~~ 0 173 COUNTY OF SANTA CRUZ August 4,2005 PLANNING DEPARTMENT 701 OCEAN STREET, qth FLOOR, SANTA CRUZ, CA 95060 (831) 454-2580 FAX: (831) 454-2131 TDD: (831) 454-2123 TOM BURNS, PLANNING DIRECTOR Agenda: August 16,2005 Board of Supervisors County of Santa Cruz 701 Ocean Street Santa Cruz, CA 95060 SUBJECT: Adoption of Updated Electrical Code Members of the Board: Every few years the building, plumbing, mechanical and electrical codes are updated by a variety of agencies to include the most current construction practices and engineering concepts. These codes are then reviewed and approved by the various State agencies that regulate construction and life safety. Once the review and publishing are completed local agencies are mandated to adopt these codes in a timely fashion in order to maintain a uniform code throughout the state. The first of these updates - to the Electrical Code - was completed this past February. It is therefore necessary to consider amendments to County Code 12.10 to adopt the updated Electrical Code. Changes to Electrical Code The 2004 California Electrical Code incorporates a number of changes form the 2001 California Electrical Code in an effort to make it more user friendly. Most of the changes are editorial or organizational changes. More substantive items include expanded use of arc fault-circuit interrupters and non-metallic sheathed cable and new standards for emergency egress from electrical rooms are new. A summary of the changes is included as Attachment I. Changes to County Code Local adoption of this revised code is accomplished through adopting changes to County Code Chapter 12.10. Draft language to accomplish these changes is provided in Attachment 2 to this letter. As well, a copy of the 2004 California Electrical Code is on file for public review at the office of the Clerk of the Board. Environmental review by the County is not required because this review was conducted by the State before adopting the code and mandating its adoption by local agencies. 4
Adoption of New Electrical Code August 16,2005 Page No. 2 0174 ConclusionlRecommendation In order to bring our local building codes into compliance with the most recently adopted codes, it is necessary at this time to take a number of actions. This letter begins that process by setting a public hearing for adoption and providing copies of the related documents in advance of that hearing. It is therefore RECOMMENDED that your Board take the following actions: 1. Schedule a public hearing for the morning agenda of September 20, 2005 to consider an ordinance amending Chapter 12.10 of the County Code to adopt the 2004 California Electrical Code (Attachment 2), as amended by Title 24 the California Code of Regulations; and 2. Direct the Clerk of the Board to take the appropriate actions to notice the hearing. Planning Director - RECOMMENDED: 1 I, SUSAN!A~VAURIELLO County Administrative Officer JH:TB Attachments
