Workshop on Area-based Management and Regional Cooperation for the Implementation of Ocean-related Sustainable Development Goals UN Environment and European Commission 9-10 February 2017, Brussels

Healthy ocean s provide benefits to people Recreational opportunities Key nursery habitats Clean water Nutrient recycling Carbon sink Rich biodiversity underpinning resilience Sustainable fisheries

Peoples livelihoods are often directly linked to oceans Global market value of marine and coastal resources and industries is estimated at US$3 trillion per year, or about 5% of global GDP (World Ocean Assessment, 2015) Gross marine product in Western Indian Ocean (WWF 2017): PRIMARY ASSETS Marine fisheries Mangroves Coral reefs Seagrass ADJACENT ASSETS Productive Coastline Carbon Absorption USD 135 bn USD 43 bn USD 18 bn USD 21 bn USD 93 bn USD 24 bn

Achievement of the 2030 Agenda is underpinned by a healthy and productive environment Healthy oceans and coasts contribute to most SDG s

SDG 14: Life below Water 14.1 Pollution 14.2 Ecosystem management for resilience 14.3 Acidification 14.4 Sustainable fisheries 14.5 Marine Protected Areas 14.6 Fisheries subsidies 14.7 Blue economy 14.a Scientific knowledge 14.b Small-scale artisinal fisheries 14.c Legal frameworks

Oceans also support life above water SDG 2 SDG 3 SDG 8 SDG 12 SDG 13 SDG 15 SDG 17 Food security Health Sustainable economic growth Sustainable consumption Resilience and adaptive capacity Protect terrestrial areas Partnerships, e.g. capacity building NB. Full overview in workshop document 3: ABMT analysis

The combined effect of human impacts now rapidly deteriorate oceans and coasts Overfishing Overfishing + agriculture Overfishing + agriculture + development

It s about managing people s interactions with oceans Ecosystem Approach is needed

Area-based management is ecosystem approach in practice Provincial land-sea management plan Bontang, Indonesia

Area-based management is ecosystem approach in practice Well-established concept: Integrated Coastal Zone Management Marine Spatial Planning Marine Protected Areas Sectoral area-based management approaches: - Fishing closures, others - Particular Sensitive Seas Areas

Area-based management is ecosystem approach in practice Key questions are: Can we adapt and apply ABMT s for different SDGs? How do we design ABMTs for specific local conditions? Are there certain enabling factors that support effective implementation? How can regional ocean governance and cross-sectoral cooperation support ABMTs?

EC-UN Environment Project: Integrated Management and Governance Strategies for Delivery of Ocean-related Sustainable Development Goals Funding: Global Public Goods and Challenges Programme Timeframe: August 2016 December 2017 Budget: EUR 400,000 Task management: DG-ENV and Ecosystem Division

Integrated Management and Governance Strategies for Delivery of Ocean-related Sustainable Development Goals Project objectives: (a) Synthesize experiences from practical use of integrated, areabased management measures and governance approaches (b) Consider guiding principles, strategies and enabling conditions for effective implementation in different ecological, social and economic contexts (c) Disseminate project results to national, regional and global discussions, including high-level political fora, to support national sustainable development strategies, plans and actions.

Workshop objectives: 1. Share lessons and experiences on area-based management, policy interactions and institutional arrangements for SDGs; 2. Identify additional experiences that may be used for UNEP- EC project; 3. Discuss factors that halt or enable area-based management, policy interactions and institutional arrangements; 4. Formulate conclusions on effective use of area-based management, policy interactions and institutional cooperation to be further elaborated into guidance for policy-makers.

Working documents 1. Preliminary analysis of area-based Management measures to support SDG implementation 2. Unedited case studies on policies and institutional arrangements to enable cross-sectoral cooperation to achieve ocean related objectives associated with SDGs 3. Revised agenda
