MINUTES 1. The meeting was called to order by Technical Committee Chair Tom Euson at 8:00 AM on Tuesday, February 23. 2. Attendees introduced themselves. The Technical Committee roster was corrected as necessary. 3. The Minutes of the last meeting (March 24-25, 2015 Pre-First Draft Meeting) were approved as submitted. 4. Technical Committee Chair Tom Euson reviewed the meeting agenda. 5. NFPA Staff Liaison presented on First Draft Meeting Process: 6. The Committee completed a review of 89 Public inputs for NFPA 33 and 8 public inputs for NFPA 34. First Revisions and Committee inputs were created as determined by the Committee. 7. Proposed changes to figures in both NFPA 33 and NFPA 34 were reviewed and entered as First Revisions. The Committee agreed to have John Bloomgren create drawings for NFPA 34 Figure 6.4(c) that would be submitted as a first revision or committee input. 8. Larry Floyd with BASF Corporation addressed the committee regarding electrical area classifications for a specific type of spray booth. 9. Movie Education Time was tabled for the next meeting due to lack of time. 10. Task Groups were formed for the following items: Review and create Public Comment on CI 50 (related to PI 91) Automated Electrostatic Systems. Task Group: Tom George (chair), Don Scarbrough, Don Ankele, Dawn Svenkeson, Jarod Moseley, Jim Sute Review and create Public Comment on clarification of Continuous in Chapter 9. Task Group: Geoff Raifsnider (Chair), Bryant Jeffrey, Thomas George, Bob Feldkamp, Don Scarbrough, Laura Radle, Richard Hild, John LeBlanc, Jim Sute, Jarod Mosely. Will coordinate with Marty Korecky s task group on powder. Chapter 8 Review. Task Group: John LeBlanc (Chair), Geoff Raifsnider, Brian Haynack, Jim Sute 11. Outstanding items still to be addressed include: Research Foundation proposal on booth classification for high-flash solvents NFPA 33 Ability of flame detection below spray booth grates-nfpa 33 Revise flow chart for fire protection in NFPA 33 Recirculation Filters in NFPA 34 12. The date and location for the Second Draft meeting was discussed. Possible locations included Portland or San Diego. The date was tentatively set for February 26, 2017 through March 2, 2017. 13. Enough water shall be added to the container to cover the contained resin by at least 50 mm (2 in.). Statement of Problem and Substantiation for Public Comment The water serves no purpose. Adding water violates EPA's POLYM waste treatment regulation, which allows polymerization of scrap resin in containers but does not specify the addition of water. Polymerized resin can be disposed of as ordinary waste, but the water is hazardous waste and must be disposed of accordingly. Statement of Problem and Substantiation for Public Comment This revision removes the requirement for the overchop to be cured. Air inhibition prevents overchop from curing. Also many fabricators scoop up and weigh overchop frequently during each shift as a quality control measure.
