Update on the Situation in Czech Republic 1.1. Rehabilitation works are proceeding and evacuated inhabitants are slowly returning to their houses. However, about 70.000 evacuated people are still out of their homes. Twelve people are reported to have died as a result of the flood; one person is still missing. Engineers are continuing with the assessment of the stability of buildings, bridges, roads etc. In Prague further collapse of damaged houses is expected particular in the Kalin district. In addition, a serious hygienic problem exists in Prague. Elsewhere, At least 100 houses are still under water in the Northwest Bohemian City of Hrensko. Due to the floods, public transport in Decin the has come to a complete standstill. The main bridge in Melnik is out of operation because of structural damage. 1.2. The meteorological situation in the Czech Republic is continues to be dominated by a high pressure front, with the centre above the Baltic Sea; hot air flows to the South East with only local rains predicted. The expected temperatures are 26 30 0 Celsius. Yesterday, there were only local storms with precipitation to a maximum of 5 mm. 1.3. The water levels of all streams in the Czech Republic have been decreasing. According to the updated hydrological forecast, this tendency will continue. In Prague (Vltava River) the water level at 09.00 today was 201 cm, 520 cm in Melnik, 698 cm in Usti nad Labem, and 520 cm in Decin (Elbe River). 2. National Response 2.1. The situation is stabilising step by step. Rehabilitation and cleaning works are still coordinated by the Ministry of Interior. Works such as pumping water, dehumidifying of buildings and urban area recovery are been carried out; more than 22.500 rescue workers are involved rehabilitation. Also, thousands of volunteers are helping people in the affected areas. 3. Outstanding requirements for assistance 3.1. Although this report primarily covers the situation in the Czech Republic, other countries in the region are also suffering from these devastating floods. 6.1. In Germany the water level of the Elbe River in the city of Magdeburg peaked early morning today at 670 cm. The inhabitants in Brandenburg State are allowed to return to their homes. Press Reports indicate that two chemical plants in Lauenburg, 40 km from the port city of Hamburg were evacuated as north Germany waits for the flood wave. The number of victims of the floods in Germany has now reached 19. 6.2. In Hungary, the water level of the Danube River in Budapest at 08.00 today was 805 cm. No settlements are directly endangered yet. The dams, with one minor exception, along the river are resisting the burden. Disaster management authorities in cooperation with municipalities, personnel of the Hungarian Army and the Ministry of Health, Family and Welfare are involved in the preventive, protection and relief works. Some of the affected main roads and bridges are closed. All along the Danube flood control preparedness is in force. Protection activities have started along the Danube River. In addition Budapest, seven counties are affected by the flood. According to updated information, 1.999 people have been evacuated from the most affected areas and more than 17.649 persons are engaged in emergency response. The counties which are not directly involved in the flood re prepared to assist the affected settlements. -4-

EADRCC(2002)117 6.3. In the Croatian village Batina, the water level on 20 August at 07.00 was 684 cm; during the last 24 hours, the water level was increasing 2 cm per hour. In the town of Ilok, flood defence are currently underway. Shipping on the Danube River is continuing, however, a speed limit and strict preventive measures are in force. The water level of the Drava River in the city of Osijek was 316 cm and is expected to reach the highest predicted level of 500 cm by the middle of this week. 6.4. Although Germany did not appeal for international assistance, the EADRCC has been informed about the following assistance offered to Germany, to assist with the floods in the Eastern Part of the country: Description Date Quantity Luxembourg (following a bilateral German Request) 6.4.1.
