RGII The Register of Gas Installers of Ireland (RGII) were re-appointed by the Commission for Energy Regulation (CER) as the Gas Safety Supervisory Body (GSSB) with effect from January 2016 for a 7 year period. RGII is a not- for- profit company and is a subsidiary of the Register of Electrical Contractors of Ireland ( RECI ). RGII is responsible for registering gas installers and regulating their activities with respect to Domestic Gas Safety in Natural Gas and L.P.G. 7/14/2017 3

The Criteria Document Version 1.5 of the Criteria Document (19/11/15) is published by the CER and can be viewed on the RGII website (www.rgii.ie) The Criteria Document sets out the rules of operation of the scheme and specifies the standard of work on Domestic installations and domestic appliances on Non Domestic sites. The CER developed the Criteria Document in consultation with the Gas Industry and members of the Installer Representative Panel, GNI, ILPGA, Gas Technical Standards Committee and CER comprised the working group responsible for its drafting. 7/14/2017 14

Gas Works The Commission advises that Domestic Gas Works will cover any work on a natural gas fitting within the scope of I.S.813 with the following exceptions, 1. The design of gas works; 2. Work on the point of delivery and upstream of the point of delivery; 3. Work on gas fittings for the supply of gas for automotive use; 7/14/2017 15

Membership of the Register The scope of gas works has been defined by the commission in CER/09/083 (Decision Paper). Gas Works the installation, removal, repair, servicing, maintenance or replacement (or any combination of the foregoing) of a Gas Fitting Registration is currently limited to Installers carrying out Domestic classes of gas works Gas Works Regulations came into effect on the 26 th June 2009 which makes it an offence for a person to carry out Gas Works unless he/she is registered: 7/14/2017 17

Membership of the Register The categories of membership are: Domestic - Full Membership Domestic - Trainee Membership The Regulatory System also provides for individually registered gas installers to operate under company registration Full details with respect to the membership categories & qualification requirements are set out in Section C 2 of the Criteria Document 7/14/2017 18

Membership of the Register General membership Conditions: Hold appropriate commercial insurance Pay the appropriate membership fee to RGII Sign up to the conditions and rules for registration 7/14/2017 19

Membership of the Register Specific requirements for Full Membership (Domestic) Open to individuals who: hold a level 6 Trade/Craft Certificate in Gas Fitting or Plumbing or Electrical or Refrigeration and Hold a Domestic Gas Safety (DGS) or GIS and GID, or GI1 and GI2 awards or equivalent Domestic Gas Assessment (DGA) 7/14/2017 20

Membership of the Register Specific requirements for Trainee Membership (Domestic): Open to individuals who are undertaking or have completed a plumbing apprenticeship (or a similar such certificate e.g. Gas Fitter) and are working towards full membership; and While holding trainee membership, have their work supervised by an individual with Full Membership of RGII; and Ensure that this individual with Full Membership of RGII certifies their gas work. Such certification must also include the details and signature of the trainee member 7/14/2017 21

Membership of the Register All Declaration of Conformance (D.C. Cert s) will require the registered installer to certify that their own work has been completed in accordance with the appropriate standard (I.S. 813 Domestic and I.S. EN 1949 LAV) Once registered Gas Installers will have the right to self certify their own gas work using a Declaration of Conformance Certificate (D.C. Cert) The legislation requires that all Gas Work must be certified and certificates returned within 20 days. RGI are only permitted to certify there own work. A Declaration of Conformance (D.C. Cert) system is operated by RGII 7/14/2017 22

Membership of the Register Sale of D.C. certificates are recorded by RGII and are restricted to use by the RGI or company who purchased the certificate Each registered installer will receive an RGII Identification number and Card with his/her photo and details of membership To maintain membership installers will have to: Pass ongoing inspections carried out by the RGII Inspector Complete a competency assessment at least once every 5 years against IS 813/ I.S.EN 1949 (this will be an assessment against the standards) 7/14/2017 23

Public Awareness The safety issues associated with the use of gas The requirement to choose a registered gas installer for gas works The requirement for registered installers to issue a Declaration of Conformance Certificate for all gas works How to report non-registered installers or registered installers who are operating unsafely or inappropriately By increasing awareness on these issues, gas users, members of the public and gas suppliers can help with policing and identifying illegal installers 7/14/2017 29
