If you do not receive a notification, the Property remains unapproved for overnight stays, indoor camping. Such activities are not permitted on site, until the approval is received. Information Sheet Supporting the inspection form for Guide Owned/Managed Facilities Used for Indoor Overnight Stays This document should be read in conjunction with the Inspection Form for Guide owned or managed facilities used for indoor overnight stays. If you have any queries in relation to the Inspection Form i.e. you may be unsure how to answer a particular question, or whether it might apply to your property please ring the Properties Department at Guide House for assistance. Please note however that unless there are exceptional circumstances, the requirements on the Inspection Form apply. These requirements are put in place to ensure maximum safety for all our members utilising and accessing our facilities. MANDATORY COMPLIANCE For the purposes of this document the word mandatory is used as Girl Guides NSW & ACT have concluded that these requirement are the minimum requirements. Overnight stays involve children in unfamiliar surroundings which can cause disorientation and confusion in a situation that requires evacuation. As such high safety standards are asked for to ensure, as much as is possible, the safety of our members. SMOKE DETECTORS Hardwired smoke detectors are preferred for properties used for overnight stays. The hardwired smoke detectors must be interconnected so that the alarm is triggered in all detectors even if smoke is only detected by one detector. Photoelectric tamper proof 10 year life sealed battery smoke detectors may be installed as an alternative. If possible, the date should be written on the device and shown in the photograph. Smoke Detectors must be arranged in the Facility so that no point on the floor do you need to travel more than 7 metres to the nearest smoke detector. If more than one smoke detector is required, each detector must not be more than 10 metres from the next one. FIRE EXTINGUISHERS In a typical Facility you will need: An ABE type (Dry Powder) extinguisher of a minimum 2.5kg size; An F type (Wet Chemical) extinguisher in the kitchen; and A fire blanket in the kitchen. Fire extinguishers need to be portable to allow occupants to fight fires. They must be located in plain view along paths of travel to exits or near exits where possible. They should not be located in hazardous areas. Speak to your Fire Safety Consultant about how many you will need and where these are best placed in the Facility. EMERGENCY EXITS Girl Guides NSW & ACT ( GGANSW&ACT ) have adopted a best practice approach in regards to outward opening doors within their Facilities. Building standards are written for generic use, obviously if a building is used for wheelchair use, a different standard of higher safety would apply (ramps, wider doors etc.). Whilst halls will be certified for general use, Guide Halls are mainly used for children and as such it is not inappropriate to expect the highest possible safety standards in safety. Children are more prone to panic than adults and outward opening doors is a sensible precaution against this risk The amount of exits designated as Emergency Exits depends on the floor space of the Facility: If all points on the floor are within 20 metres of a single exit, only that one exit needs to be designated as the Emergency Exit. If any point on the floor is more than 20 metres from that designated Emergency Exit a second designated Emergency Exit is required. If two (or more) designated Emergency Exits are required they must not be further than 45 metres apart and no closer than 9 metres apart. As long as the above requirements are met, there is no need to have any other exits designated as Emergency Exits. Each exit designated as an Emergency Exit must have either a lever handle which opens with a single hand downward motion or push bar opening. The doors must not need a key to open them from the inside. The door must not be a revolving door, roller shutter, tilt up door or have a door knob handle. A sliding door may be used as a Designated Emergency Exit as long as it opens directly onto an open space and it is capable of being opened manually using a force under 110 N which is equivalent to 11 kg, so if a person can pick up 11 kg they would be able to open the door. Designated Emergency Exits will be clearly shown by the illuminated exit signs and must be the exits occupants are directed to on the Emergency Evacuation Plan. EMERGENCY EXIT LIGHTING Illuminated means lit up by electricity and not reflective Illuminated Exit signs are required above all exits designated as emergency exits. Exit signs must be clearly visible and illuminated at all times. If an exit is not readily apparent then illuminated exit signs (or illuminated directional exit signs) must be installed in hallways, corridors, lobbies etc. indicating the direction to the required exit. EMERGENCY EXIT DO NOT OBSTRUCT SIGNAGE It is a requirement that all exits designated as emergency exits are unobstructed. Exit pathways are required to have a minimum unobstructed height of 2 metres and an unobstructed width of 1 metre. In order for all Facility users to be aware that exit pathways are to remain unobstructed you must have this signage to ensure the internal pathways to the exits and external pathways away from the building remain clear in case an evacuation is necessary. Please check with Retail either on the GGA NSW & ACT website or in person to purchase these signs RESIDUAL CURRENCY DEVICES Residual Currency Devices are also known as Earth Leakage Circuit Breakers or Safety Switches. They are not Circuit Breakers. Residual Currency Device is an electrical safety device designed to immediately cut off the supply of electricity when electricity leaking to earth is detected at harmful levels. They offer a high level of protection from electrical shock, serious injury or property damage. W: www.girlguides-nswact.org.au Page 6 of 8
A Residual Currency Device is installed into the switchboard. A single device can be installed to cover the whole building or more than one device can be installed to cover separate circuits in the building. EMERGENCY ASSEMBLY POINT An Emergency Assembly Point sign is required by many Councils to clearly identify where users should assemble in an emergency. This sign should be installed in a suitable location, away from the building, not on the road and offer easy access and parking for emergency services. The assembly point sign and location must be clearly visible and it should be located on the same side of the road as the Facility to avoid the need for those in an emergency to rush towards oncoming traffic. However, it is also recognised that you may not be able to safely marshal without exiting across a road. In this circumstance, it should be clearly identified on your Evacuation Plan so that Facility users are very much aware of the circumstance. If there is no signage the assembly point should still be marked on the Emergency Evacuation Plan PHOTOGRAPHS Photos are required to provide evidence that the information on the Form is correct at the time of the approval. This helps protect not only GG NSW & ACT but every person who signs the form. WASHING FACILITIES Hot water facilities must be available in the kitchen area so that washing up can be conducted in such a manner to ensure it reduces our member s exposure to potentially harmful bacteria. If there is no access to hot water via a tap, the Facility must have options in which to boil water and provide a sufficient supply of water. If this is the only way to provide hot water, suitable supervision must be given and it should be noted in any risk assessment conducted as part of seeking approval for the Event. ADDITIONAL SAFETY Please fill this section in to provide a complete picture of the safety aspects of the building. RECOMMENDED APPROVED USAGE It is up to the Guide District that manages the Facility to decide what type of hirer it will allow for overnight stays. It may be that it will only be approved for that District to use. Please tick or cross the boxes as appropriate. This section will ensure that if an enquiry is made to Guide House about hiring a Facility, it will only be considered if the potential hirer type is approved to use the site. FACILITY INFORMATION This section not only provides a complete set of information to Guide House but is also used to answer questions of any potential hirer that makes a preliminary enquiry through Guide House. WHAT OTHER DOCUMENTATION DO I NEED TO PROVIDE EMERGENCY EVACUATION PLAN If you do not have an Emergency Evacuation Procedure please send a DRAFT FLOOR PLAN of the Facility, showing all aspects of the building i.e. exit lights, fire extinguishers, first aid kit, emergency exits, emergency assembly point whether there is a sign or not, measurement of hall, measurement of each room, window locations, location of kitchen/bathroom/storage, proximity to road etc. W: www.girlguides-nswact.org.au Page 7 of 8
You must also provide a brief explanation of any important points to note when exiting the building in order for an Emergency Evacuation Procedure to be generated. You should also provide Emergency Contacts for your hall and area, e.g. local police, hospital N.B. This draft floor plan and explanation will allow Guide House to generate a formal Emergency Evacuation Plan and Procedure for display in your building. The draft floor plan can be hand drawn and need not be to scale but it needs to have measurements for overall size of Facility along with room sizes and room usage (e.g. kitchen storeroom, dorm etc.), doorways and windows marked. It will also need to show where the designated emergency exits are as well as illuminated signage, fire extinguishers, fire blanket, first aid kit and proximity to road and emergency assembly area. The more detail that is included in this draft plan the easier it will be for Guide House staff to complete the Emergency Evacuation Plan in a timely manner. This Plan must be completed in conjunction with completion of the Emergency Evacuation Procedure and Emergency Contact List. PROPERTY MAINTENANCE CHECKLIST This Checklist is required to be filled out every year for every Facility whether it is approved for overnight stays or not. The Checklist provides evidenced that general maintenance and required checks are being completed and is read in conjunction with this form when approval is being given for overnight stays.
