OTHER EMERGENCIES SECURITY ASSISTANCE INTRODUCTION Introduction This handbook is prepared in accordance with Seattle Fire Department policies. It provides emergency procedures for Seattle Municipal Tower, Seattle,Washington. Instructions within this plan incorporate all of the unique safety features of the building as well as the procedures you, as a building occupant, would follow, if an emergency occurs. The plan is intended to provide guidance and instructions to all occupants. We encourage you to thoroughly review the procedures outlined and to retain this handbook for ready reference in case of emergency. ***Important notice*** The Seattle Fire Department requires a 2 inch white circle on all tempered glass windows. This is for your protection and firemen s use in case of a fire. Please do not remove. FIRE REPORTING IN THE EVENT OF A FIRE: Call the Fire Department at 911 with the following information: This is Seattle Municipal Tower The address is 700 Fifth Avenue. The fire is on Floor The fire is located in (private office, trash can, rest room, etc.) Alert other personnel in the immediate area.
Call the Seattle Municipal Tower Security Desk at 624-7490 and provide: Floor number the fire is on. Location of the fire. Leave the fire area immediately. Close doors as you leave. Floors 62-20: use the stairs to walk down four (4) floors and wait for further instructions. Floors 19-14: use the stairs to walk down to Level 6 and exit the building. Wait for further instructions. (Note: when the building goes into alarm, all stairwell doors will unlock.) DO NOT USE THE ELEVATORS!! Do not panic. Fire Department personnel will arrive as soon as possible to assist you. FLOOR PLAN A typical floor plan FIRE EVACUATION PROCEDURES General The fire alarm whoop will sound over the public address system. As you leave your area, close doors but do not lock them. Walk to the nearest stairway and proceed as follows: Floors 62 to 20 proceed four (4) floors down; Floors 19 to14 use stairways to Level 6 and exit building. Elevators will not be in operation. Obey the instructions of the Floor Wardens. After reaching the specified area, enter the floor, remain quiet, and await further instructions. Return to your work area after the All Clear has been announced over the public address system. Note: If there is a fire in the building and your floor has not gone into alarm, stay where you are and wait for instructions from the Fire Department or
Building Management. Elevators DO NOT attempt to use elevators. Use only the stairways for evacuation. FIRE EVACUATION INSTRUCTIONS FOR NON- AMBULATORY PERSONNEL Each handicapped occupant will have monitors for assistance when evacuating the floor in an emergency. Your monitor will assist you in evacuation. Go to the stairwell exit area with your monitor and wait near the door until the stairwell is empty. If you cannot negotiate the stairs, enter the stairwell and wait on the landing with your monitor. Be sure the stairwell door is closed. The Floor Warden will notify the Fire Control Center that you need assistance to evacuate the floor. Fire Department personnel will arrive shortly. Your monitor should remain with you at all times. When the All Clear is announced you and your monitor may return to your floor. NOTE: Floor Wardens are responsible for notifying Building Management on non-ambulatory persons. REPORTING BOMB THREATS/ BOMB THREAT CHECK LIST Reporting Bomb Threats: The person receiving a bomb threat by telephone should attempt to get the exact location within the building where the bomb has been or is going to be planted. Attempt to get as much information as possible, as to description of caller; for example, voice, race, sex, group affiliation, etc. Listen for noises in the background or other clues that may indicate who is calling and the location of caller. Carefully record information using the checklist on this page. First, call 911. Then call Building Security at 624-7490. The person receiving a written bomb threat will immediately notify his/her supervisor. The supervisor will call 911, then report the threat to Building Security at 624-7490. To avoid panic, inform no one in your office initially until your senior office manager determines a course of action. The final decision to evacuate the affected area will be made in conjunction with the Tenant Senior Manager, Building Management and the Seattle Police Department. Bomb Threat Check List.pdf BOMB THREAT EVACUATION PROCEDURES General Evacuation procedures will be announced over the public address system. DO NOT USE Elevators. Use stairwells for floor evacuation.
DO NOT USE cellular phones, pagers or two-way radios. Obey instructions of the Floor Wardens or other persons in authority (i.e., Bomb Search Officer, Police, etc.). Check immediate work areas prior to evacuating the space and report any suspicious packages or objects to the Floor Warden. DO NOT DISTURB OBJECT. Do not close doors. Return to your work area after the All Clear has been announced over the public address system. Non-Ambulatory Personnel Follow instructions on page 5: Evacuation Instructions for Non-Ambulatory Personnel. MEDICAL EMERGENCIES When medical emergencies occur, prompt attention and reaction are required. Call 911 Call Building Security at 624-7490 and report the following: a. the nature of the emergency b. what floor and the location of the patient on that floor c. you already contacted 911 Building Security will assist emergency personnel by ensuring a direct route to the patient and clearing an exit route. Have the patient s supervisor nearby to assist emergency personnel with information. POWER FAILURE In case of total or partial power failure in Seattle Municipal Tower, stay in your office until you receive instruction from Building Management. If a fire or other emergency occurs along with the power failure, follow the specified fire evacuation procedures. EXPLOSIONS PROCEDURES Take cover under desks, tables, or other such objects that will give protection against flying glass or debris. After the explosion, call 911. Then call Building Security at 624-7490 and report the incident. Evacuate the area as directed by announcement over the public address system or by persons having authority (i.e., Floor Wardens, Bomb Search officer, Police, etc.). Return to work area when advised by announcement over the public address system or by persons having authority. EARTHQUAKE PROCEDURES Duck, Cover, and Hold Take shelter under tables, desks, or other such objects that will offer protection against flying glass or debris. Hold onto the object of shelter so it won t move.
Do not leave cover until ordered to do so by persons having authority. Do not run outdoors. Falling debris, electrical wires, etc., will cause extremely hazardous conditions. Do not go near windows. Do not attempt to use elevators during an earthquake. DEMONSTRATIONS Persons notified of pending demonstrations or having information regarding a civil disorder must immediately notify Building Security at 624-7490. Building Security will notify the Seattle Police Department. If evacuation is necessary, evacuation procedures will be announced over the public address system. STALLED ELEVATORS If you are trapped in a stalled elevator, open the elevator telephone access door on the left panel and press the silver call button once. You will be automatically connected with Building Security who will assist you during the entrapment. Please give the number of the elevator you are in (the car number is posted in the car). ***Note: An additional emergency call button is located on the main panel to the right. Security will stay in constant communication with you until you are released from the elevator. If you know of a stalled elevator, please report the elevator number and location to Building Security at 624-7490. OTHER EMERGENCIES Report the emergency to the Building Security Desk by phoning 624-7490. Give location of emergency (floor and side of building or room number), type of emergency, and description of immediate situation. SECURITY ASSISTANCE Building Security is available to assist in the following situations: Evening escort within a two-block radius Investigation of theft Investigation of illegal entry Escorting unwanted persons off the premises (ie. disgruntled employees, clients) Any other conditions which may be harmful or threatening to the building occupants Please report all incidents at time of occurrence to Security at 624-7490.
