(a) The fee schedules set out in this article of this appendix shall apply to all applications, petitions and other requests for development approval including, but not limited to, general departmental, building permit, comprehensive zoning, land development and other services under this section. (b) All fees shall be paid to the city and shall be nonrefundable. (c) Any item not covered in this fee schedule shall be charged the minimum fee, or assessed a fee based on 1.95 percent of the estimated construction cost and shall include the fees for all disciplines, the community development director may require an estimate of cost, copy of contract and/or other descriptive data as a basis for determining the permit fee if such fee is not presently in the fee schedule.

(d) The city, acting through its governing body, its community development or public works/utilities directors, is hereby declared to be exempt from all of the fees required by this appendix. Exemptions: After recommendation from the community development director for building and/or planning, engineering fees, the governing body may grant an exemption from the fees contained in this article, based only upon emergency, special or unusual conditions that adversely impacts the public health, safety and welfare of the city. (e) The fee schedule shall be reviewed annually to determine if the rates warrant increases or decreases based on, but not limited to, economic conditions and costs of processing and approving development permits. (f) The city administration shall determine the mailing, advertising costs and additional expenses reasonably incurred for the cost of processing the application and accesses the applicant for such costs prior to issuance of permit or governing body review. (g) The fees established in this ordinance are based on 2013 costs of service. On October 1 st of every year, the following fees will be increased by a factor equal to the increase in the Consumer Price Index, All Urban Consumers South Urban Index More than 1,500,000 Table 4 of the United States Bureau of Labor Statistics or three percent (3%) whichever is greater, rounded to the nearest whole dollar amount; Sections 3, 5, 6 and 8. The increase will be measured using the yearly August to August index. The City Administration shall present to the City Commission a report addressing the annual need for the increase, the City Commission may, at its discretion, waive, modify or postpone the application of any price increase. Sec. 3. Building permit and related fees. (a) (b) * * * As provided in section 104 of the Florida Building Code (SFBC), as amended from time to time, no fee shall be charged for general maintenance or repairs which do not change the occupancy and the value of which does not exceed $1,500.00 in labor and materials as determined by the community development director. Building permit applications are processed in compliance with the requirements of the Florida Building Code. Fees shall be charged to qualified applicants applying for permits to build, remodel or repair As set forth in the Florida Building Code, permits issued pursuant to these regulations shall be deemed in full force and effect until such time as the work covered thereby is complete. However, if work covered by such permit has not commenced within 180 calendar days from the date of issuance of such

(c) (d) permit, or has been commenced and then suspended or abandoned for a period of 180 calendar days from the date of the most recent inspection, such permit shall terminate and shall become null and void. Work shall be considered to have commenced and be in active progress when, in the opinion of the city engineer or community development director, or their designees, a full complement of workers and equipment is present at the site to diligently incorporate materials and improvements into the project. When a permit has been terminated, all fees paid shall be forfeited and any work commenced after such revocation shall be subject to all the requirements and fees for a new permit as provided in this section. As set forth in section 104 of the Florida Building Code, it is unlawful for any person to fail to acquire a proper permit prior to the commencement of any construction, alteration or repair on or within private property. Any permit application for development that has a homeowners' association or management organization shall be required to submit to the community development department a notarized letter from that entity giving the applicant permission to apply. (1) General. a. Overtime FBC inspections. For any inspections requested to be performed before 8:00 a.m. and after 4:30 p.m., Monday through Friday, or any hour during a holiday, a special overtime fee will be charged for each inspector of each trade required for the inspection and added to the permit fee. Minimum charge for three hour increment or fraction thereof. $300.00 b. A surcharge fee consistent with Section 43.1 of the Broward County Administrative Code shall be collected on behalf of the Broward County Board of Rules and Appeals. c. Mechanics lien law, a $5 fee shall be charged for each permit issued in order to process a mechanic's lien law statement required by the F.S. ch. 713 as amended from time to time. This applies to all permits when the estimated value exceeds $2,500.00. d. Failure of a licensed contractor to request final inspection shall subject such contractor to payment of fee, one-half of original permit fee. e. Registration fee, notarized registration form and copies of all updated licenses and certificates of liability and workers' compensation must accompany registration form... $10.00 f. Permits requiring additional reviews after the third plan review or inordinate amount of review time as determined by the reviewer, will be charged the applicable hourly rate of the plan reviewer for time spent on the review with a minimum of one hour to be charged. c. Expedited permitting Minimum one hour based on current contract rate of plans reviewer per single-discipline permit. Must be requested by the applicant at the time of permit submittal. Disapproval of permit does not constitute grounds for refund of expedited permitting fee. d. Training and continuing educational fees $0.02 per $100.00 of estimated value ($0.20 per $1,000). All fees shall be reserved for training and continuing education for the employees of the community development department, which shall include any material, equipment, code books, code reference materials, attending conferences and any other miscellaneous expenses, including travel expenditures. e. Technology fee. All plan review and permit for new construction, including permits for building, alterations, miscellaneous, signs, swimming pools, plumbing, electric, mechanical shall be accompanied by payment of a technology fee of 0.030 percent of estimated job value. All fees collected pursuant hereto shall be set aside to offset the cost of 5

computer system purchases or technology expenditures within the building division. f. Archive fee. This fee will be assessed at the time of issuance of permit to offset the cost to store and maintain all documents electronically. $3.00 per permit g. Building Code Administrators and Inspectors Fund Surcharge per permit according to F.S. 468.631 as amended from time to time. h. Department of Business and Professional Regulation Surcharge per permit according to F.S. 553.721 as amended from time to time. i. Related service charges: 1. Preapplication plan review based on time consumed per discipline (per hour), exceptions will be by administrative approval only...minimum one hour based on current contract rate of plans reviewer 2. Reinspection... $100.00 The owner/contractor who receives a red tag notice for failing an inspection shall pay a reinspection fee. No additional inspections will be conducted until the reinspection fee is paid. 3. Minor change of plans after permits are issued per hour, or fraction thereof.... $106.00 If any proposed change represents a major alteration of floor plan and/or configuration of the structure involving extensive reexamination computation, the original permit shall be voided and a new permit applied for. One-half of the original permit fee may be applied to the new permit. 4. Replacement of plans, review each trade... $106.00 5. Permit card replacement.. $20.00 6. When more than two sets of plans and/or specifications are submitted for review a surcharge of $5.00 per sheet for each additional set will be added to the permit fee. 7. Zoning inspections $30.00 j. Expired permit, as per FBC section 104.9.3:

1. A permit may be renewed within 180 days after expiration on payment of one-half of the original permit fee. Minimum... $106.00 (If one-half of the fee is less than the minimum fee, the minimum fee will be required). 2. After 180 days, a new permit shall be applied for and all associated stamps and approvals shall be obtained. Any and all new regulations, including but not limited to changes in the Florida Building Code, shall be complied with and full fees must be paid. 3. On projects such as extensions, additions, carport enclosures, pools, fences, driveways, roofs, a renewal fee will be determined predicated on the number of inspections required by building and permitting to finalize the improvement at a rate per inspection of.. $106.00 k.change of contractor... 55.00 Includes notification of concerned parties. l. Double fee. When work for which a permit is required is started or proceeded with prior to the obtaining of such permit, the fees as specified in this subsection shall be doubled. (3) Building certificate of occupancy, certificate of completion, and interim service and facilities fee. The amounts of the interim services and facilities fee required by section 82-4 and the certificate of occupancy fee and certificate of completion fee shall be in accordance with the following schedule: a. Residential. 1. Single-family, $150.00 per living unit. 2. Duplex, triplex and quadruplex, whether covered by a single permit or multiple permits, $150.00 base fee, plus $85.00 for each unit. 3. All other multiple dwellings having five or more living units, $450.00 base fee, plus $85.00 for each unit over five units. 4. Fire A fee in the amount specified in Section 55 a of the City Code of Ordinances will be charged for services of the Fire Department related to the issuance of certificate of completion or certificate of occupancy. 7

b. Commercial, industrial or institutional, basic building shell. At the unit rate of $0.19 per sq. ft. applied to the total square footage of the structures under cover and/or roofed areas, whether such structures are completely and/or partially enclosed, or any part thereof; or at a rate of $190.00 for each water closet plumbing rough-in, based on actual installed rough-in and/or as indicated on the plans approved by the community development department. The highest rate shall be applicable. 1. Fire A fee in the amount specified in Section 55 b of the City Code of Ordinances will be charged for services of the Fire Department related to the issuance of certificate of completion or certificate of occupancy. c. Commercial, industrial or institutional, interior work. At the unit rate of $0.09 per sq. ft., applied to the total square footage of the structure under cover and/or roofed area, whether said structure is completely and/or partially enclosed, or any part thereof, that is applicable to the building permit issued by the community development director of the city; or at a rate of $190.00 for each extra water closet rough-in not shown and/or indicated on the plans approved by the community development department of the city. The highest rate shall be applicable. 1. Fire A fee in the amount specified in Section 55 b of the City Code of Ordinances will be charged for services of the Fire Department related to the issuance of certificate of completion or certificate of occupancy. (4) Temporary certificate of occupancy fee shall be as follows: a. Temporary C/O for single-family residential, per 30 days. $150.0 b. Temporary C/O for duplex, triplex and quadruplex, whether covered by a single permit or multiple permits per 30 days, $150.00 base fee, plus $85.00 for each unit c. Temporary C/O for all other multiple dwellings having five or more living units per 30 days, $450.00 base fee, plus $85.00 for each unit over five units.

d. Temporary C/O, partial or stocking for commercial and other nonresidential buildings: 1. Day 1 through 30. 100.00 2. Day 31 through 60 200.00 3. Day 61 through 90 250.00 4. For each 30-day period exceeding 90 days 500.00 (5) 40-Year Old Building Safety Inspection Program (6) Structural. a. For every application for recertification under the 40 Year Building Safety Inspection Program of Section 109.14 of the Broward County Administrative Provisions of the Florida Building Code, application processing fee.$350.00 b. For every subsequent recertification at 10 year intervals under the 40 Year Building Safety Inspection Program of Section 109.14 of the Broward County Administrative Provisions of the Florida Building Code, application processing fee $350.00 c. For every extension request for recertification (or subsequent 10 year interval recertification) under the 40 Year Building Safety Inspection Program of Section 109.14 of the Broward County Administrative Provisions of the Florida Building Code, application processing fee $50.00 a. Permit fees include standard inspections. Permit fees do not include plan review(s) or reinspection(s). For the purpose of arriving at the permit fee when such fee is based upon the total construction value, a verified contract figure provided by the applicant (including all systems) may be used for the purpose of determining the permit fee or when the chief building official finds that such estimation of total construction value is unrealistically low, said chief building official may require that the estimated total construction cost (including all sub trades) of the building shall be computed per the latest edtion of Cost Data as published by the R.S. Means Company, Inc., whichever is greater. The latest edition of Cost Data as published by R.S. Means, Inc., is hereby adopted and incorporated by reference. b. All structural permits, minimum fee... $106 plus 1.95 percent of the value of the work. c. Permits needed for structural work include, but are not limited to, 1. All occupancies, new construction and additions: i. Single family and duplexes; 9

ii. Multiple residential; iii. Warehouses iv. Office/industrial; v. Residential additions. 2. Structures of unusual size or nature, i.e. arenas, stadiums, water and sewer plants, water slides, fee shall be based on 1.95 percent of the estimated construction cost and shall include the fees for all disciplines. 3. Remodel and repair: i. Partitions ii. Other alterations; such as rehab, fire damage, etc. iii. Window awnings, doors, windows 4. Concrete slabs, paving, parking areas or walkways. For all projects, excluding single family residential, a landscape plan is required per Sec. 102-37 of the Code. The City reserves the right to engage an outside organization for the review of the plans and inspection of installation. In addition to permit fees, the applicant will be responsible for charges incurred for these services. A minimum of one hour at the current rate of the professional from the outside organization will be paid at time of permit application.
