Instructions to Bidders & Pre-qualification Requirement of Bidders 1. Capacity The firm should be capable of mobilizing adequate arrangement for the supply (separately) of Fabrication of polyhouse suitable for plant growth under controlled conditions of light and temperature, required for U.P. State Govt. funded Centre of Excellence in Biochemistry for Establishment of an Upgradeable Facility for Proteomics, operating in the Department of Biochemistry, University of Lucknow, Lucknow. 2. Penalty Penalty @ 10% of the value of the order shall be imposed for every day of delay in the supply of the full order or commissioning of polyhouse complete in every respect. 3. Arbitration In case of any dispute, the decision of University of Lucknow shall be binding. University of Lucknow has the right to cancel all or any of the tenders without assigning any reason. 4. Legal Jurisdiction For legal dispute, if any, the jurisdiction will be limited to the District of Lucknow. 5. Rates quoted by the firms (L 1) are negotiable, FOR Lucknow. 6. Technical and financial bids, duly signed and stamped, to be kept separately in sealed envelopes. No advance amount will be given. 13. Without assigning any reason any tender or all tenders can be cancelled by the University authorities at any stage. 14. Annexure 1 Specifications for air-conditioned polyhouse to be constructed at the Department of Biochemistry, University of Lucknow Dimensions: 1. Built area of approximately 340 sq. ft. 2. No. of chambers: 1 (one) plus one pre-entry room. Single dome, even span. 3. Size of chamber: 20 ft x 16 ft (L x W) with central height of 11 ft and side height of 8 ft 4. Pre-entry room size: 4 ft x 4 ft (L x W) with 8 ft height. 5. 2 Doors: 6 ft x 3 ft with hinges and control (locking). One each for pre-entry room and polyhouse respectively. Bricks and mortar (masonry) structure: Boundary wall 3 feet above ground, plus 1 ft foundation. The metal and PC structure must rise from these walls. The inside should have floor tiles on a proper foundation with waterproof joints. The chamber will be used for plant growth and therefore provisions must be made for proper slope and drainage system to ensure water disposal from plant irrigation. Super structure (polyhouse): Galvanised steel as per IS 875 standards. Pipe sections to be used for different structural members should be as below or equivalent: a. Columns: 80mm x 50mm in 2 mm thick hot-dip galvanized pipe b. Trusses: bottom cord 30mm x 2mm; truss members 48mm x 48mm x 2mm; bracing 25mm pipe structural member will be fitted with zinc plated nuts and bolts without welding. c. Purlins: 30mm x 2mm thick All GI pipes must be galvanized Glazing: All sides and top to be covered with UV stabilized, double wall, transparent polycarbonate (PC) sheet (SABIC LEXAN USA or Bayer) with at least 80% transmission. Sheets must be fixed to roof and sides firmly. The sheet fixing and all joints must be completely waterproof and should be able to withstand strong winds as during a thunderstorm. The polycarbonate sheet should be fixed to the purlins with anodized aluminum strapping with proper insulating material and Geeignet gaskets. The exact specifications of sheet and metal structure should be clearly mentioned in detail. There must be a warranty on discoloration of PC sheet and of all joints against leakage.
Roof Screen: Net screen should be provided to deduct 25 to 30% of light intensity with arrangements for folding and retraction-redeployment. Water points: External water supply (existing water supply of the Department of Biochemistry) must be connected to at least two points inside the polyhouse. One of which should be provided with a steel sink and drain board and the other to a small garden tap given at a height of 2.5 ft with a cordoned area on the floor to contain water spills. This area should be provided with a drain, and connected to the area allocated for plant growth racks. Water discharge from plant irrigation should be also fed into a common drain and not allowed to stagnate inside the polyhouse. Air conditioning: The polyhouse must be equipped with two air conditioners of 2 ton rating (each with independent stabilizer, each capable of cooling the polyhouse to 25 o C separately. The air-conditioners must run in tandem (one at a time) and a switching device/sequential timer should be installed to switch one AC while switching off the other. The changeover timing should be adjustable/programmable. Temperature control should have an accuracy of ±1 o C with digital two set points. The air conditioning system should include heating capabilities to ensure constant temperature during winters. Humidification system: Poly house humidity should be controlled by Ultrasonic humidifier capable of maintaining upto 90% humidity water droplet as small as 5-10 microns with instant start no thermal losses, automatic water selection system, auto off in case of non-availability of water, low power consumption, adjustable water tank position. Lighting: The polyhouse must be equipped with alternating rows of white (blue enriched) and yellow (Red enriched) LED lights (6 each). There must be contactless switching control to enable user to control the number and type of tube lights. Power points: The polyhouse must be fitted with six (6) power points (15 A) and 4 smaller power points (5 A) for using devices related to plant growth. The overall power supply to the polyhouse must be safe to meet international standards and power should be routed through switching gear and secure MCBs to prevent shock hazard and short circuiting. The wiring used should be of copper, and should exceed load expectations. All fittings and wiring must be fire resistant and ISI standard.
