GENERAL INFORMATION The centre for economics, culture, science and technology as well as international gateway of Vietnam. Total Area: 2.095km2 Population: 7.6 million (2011) 3

ACHIEVEMENTS & CHALLENGES Ho Chi Minh City has allocated a large sum of investment capital on developing urban infrastructure system considerable progress in the City s infrastructure, contributing to the rapid economic growth, cultural and social development, and improvement in living standards of residents number of modern infrastructure works meet regional and international standards, thus, beautifying the lanscape of Ho Chi Minh City. 4

ACHIEVEMENTS & CHALLENGES Infrastructure System is in need of development due to its deterioration, backwardness, lack of synchronization, poor connectivity. Urban Infrastructure is of low quality and overloaded. Low Quality of Urban Planning: lack of synchronous and integrated master planning or long-term vision, especially construction planning and land use planning. Appropriate Mechanism was not in place to mobilize all resources and unlock potentials in society, especially lands for infrastructure development. 5

LONG-TERM DEVELOPMENT TARGETS FOR THE NEXT 20 YEARS - mobilize all resources from the society and strive to attract foreign and local investors in the area of infrastructure development. - allocate State Budget Capital for essential and crucial projects. -mobilize all resources to form a synchronous infrastructure system, ensuring a rapid, sustainable growth and speeding up international integration. 7

DEVELOPMENT BLUEPRINT Infrastructure Development would be carried out in line with saving arable land, protecting environment in response to climate change, a harmony among benefits of government, residents, and investors. 8

KEY FOCUS AREAS * Transport Infrastructure * Urban Infrastructure * Irrigation, Drainage, and Flood Control System in response to climate change. 9

Transport Infrastructure Development Land Transport System must: - Ensure connectivity between Ho Chi Minh City and neighbouring areas; - Ensure smooth movement between the inner city and new township areas, satellite areas, industrial parks and sea ports. - Improve transport capacity as well as ensuring safe and secured travel. 10

Transport Infrastructure Development - Ensure to reserve land space for transport while building new township areas. - Strengthen, upgrade and newly build up: urban railway network (MRT, LRT), major roads towards the centre of HCMC, radial transport roads, interchange roads at boulevards, ring roads and bridges in HCMC. 11

Irrigation and Drainage System, Flood Control System Development Orientations - Ho Chi Minh City is forecast to be seriously affected by climate change and sea level rising in the years to come. - Needed to improve the existing irrigation systems, maintain, and upgrade transport construction in the face of climate change and sea level rising. - Required to invest in constructing coastal dikes, dikes along Sai Gon river, tide sluices and flood control system. 12

Urban Infrastructure Development - Ensure the harmony in new construction and urban rejuvenation; - Urban and Infrastructure Development in line with Environmental Protection; - Take advantage of river-surrounded characteristics of Ho Chi Minh City to create a liveable and modern city; - Develop Urban Infrastructure with respect to electricity, water supply and drainage systems, etc. 13

KEY FOCUS AREAS (1) Enhance the quality of construction and synchronous implementation of Master Planning, in which land use planning is integrated with infrastructure construction, especially transport infrastructure, in an efficient, synchronous, and practical manner. 14

KEY FOCUS AREAS (2) Formulating a sound urban finance policy to attract and efficiently use capital resources for infrastructure development, especially ODA for important projects - Attracting both local and foreign investors to invest in infrastructure while guaranteeing their benefits. - Improving Investment policy in the model of PPP, BT, BOT. - Reforming mechanisms to mobilize land resources for infrastructure. - Adopting policies on increasing land s value, policies on appropriate land acquisition in order to generate capitals for infrastructure development. 15

KEY FOCUS AREAS (3) Enhancing governmental management in the field of infrastructure investment, reforming administrative procedures to create favourable conditions for investor in order to reduce obstruction and expenses. Developing human resources in areas of construction, management and operation of infrastructure; appling technology and modern management methods in building and operating infrastructure system. 16
