CALL TO ORDER/WELCOME Debbie Freeland called the meeting to order at 0900. She welcomed the committee to Oakland and thanked Shane Clary for his work organising the meeting and arranging the tour to the Oakland Museum of California. Debbie also thanked the Bay Alarm Company for providing the meeting room and bus to the tour. Page 7 of 14

2. SELF INTRODUCTION OF MEMBERS AND GENERAL ANNOUNCEMENTS Debbie congratulated John McCormick, long standing member of this committee who retired a couple of years ago, on receiving the 2011 Society of Fire Protection Engineers Harold E. Nelson Service Award. Debbie welcomed Jim Antell from RJA who is going to apply to join the committee as the alternate to Martin Reiss. She also welcomed Allan Rhodes and Dan Rose of Marioff who will be speaking to the committee and answering questions, based on the committee s request for documentation following their proposal. Debbie explained that Wayne Moore was unable to attend the meeting as he was speaking at another meeting in Minneapolis. Tom Norton had also sent his apologies as he is speaking at the Campus Fire Safety Program as chair of NFPA 720. 3. APPROVAL OF MEETING MINUTES OF 23-25 JUNE 2011 IN VIENNA Cindy Greczek noted an error in the date of the Fall 2012 meeting. With this amendment the minutes were approved. 4. CHAIR S REPORT Membership Debbie Freeland welcomed new members; Lucca Nassi whose upgrade from nonvoting member to was approved by Standards Council. He has also recently joined the 914 task group. Dan Nichols, New York Department of State, appointed to the committee as alternate to Steve Rocklin. Many of the committee will have met Dan when he spoke at the committee meeting at Hyde Park. The committee is full with a good hold list. Debbie advised that as we go forward with the documents, we will look at our membership to see what additional expertise would best support the focus of the committee, and try to target specific individuals that will bring the highest level of expertise in these areas to the committee. In this light, Debbie advised that if committee members have someone they think can contribute, and they are making an application, the member should alert the chair so we can consider how they can be brought into the committee, either as an alternate to a current member, or taking them into a task group until a position opens up. 5. STAFF LIAISON S REPORT Greg Harrington updated the committee on the new NFPA standards development process. He reminded the committee that the current revision cycle for NFPA 909 will be completed under the existing process; however the revision cycle for NFPA 914 will follow the new process. The committee will not be required to vote on all public inputs (formerly public proposals) received at the public input stage. The committee will consider the public input collectively and provide limited feedback to submitters. The committee will then vote only on changes to the code and produce a first draft. At the public comment stage, the committee will have to vote on any comments received and then produce a second draft. Following publication of the second draft, there will still be the opportunity for the filing of NITMAM as the second draft goes through the approval process. Full information on the new Regulations is available at: http://www.nfpa.org/regs Greg advised that the NFPA have previously provided money to the Fire Protection Research Foundation (FPRF) for small projects to assist technical committees to develop their codes. Money has again been made available to the FPRF this year. Proposals for projects have to be submitted by 16 December 2011 for consideration of funding from this year s budget. It had been noted by members of the committee that Diane Matthews was now completing the administration for the committee at the NFPA. Greg explained that there had been some changes to roles within the NFPA and it was likely that Diane would be the administrator to the technical committee from now. The committee wish to acknowledge their appreciation of the support previously provided by Jill McGovern. 6. GUEST PRESENTATION ON WATER MIST SYSTEMS The committee have previously received proposals from Marioff to include water mist systems within the code, effectively treating water mist in the same manner as sprinkler systems. The committee had rejected the proposals on the basis of a lack of documentation that water mist is an appropriate extinguishing medium in this class of occupancy. Allan Rhodes and Dan Rose of Marioff North America gave a short presentation where they explained that, whilst there is no fire test standard available, Marioff have completed many tests, all of which are client specific and Marioff are opening a new test centre in Florida in January 2012. Case studies of three tests were presented to the committee, including a fire test for archive storage. All tests recorded an immediate drop in temperature due to the cooling effect of water mist one of the key benefits of using water mist. All tests are client specific due to the lack of any standard. This requires the client and AHJ ensuring that the parameters applied to any test, and consequently design, is set. 7. REVIEW SCHEDULE FOR FUTURE COMMITTEE MEETINGS 1 April 24-25, 2012 (NFPA 909 ROC), Smithsonian Institution, hosted by Michael Kilby. Nancy Lev-Alexander will arrange an optional tour to the US Library of Congress Packard Campus of the National Audio-Visual Conservation Center (PCAVCC) in Culpeper, VA for Thursday April 26, 2012. 2 September 18-19, 2012 (NFPA 914 Pre-ROP), Venice, Italy. Luca Nassi will host this meeting. There will be a one day conference and tours on September 20-21, 2012. 3 Spring 2013 (NFPA 914 Public Input Meeting) Royal British Columbia Museum, Victoria, BC. Nick Artim to check availability for a meeting on dates between May 20 and June 5, 2013. 8. REVIEW COMMENTS ON NFPA 909 ROP BALLOT Cindy Greczek reviewed the comments on the 909 ROP and made recommendations to the committee. The committee agreed with several comments and the task group agreed to draft committee proposals prior to the next meeting. 9. NFPA 909 TASK GROUP REPORT Following the Marioff water mist presentation the committee discussed and agreed to maintain the earlier decision to reject the proposals that include water mist as an alternate fire protection system. Danny McDaniel suggested that the Marioff proposal should not be included in the prescriptive part of 909, whilst he considered that the option was possible within the performance based part of the code. The committee considered that additional guidance would be required if placing this in the performance based part of the code. Daniel Hubert offered to develop a paragraph comparing water mist to sprinklers that would provide guidance to enable institutions to make an informed judgement. Russ Fleming commented that if this committee could help define the potential applications for water mist, perhaps through a task group, this would encourage water mist manufacturers to undertake tests that demonstrate performance and help them establish protocols. It was considered that the table in A9.12.12 could be further developed to include water mist with the table title changed to reflect that this is considerations for fire suppression systems. This would have to be submitted as a committee proposal. There was a call for members for the 909 task group and the following members volunteered: Cindy Greczek, Danny McDaniel, Debbie Freeland, Wilbur Faulk, Eileen Brady, Bob Fisher, Russ Fleming, Daniel Hubert, Nancy Lev-Alexander and Fred Leber. Danny McDaniel suggests that section 1.3.2.3 which refers to NFPA 914 should be removed. It was agreed that this would be noted and the section removed during the next cycle. 10. NFPA 914 TASK GROUP REPORT Steve Peterson informed the committee that the 914 task group had conferred by conference calls since the Vienna meeting to develop outline goals and objectives for each section of the code. The security element of the code presents a number of challenges and it has been suggested that we take in a number of experts on security at monumental sites to assist in the development of the security section. It was suggested that either during the Technical Committee meeting in Washington DC or the day prior to the meeting, speakers be invited along to discuss security issues. Steve Peterson, Danny McDaniel, Wilbur Faulk and Michael Kilby will form a sub-group to organise this. 11. PROTECTING OUR HERITAGE TASK GROUP REPORT Cheryl advised that through a series of conference calls, the task group have considered the audience, building type and publication of Heritage Under Fire. She circulated an outline of the content of the publication. In relation to how the document is to be published, it was considered that this could either go through the New Products mechanism of the NFPA or the task group will have to seek some alternative publication method. It is likely that this publication would be outwith the scope of this committee and may have to be published as produced by a group of interested individuals. Greg will take a copy of the outline document to the NFPA to ascertain if this could be published by the NFPA and report back to the task group. The task group will then report back to the Technical Committee at our meeting in Washington DC. 12. PORTABLE FIRE EXTINGUISHER AGENT TASK GROUP REPORT Emily Williams, Conservator of Archaeological Materials for Colonial Williamsburg, is working with Joe Scheffey P.E. of Hughes Associates, Inc on writing the Institute for Museum and Library Services (IMLS) grant, which is due February 1, 2012. Materials chosen for the tests are those materials that are likely to be out on display in museums. Emily and Joe will be invited to the next Technical Committee meeting to discuss the project and the variables involved. Danny McDaniel explained that Colonial Williamsburg is giving this project its full backing. 13. COMMITTEE HISTORY Danny McDaniel has now updated the committee history, which runs to the region of 18 19 pages. The document covers the period from 1941 to the present day and includes major thinking on the documents produced through the committee, giving an insight into how these have evolved. The document also lists all committee members along with Staff Liaison and Chairs. Debbie thanked Danny on behalf of the committee for his work in updating this. Danny advised that the draft still requires to be reviewed to ensure accuracy and it was agreed that the draft would be circulated along with the minutes of this meeting. 14. AUTOMATIC SPRINKLER SYSTEM ISSUES Russ Fleming gave an update on NFPA 13 issues on corrosion and compatibility. He also advised that FM had submitted a proposal that the weld line should be rotated at least 45 o in relationship to the floor. The NFPA 13 committee rejected this proposal and suggested the requirement was too onerous. Russ also explained that NFPA 25 is about to go into cycle. He reminded the committee that this committee had submitted three proposals for the 2008 edition, all of which were rejected by the NFPA 25 committee. He asked of this committee would wish to re-submit these proposals and the Technical Committee instructed staff liaison to re-submit these. 15. OTHER BUSINESS Ray Allshouse provided information on ICC code development on-going work on the 2012 International Green Construction Code (IgCC), including the recent Final Action Hearings in Phoenix AZ, where he made mention of this committee as part of his public testimony. He explained that in adopting the IgCC, local jurisdictions can decide options for a selected level of credits to meet green requirements of their choosing. The proposal upon which he testified and which was subsequently approved will allow an extra credit for preservation of a historic structure. Debbie Freeland informed the committee that as she had now held the post of Chair for 10 years, the maximum term allowed, this was her last meeting as Chair. She announced that Don Moeller is to be the new chair of the committee and congratulated him on his appointment. Page 12 of 14

Debbie expressed her thanks to the committee for the hard work and support provided over the past 10 years, a period during which so much has been accomplished by this committee. Don thanked Debbie on behalf of the committee and made a presentation as a token of the committee s appreciation for her 10 years service as Chair. 16.
