Railway Infrastructure in Italy Key figures Today Italy has one of the densest railway networks in Europe Operating Railway network: 24.227 km Thereof 1.298 km high speed In total 16.685 trains in operation Length of tunnel 1.2500 km Number of stations in operation 2.270
Legal situation concerning safety requirements for trains Legal situation in Italy There are several legal regulations concerning safety in railway vehicles in Italy I. Groundbreaking: principle for safety in tunnels Decreto Ministeriale 28 ottobre 2005 Sicurezza nelle Gallerie Ferroviarie II. Basis for this legislative proposal: European White Paper European Transport Policy for 2010: Time to Decided
Legal situation concerning safety requirements for trains Ministry decision from October 28 th 2005 Key messages of the law: (Decreto Ministeriale ) I. Increased requirements for fire safety in existing and planed tunnels Installation of fire prevention and fire fighting systems II. III. Objectives of measures Reducing critical situations in tunnels for people, the environment and the infrastructure in tunnels Reducing the consequences of accidents in tunnels Principle Railway tunnels to be planned / constructed / maintained in that way that the level of safety is the same for worker in the tunnel as well as for user
Legal situation concerning safety requirements for trains Ministry decision from October 28 th 2005 Consequences of the law : I. Implementation of the regulation on all tunnels > length of > 1.000 m Installation of fire prevention and fire fighting systems II. Metros are excluded of the regulation In Italy matter of the city III. Extensive safety requirements to be followed for Infrastructure, rolling material Fire protection for railway vehicles combined with correspondent operational regulations are allowed as compensational measure
Legal situation concerning safety requirements for trains New Standard UNI 11565 from 12/2014 New Standard: published: 12 th of December 2014 New Standard as a consequence to the Decreto Ministeriale WAGNER as part of the expert team establishing the new Standard STANDARD UNI 11565 (Italy) RAILWAYS VEHICLES 12/12/2014 Design, installation, validation and maintenance of fire detection and extinguishing systems to be used in rail vehicles and technical requirements 29.03.2015 page 12
Standard UNI 11565 Scope of the standard: Definition of functional and performance requirements Criteria for design, installation, validation and maintenance of fire detection and extinguishing systems in rail vehicles (passenger cars, locomotives, locked compositions) Content of the standard: UNI 11565 has been designed for railway vehicles under the technical standard EN 45545 for Passenger cars, Locomotives, Locked compositions Detection and fire protection systems must realize the presence of any starting fire in the quickest possible way and start automatically the extinguishing process Goal of the standard: Passenger safety 29.03.2015 page 13
Standard UNI 11565: Areas to protect Automated fire protection systems are required as followed: Automatic fire detction Compartments and common areas of passenger cars Sleeping compartments Toilets Restaurant Working areas for employees Entrances and corridors Not accessible luggage areas Driving cockpits All technical areas Automatic fire extinguishing Compartments and common areas of passenger cars Sleeping compartments Toilets Restaurant Working areas for employees Entrances and corridors Not accessible luggage areas Driving cockpits for wagons with direct connection with passenger area ( Semipilota ) All technical areas 29.03.2015 page 14
UNI 11565: Technical requirements for fire protection systems Pre-alarm (in order to allow the technical employees to check the situation) Alarm (signal that activates directly the fire extinguishing system) All the systems must: Record all the signals for pre-alarms, alarms, faults, out of service, manual operations, extinguisher discharges Start extinguishing action without any planned delay, based on alarm criteria Manual operation to stop device and reset system Passenger areas: Smoke detectors. Extinguishing agent: water mist Toilets: Temperature detectors only in combination with smoke detectors Technical areas: Temperature detectors 29.03.2015 page 15
UNI 11565: Fire extinguishing Tests (appendix B) Must be verified according to a defined test procedure as laid down in the new standard Water Mist system for passenger area single and double deck Water mist system for small compartment (sleeping car, pilot cabin, lavatory) Maximum system limits of the water mist system must be defined and must be tested Gas or Aerosol system for technical areas Fire detection system Test must be executed at an authorized laboratory in Italy and test results must be officially accepted / certified by Italcertifer 29.03.2015 page 16
UNI 11565: Design Criteria Design criteria are a result of fire testing in the laboratory Minimum quantity of water Maximum length of pipe network Minimum number of nozzles needed Minimum operation time of water mist system Up to the tested system limits fire protection systems can be realized on new projects without additional fire testing. Wagner has almost successfully finished fire testing according UNI 11565 29.03.2015 page 17
Outlook Increasing demand for fire protection solutions for railway vehicles in Italy expected Until 2020: Strong demand for retrofitting of existing vehicles due to long term refurbishment New projects Intense extension of regional and intercity transport (in particular high speed) New Standard is not only influencing the manufacturer in Italy but also manufacturer outside Italy as long as the trains are operated in Italy (cross boarder) Signaling effect: situation in Italy will influence the European environment It is expected that the system manufacturers will execute the tests according to the new Standard 29.03.2015 page 18
