Masterplans are needed for many reasons depending on the specific site, however, they are generally used to: Describe a vision Change an image Regenerate a community Protect or enhance the environment Improve productivity Plan a series of projects, both in the short term and in the future Help plan implementation and funding Generate interest and cement links between stakeholders and funders So, a successful masterplan provides an appropriate physical framework to support the business or community, it enhances the environment through landscape and generally improves linkages both within the site area and beyond. 4. 5. Masterplanning 07 How is a Masterplan Developed A masterplan cannot be developed until there is a clear brief based on the needs of the site and a clear vision of what should be achieved. The client must have a commitment to the vision and be clear about how this can be delivered. The design team then takes on board the brief and assesses the site and surroundings and takes account of not only the economic, logistic and environmental aspects but also of the regulatory requirements such as planning policies, transport links and utilities. The designers will prepare simple clear 2D and 3D representations to describe how the site, or series of sites, might be developed. This could be either with a project steering group or other stakeholders/community, using plain English to describe the main issues and benefits. Masterplanning 09 Evaluation & Implementation We work with the client and stakeholders to evaluate the technical issues such as locations of different components within the whole and assess benefits of alternative locations. Are any areas likely to grow? Are there any maintenance issues, negative environmental impact or areas where safety can be improved? In terms of financial assessment, are all the options cost effective? Are some options more attractive to funders than others and can funding be linked to the proposed programme? Once the preferred layout has been agreed with a common vision for the business or communities future, a clear and solid set of recommendations need to be tied to key dates to form an implementation strategy. 4. 5.
