4.00 for each additional 32-gallon can or Kraft paper bag. Be sure to use a Kraft paper bag; do not use plastic bags for yard debris since they are not compostable. Extra Yard Debris (roll-cart): Each additional 60-gallon roll cart is $7.80/ month. Off-Curb Service Rate This means the garbage, recycling and yard debris truck driver retrieves your roll-cart from a location other than at the curb: This is a subscription service with a charge of $4.75 for up to 35 feet from the curb. Contact Waste Management for other distances. Call-backs available: $15.00. This fee applies when a customer s roll-cart was not available by 6:00 a.m. or was inaccessible to the garbage truck and the customer requests a return trip prior to the next regular service day. 8 Yard Debris & Backyard Composting PLEASE REMEMBER AS YOU PREPARE YOUR YARD DEBRIS... T R O U T D A L E R E C Y C L E S YES Yard debris carts are picked up weekly in the City of Troutdale. Please place your yard debris cart at the curb on your scheduled day. Include only leaves, grass clippings, garden waste, weeds, branches and prunings (no greater than four inches in diameter and 36 inches in length). Contact Waste Management at 503-249-8078 for backyard composting brochures or information. Customers who back yard compost or retain a commercial landscape maintenance service may contact Waste Management for information on the yard debris exemption program. NO Plastic bags cannot be used for yard debris. If you have extra yard debris beyond what fits into your cart, you may purchase Kraft paper yard debris bags from many local retailers. (Please note, there is an additional $4.00 charge for each extra yard debris bag). A typical 60-gallon roll cart may not weigh more than 120 pounds. No oversized items, dirt, sod, stumps, metal, rocks, ashes, food waste, plastic, lumber, animal waste or household garbage. Do not overstuff the container - it may not empty properly.

Your Recycling Roll-Cart 9 One Cart No bulky bins to lug Less Sorting Your new 60-gallon roll-cart builds on the commingled recycling system that has been in place the past few years! You can mix everything together: paper, cardboard, tin, aluminum, plastic bottles and tubs except for glass and motor oil, which must be kept separate. You can help keep the monthly rate low by putting your roll-cart at the curb only when it is full. Glass in the bin: Since broken glass contaminates other materials it must be kept separate from other recycling. Glass will now be collected in your curbside bin on a weekly basis but you are encouraged to only set-out your glass bin when it is full. Plastic recycling expanded: For the first time Troutdale s curbside program will begin accepting more plastics. (See page 9 for details.) IF YOU DON T NEED YOUR SECOND BIN... You may keep your recycling bins and use them as you wish: Designate one of your current bins for glass, making it easy to keep glass separate from the rest of your recycling. Glass Collection 10 GLASS MUST BE KEPT SEPARATE! Why? T R O U T D A L E R E C Y C L E S When glass mixes with other recycling, it often breaks. Broken glass damages processing equipment, creates risk to sorting crews and reduces the market value of the paper mixed with it. For all these reasons, glass must be kept separate from the rest of your recycling. Residents and businesses must keep it separate at the curb and your hauler must keep it separate when collected. SET OUT YOUR GLASS BIN ONLY WHEN FULL! This will help keep your garbage and collection efficient! It is much quicker for the recycling truck to stop and pick up glass only when the bin is full, rather than stopping for a single pickle jar or three wine bottles. Putting your glass bin out only when it is full, will help the whole system work better. IMPORTANT! DO NOT PUT GLASS IN THE ROLL-CART When mixed with the rest of your recycling, the glass breaks, causing risk to workers and reducing the quality of other materials in the recycling process.

Plastics Recycling 11 EXPANDED PLASTICS YOU ASKED FOR IT... YOU GOT IT! Some of the most frequently asked questions to our Recycling Program concern plastic recycling. Since plastic markets are more consistent and stable than in the past, Waste Management will begin collecting additional plastic items as of February, 2008. YES Accepted in recycling roll cart... Bottles, tubs, jugs, pots and buckets Acceptable rigid plastics include: Bottles, tubs, and jugs 6oz or larger Buckets, 5 gallons or less Nursery plant pots 4 or larger Rinse all clean of food, soil, or drink residue before placing in cart. NO Not accepted in recycling roll cart... Plastic zipper or grocery bags, film or bubble wrap Blister packaging tough, clear, molded plastic packaging Beverage or tub lids (they mix with paper and are disposed of at the paper mills) Seedling trays or nursery pots that crinkle Disposable plates, utensils, cups, bakery and deli take out containers Individual-serving containers less than 6oz apple sauce or pudding cups. Styrofoam trays, foam peanuts, or block Styrofoam Containers that held hazardous waste or chemicals Plastics not accepted in the curbside collection programs may still be recycled at depots or plastics collection events.
