Charrette Background & Recap In 2012, the Town of Lake George was awarded Local Waterfront Revitalization Program (LWRP) funding to update its Comprehensive Plan Town Board appointed members of a Project Advisory Committee and tasked them with the preparations of the Comprehensive Plan update The project goal is update the Comprehensive Plan through a robust and meaningful public Participatory Process.

NATURAL RESOURCES Stormwater Management Establish Collaborative non-regulatory support/training to encourage proactive stormwater approach on private properties Establish a trust/fund to create incentive for stormwater retrofit projects Ensure compliance with LGPC regulations regarding full site retrofits Creation of Stormwater Management District to create funding source for Stormwater/water quality improvements-incentives

NATURAL RESOURCES Invasive Species Identify opportunities to promote educational awareness regarding water quality, stormwater, and invasive species. Increase training and oversight of stem injection devices Consider employing a roving inspector as shared service between communities

NATURAL RESOURCES Other Considerations Establish hydro-fracking activities as inconsistent with the natural and community character of Lake George. Continue monitoring of trees and/or limbs to minimize wildfire threats

LAND USE & ZONING Conduct Zoning Audit/Update to address definition conflicts and poor organization Reduce number of zoning districts to promote flexibility, and allow for more focused growth and conservation. Revise terms within the zoning code to promote simplicity and ease of administration (i.e. bedroom, attic, easement, outdoor recreation)

LAND USE & ZONING Allow for higher density infill along Route 9 (between Town line and Exit 21). In addition to this area, north of the Village along Route 9 should be explored if wastewater treatment facilities were expanded to the area. Allow for more mixed use development to include commercial and residential uses along the Route 9 Gateway. Allow for reduced parking based on shared parking, access management, and/or performance standards. Encourage/require more rear and/or side parking Develop design standards that focus on form as opposed to use. This includes the use of Lake George architectural characteristic (To Be Determined). Incorporate enhance pedestrian access and connectivity to buildings along the Route 9 corridor. Interest in Form Based Code approach

LAND USE & ZONING Adopt Low Impact Design Standards for Sensitive Areas and/or Higher Density Commercial Districts possibly with overlays and performance standards coupled with incentives: Steep Slopes and Ridgelines: limit tree and vegetative clearing and grading. Mirror existing landscape and focus on water quality and volume runoff reduction Lake George Shoreline: Focus on riparian health, visual impacts, runoff, law impacts Stream Corridors: Focus on riparian health and preservation High Density Commercial Development: Incorporate green infrastructure that could allow for reduction of impervious limitations

LAND USE & ZONING Create designation for Cottage Industry that would allow for increased arts/crafts/trade opportunities within a designated arts district.

Land Use & Zoning Code Enforcement Issues Ensure that there is adequate code enforcement staff to conduct inspections Review zoning language related to tourist accommodations Quality of Life Issues related to rental properties Ensure Zoning Code/Local Law clarity for enforcement

Community Character Encourage Additional Communication and Collaboration Website alerts for notifications and weather alerts to increase communication of immediate information Utilize social media to encourage additional communication Encourage additional coordination and collaboration between volunteer organizations (e.g., Rotary Club and the Warren County School Safety Officer)

Community Character Encourage additional Volunteer and Civic Engagement Creation of school program in collaboration with the Warren County School Safety Officer to require a certain number of hours of civic participation in area organizations. Consider shared services between municipalities to leverage resources and staff related to public safety. Consider creation of a paid county-wide EMS service. Encourage participation in the junior fire department program to encourage interest in serving in the fire department in collaboration with the Warren County School Safety Officer.
