Office of the City Secretary City of Dallas, Texas Municipal Utility Franchise Annual Reports, 1912 1922 Volume:.5 cubic feet Scope and Content Note: Collection documents franchising agreements with the City of Dallas for telegraph and telephone services, gas, electric power, and electric railways. As energy and telecommunications utilities and mass transit were introduced to American cities in the late 19 th and early 20 th centuries, municipal governments discovered that regulation was necessary to standardize the delivery of services and pricing. In order to operate, a company had to acquire franchise rights from the local municipality. A franchise allows a utility to serve customers within a designated geographic area for a specific period of time. In return for its franchise, the utility is required to serve all customers equally and at reasonable cost. Many utility companies were shareholder owned, though a few were private.
