Annex D: Project Logframe Matrix OVERALL OBJECTIVE: Protect the unique ecosystems and biodiversity along the Sava River through supporting Croatia and Bosnia-Herzegovina in a) improving transborder cooperation with the neighbouring Sava coutries, b) protecting floodplain landscapes and wetland areas, and c) maintaining retention functions of the floodplains. PROJECT PURPOSES: 1. Support transborder co-operation and agreement with the neighboring Sava countries. 2. Protect global significant biodiversity 3. Support rural development through adjusting land use practises to the requirements of the ecological network. PROJECT RESULTS: 1. MoU between Sava countries to designate and manage an ecological network along the Sava. 2. Proposal for an ecological network with protected areas, ecological corridors, buffer zones and restoration areas in accordance with EU Birds & Habitats Directives and WFD. 3. Established GIS on the ecological network 4. Strategy for sustainable land use and rural economic development to support biodiversity and landscape protection and to reduce nutrient emissions. 5. Action plan to support land use practises adjusted to local conditions and protection needs. Ecological network along the Sava of protected areas, ecological corridors, buffer zones and natural flood retention areas established. Land use practises are adjusted and awareness is raised on natural values and landscape structures along the Sava. 1. Memorandum of Understanding (MoU) between Sava countries for cooperation on designation and management of an ecological network along the Sava 2. Established ecological network with action plans for selected areas of the network 3. Strategies for adjusting land use practises to nature conservation requirements. 1. Agreement on signing of the MoU reached. 2. Assessment, plans and recommendations of ecological network along Sava River elaborated and an evaluation of the proposed ecological network for key habitats and species carried out. 3. Coordinated national GIS databases developed. 4. Development of strategy on sound land use and rural economic development. 5. Development of action plan with measures on improving land use practises. The ecological network is approved by relevant national authorities in the Sava countries, as well as are strategies and recommendations for land use practises and natural flood retention. The project reports with guidelines, methodologies, assessments, analyses, recommendations, action plans, strategies and measures developed during the project period are submitted timely to and approved by the Project Steering Committee (PSC) and the EU Commission. After approval handed over to the relevant national authorities in Croatia and Bosnia- Herzegovina, as well as in the two neighboring Sava countries. 1. Signed MoU between the countries. 2. Results of the assessment of the biodiversity along the Sava River Action plans and recommendations for the coherent network. 3. Established national GIS databases. 4. Strategy on sound land use and rural economic development. 5. Action plan on improving land use practises. Smooth communication and co-ordination between all administrative bodies is a prerequisite for successful Governmental ownership and willingness to implement/harmonise methods, plans, recommendations, strategies & measures. Commitment of the Sava countries to implement EU Birds and Habitats Directives and EU WFD. Effective communication and cooperation between water sector and the nature protection sector on both national and transborder level Cooperation between Ministries responsible for agriculture, water and nature protection on national and transborder level. Efficient use of experiences gained in other projects. LIFE III 3 rd Countries Funds available. Co-financing available. Project participants and national contributions are secured. Develop and reach agreement between Croatia and BiH and the two transborder Sava countries on methodology guidelines for habitat identification and fieldwork 4. Assess biodiversity within the Sava River Basin based on the EU Birds and Habitats Directives (Natura 2000) and the Proposal for an ecological network with protected areas, ecological corridors, buffer zones and restoration areas in accordance with EU Birds & Habitats Directives and WFD. Progress reports includes the resulting agreed methodologies, guidelines, interpretation manuals, assessments, identified threats, evaluations, action plans, recommendations, pilot restoration plan and organised trainings, workshops and meetings performed under task B : - National interpretation manuals of EU Natura 2000 habitat types relevant for Sava Qualified international experts and technical advisors and local experts. existing system of nationally protected areas 5. Identify threaths and define current conservation status of the Natura 2000 habitat types and species identified along the Sava 6. Propose and evaluate the ecological network along the Sava for coherence and contents with special focus on the Natura 2000 habitat types and species 7. Develop plan and recommendations to establish and maintain the ecological network and to secure favourable conservation status (FCS) for Natura 2000 habitat types and species within the ecological network 8. Organise and carry out trainings and workshops with identified stakeholders on action plans to secure understanding and commitment 9. Plan and execute small scale pilot restoration plan, if identified needed and coordinate such with other ongoing projects on nature protection in the Sava countries to avoid overlap. 10. Carry out regular Biodiversity WG meetings C) Maintain and improve land use practises 11. Identify and assess actual and traditional land use practises and their relevance for maintaining the landscape and biodiversity of the floodplains 12. Assess market conditions and product chain management 13. Identify opportunities for developing agro- and nature tourism and for establishing a coordinated network of nature trails and facilities (cycling trails, canoing rentals etc) along the Sava River 14. Develop action plan to sustain traditional extensive land use, especially livestock grazing, and to develop close-to-nature forestry practises for important forest areas 15. Develop innovative land use practises to support protection of the floodplain landscape and biodiversity 16. Develop recommendations for setting up support scheme for continuing traditional land use practises and introducing new land use practises through EU and national policies and funding schemes 17. Organise and carry out trainings and workshops with identified stakeholders on sustainable land use practises adjusted to local conditions and protection needs. - Agreement on methodology guidelines for habitat identification and fieldwork - Assessment of biodiversity along Sava based on the Natura 2000 and the existing system of protected areas - Analysis of threats and definition of existing conservation status of Natura 2000 habitats and species along Sava - Proposal for and evaluaton of an ecological network along the Sava - Action plan and recommendations for establishing and maintaining the proposed ecological network and for securing FCS for Natura 2000 habitat types and species - Trainings and workshops for stakeholders on the action plan and Natura 2000 - Identified pilot site and implemented small scale pilot restoration plan - Quarterly WG meetings Strategy for sustainable land use and rural economic development to support biodiversity and landscape protection and to reduce nutrient emissions. Organise and carry out workshops on a) use of the information system for identified stakeholders, and b) use and updating of the database for staff of the responsible national institutions 24. Carry out regular GIS WG meetings and coordination meetings with the other working groups E) Awareness Raising Established GIS on the ecological network. Progress reports includes the resulting database structures, procedures and establishment, as well as the efforts on reaching agreements and the organised trainings, workshops and meetings performed under task E: - List of soft- and hardware needs for operating a transborder database system for the ecological network - Concept on harmonised database structure and procedures in accordance with the Natura 2000 - Agreement on database structure and procedures - Established GIS database in Croatia and Bosnia- Herzegovina and digitised project data - Training materials and workshops on a) use of the information system for identified stakeholders, and b) use and updating of the database for staff of the responsible national institutions - Quarterly GIS WG meetings and coordination meetings with the other WG. of the activities, and show willingness to participate in project WG 25. Elaborate database over stakeholders identified during the Inception phase 26. Organise a start up and a final project seminar with invitation of all identified stakeholders 27. Project Audits G) Dissemination of lessons learned & experiences gained - The combined training and capacity building elements within the above actions will assist to build institutional capacities and strengthen transborder cooperation and secure involvement of all stakeholders. - The outputs of the above actions will contribute to an overall plan to be produced and will combine many different aspects of nature protection and our exploitation of natural resources - The produced strategies and action plans will be published and translated into national languages to increase awareness on integrated solutions for protection of international biodiversity and water resources.
