Davis Street, Dallas, Texas (CD 1) BACKGROUND The Economic Development Department of the City of Dallas has confirmed that $60,000 is available for a public art project at 235 W. Davis Street, Dallas, Texas. The public art would be located near the streetcar stop at Zang and Davis, which is being planned by the City of Dallas Transportation Department. Scope of Project To provide a public art installation that Reflects of the history and current environment of the neighborhood Incorporates community input through the Bishop Arts Merchant Group and Neighborhood Associations Provides a visual counterbalance to the streetcar stop and canopy Is highly visible Is safe and free of hazards Is constructed of durable materials in a manner to be relatively maintenance free To identify the location as a community gathering place Budget 2006 Bond Prop 08 Economic Development $60,000 Conservation and Maintenance Alamo Manhattan will provide a maintenance fund donation of $6000 (10% of the project value as recommended by the National Park Service) to the Public Art Maintenance Fund. 1

ACTION ITEM RECOMMEND INITIATION OF SKYLINE TARGET AREA NEIGHBORHOOD PLUS PUBLIC ART PROJECT FOR BUCKNER TERRACE NEIGHBORHOOD AT EVERGLADE PARK COMMITTEE: Cultural Affairs Commission MEETING DATE: March 22, 2018 COUNCIL DISTRICT: DEPARTMENT: STAFF: FUNDING SOURCE: CD 7 (Felder) Public Art Program Kay Kallos, Public Art Program Manager 2012 Streets Bond COMMISSION: $9500.00 SUBJECT Recommend initiation of Skyline Target Area Neighborhood Plus Public Art Project for Buckner Terrace Neighborhood at Everglade Park. BACKGROUND The Buckner Terrace Neighborhood was identified by the Planning and Urban Design Department as a target neighborhood for Neighborhood Vitality programming. The Office of Cultural Affairs has worked with the neighborhood association, representatives from the Skyline High School and the Planning and Urban Design Department. SITE SELECTION AND APPROVAL BY THE PARK AND RECREATION BOARD An orientation to public art was held at the Skyline Neighborhood Association meeting in September 2017. A meeting with Skyline neighborhood association members and art teachers and students from Skyline High School was on January 10, 2018 to develop ideas and recommend a site for public art at Everglade Park. The recommended site near the entrance parking area to Everglade Park was approved by the Park and Recreation Board on February 15, 2018. See attached location map. The teachers and students at Skyline High School have been included in the development of the scope of the artwork through meetings with the artist and will be part of the concept design development after the artist is selected. 1

The neighborhood and the Skyline High School preferred themes include: Natural environment-plants, organic shapes, living things Characteristics of the neighborhood-family, tradition, quality, education, safety, community camaraderie Preferred types of public art: Kinetic sculpture Colorful art Tree lighting Murals Interactive sculpture Benches SCOPE OF PROJECT The artwork at the location must: be highly visible in the landscape and to pedestrians and vehicles welcome visitors to the park include input from Skyline High School teachers and students require little or no maintenance be free of safety hazards SELECTION METHOD Request for Qualifications to the Pre-Qualified Emerging Artists List and local artists, including art faculty from Skyline Highschool. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On September 13, 2016, the Cultural Affairs Commission approved the initiation of planning for public art projects in the eleven neighborhoods identified by City Council as recipients of neighborhood vitality actions through the Neighborhood Plus program. On January 9, the Public Art Committee recommended the initiation of planning for the Neighborhood Plus Project for Buckner Terrace Neighborhood and Skyline High School at Everglade Park. On January 18, 2018, the Cultural Affairs Commission approved the initiation of planning for the Neighborhood Plus Project for Buckner Terrace Neighborhood and Skyline High School at Everglade Park. 2

On February 15, 2018, the Park and Recreation Board approved the location for the public art project at the entrance to the park near the parking lot (see site map attached.) On March 6, 2018, the Public Art Committee recommended the initiation of the Buckner Terrace Neighborhood Terrace public art project at Everglade Park. On February 15, 2018 the Park and Recreation Board approved the proposed site for initiation of planning for the Neighborhood Plus Project for Buckner Terrace Neighborhood and Skyline High School at Everglade Park. ACTION ITEM RECOMMEND INITIATION OF PLANNING FOR PARK AND RECREATION PUBLIC ART PROJECTS COMMITTEE: Cultural Affairs Commission MEETING DATE: March 22, 2018 COUNCIL DISTRICTS: DEPARTMENT: STAFF: FUNDING SOURCE CW Public Art Program Kay Kallos, Office of Cultural Affairs 2006 and 2017 BOND SUBJECT Recommend initiation of planning for Park and Recreation Public Art Projects The initiation of planning for five park projects from the 2006 bond program and one project from the 2017 bond program will be developed according to the priority assignment from the Park and Recreation staff. The approval of the proposed Priority Public Art Projects list for the 2017 Bond Program was developed by Park and Recreation Department and Office of Cultural Affairs staff, was approved by the Park and Recreation Board on January 25, 2018. ESTIMATED SCHEDULE OF PROJECTS Projects will be implemented on the basis of the priority ranking and in compliance with the Cultural Policy. High priority projects will initiate in the Spring/Summer 2018. Anderson Bonner and Harry Stone Park are eligible for pre-qualified emerging artists. All other park projects will be part of an international call for artists. ACTION ITEM RECOMMEND INITIATION OF PLANNING FOR PARK AND RECREATION PUBLIC PROJECTS DESIGN PHASE: HARWOOD PARK AND CRAWFORD PARK COMMITTEE: Cultural Affairs Commission MEETING DATE: March 22, 2018 COUNCIL DISTRICT(S): DEPARTMENT: STAFF: FUNDING SOURCE: CD2 (Medrano,) 14 (Kingston,) CD 5 (Callahan) Public Art Program Kay Kallos, Public Art Manager 2017 Bond Funds SUBJECT Recommend initiation of planning for Park and Recreation Public Projects Design Phase: Harwood Park (CD 2, 14) Crawford Park (CD 5) HARWOOD PARK-DESIGN PHASE BACKGROUND Parks for Downtown Dallas and The Decherd Foundation have acquired the land for Harwood Park, located in the Harwood Historic District, to create a space that will serve the fast-growing Dallas Farmers Market area and connect downtown with Deep Ellum. The site contains several buildings of historical significance that will be incorporated into the park s design. The plan for Harwood Park, funded by the 2017 bond program, is to provide more than grass and trees with children s playgrounds, a spray park, and a covered sports pavilion. Sustainability is also an integral plan for the park s design. Ten Eyck Landscape Architects and Quimby McCoy Preservation Architecture have developed plans that keep the environment at the forefront while promoting fun and natural beauty. Scope of Project Identify an artist to develop a concept plan for public art during the design phase of the project, working with the project landscape architects. Site map of Harwood Park CRAWFORD PARK-DESIGN PHASE BACKGROUND Artist Brad Goldberg completed phase 1 of Master Planning for Crawford Park Public Art Project 2011. The design phase was not funded at that time. PROJECT Established as a park in 1954, Crawford Memorial Park is a 265-acre multi-use park containing a two-mile walking trail, eight soccer fields, three softball fields, a pavilion and a playground in southeast Dallas. A maintenance service facility is also located in the northern section of the park. The southwestern sector is heavily wooded and is currently programmed. The park s western edge is bordered by a neighborhood of single family homes with two distinct entry points. NATURAL ENVIRONMENT The unusually sandy soils support a Post Oak Savannah environment that is uncommon for this region. Additionally, the park is bisected by Prairie Creek creating a diverse stream and wetland habitats. The park is densely wooded in the central portions of the park and along prairie Creek with multiple opportunities for overlooks. The southern area, which is currently unused, has a 2

mix of environments including the Post oak Savannah, open meadow and wooded area along Prairie Creek. The Park and Recreation Department of the City of Dallas began a Master Planning process in Fall 2010. The design phase was not funded at that time and will be funded by the 2017 Bond program. Scope of Project Review the master plan report and initiate a design phase contract with artist Brad J. Goldberg to develop a plan for public art during the design phase of the project. ACTION ITEM RECOMMEND INTIATION OF PLANNING FOR ELM THICKET AREA NEIGHBORHOOD PLUS PUBLIC ART PROJECT COMMITTEE: Public Art Committee MEETING DATE: March 6, 2018 COUNCIL DISTRICT(S): DEPARTMENT: STAFF: MAPSCO: FUNDING SOURCE: CD2 (Medrano) Public Art Program Kay Kallos, Public Art Manager 34G 2012 Streets Bond COMMISSION $9500 SUBJECT Recommend Initiation of Planning for Elm Thicket Area Neighborhood Plus Public Art Project BACKGROUND In 2016, City Council identified the following Target Areas as focus locations for the Neighborhood Plus Program (see map attached). The Office of Cultural Affairs has plans to work with the neighborhood association and the Planning and Urban Design Department. Elm Thicket-Northpark is a traditionally African-American neighborhood located just east of Love Field airport. Over the past 20 years, the area has seen significant demographic and economic changes. A few of the changes include a large rise in the Hispanic population as well as rising property values and new construction. For over a year now, many residents and neighborhood leaders have been working through the Neighborhood Crime Watch with Councilmember Medrano, City Code reps, Dallas Police and other City departments to build stronger relationships and address their concerns. SCOPE OF PROJECT In support of the goals of the Neighborhood Plus Program to Work with neighborhoods to prioritize needs and leverage resources to support safe, walkable streets and public spaces, OCA Public Art Staff will work with NH+ Staff to develop public art opportunities in dialog with Neighborhood Advisory Councils established by the Community Teams from the Neighborhood Vitality Programs of Neighborhood Plus-Examples of neighborhoodbased public art programming will be presented and discussed. 1

Once locations and types of public art projects have been reviewed and confirmed, open community meeting will be convened to solicit input about the target neighborhood to inform the scope of the public art project. Upon confirmation of public art sites, scope of project and funding, public art staff and Neighborhood Plus staff will see approval to proceed from the Public Art Committee and the Cultural Affairs Commission. FUNDING Currently funding is available from the 2012 Streets Public Art Fund for programming. Additional funding will be sought through both OCA and Neighborhood Plus as well as in-kind donations.
