Site Alternatives and Phasing

Site Alternatives - New Library Site (preferred) Introduction The UW Tacoma Library Needs Assessment shows that the library will require approximately 80,000-100,000 gross square feet (GSF) by the time Phase 4 is complete (estimated year 2016) and approximately 170,000-190,000 gsf for the full build out of the library (to support 10,000 FTEs). The UW Tacoma Campus Master Plan features three centrally located sites that could potentially accommodate the library s space and adjacency needs in the full build-out of the campus. Because specialized academic spaces such as classrooms and labs are also critical functions required as part of campus development, and funding available for library-specific functions is still unknown, Phase 4 must consider how to optimize library space while maintaining important adjacencies. Capturing potential low-cost temporary space will be important to consider in the short term to satisfy these needs. Each site shown has advantages and disadvantages relative to accommodating shorter term needs and phasing requirements of the library. Strategies should be further explored in the predesign studies for Phase 4 to determine the best solution. Site Alternative A Site Alternative A looks at the potential of locating a new library facility west of Market Street at a site that is south of the central open space planned for the full build-out of the campus. In the short term, the utilization of the existing Stoneway Electric Building as temporary expansion space could allow the library to vacate its current two locations and operate within one facility. Pros Utilization of the Stoneway Building is a low- cost solution to allow for directly adjacent library space that can be replaced with a library addition when needed to meet future requirements Development of this site initiates formation of the central open space Private partnership/mixed use opportunities could be pursued at this site to facilitate funding and expedite the development of the facility Vacating the Snoqualmie and Jefferson Buildings makes space available for other campus needs Cons Use of the Stoneway Building will depend on the timing of negotiations for the existing tenant to move out Until future development phases are complete, the library will be more remote from other UW Tacoma buildings 38 University of Washington Tacoma - Library Master Plan

Site Alternatives - New Library Site (preferred) Site Alternative B Site Alternative B looks at the potential of locating a new library facility west of Market Street at a site that is north of the central open space. Compared to Site Alternatives A and C, Site Alternative B may be the most problematic for short-term phasing, but is a desirable site in the long-term. Pros The orientation of this site maximizes daylighting opportunities for the building Development of this site initiates formation of the central open space Private partnership/mixed-use opportunities could be pursued at this site to facilitate funding and expedite the development of the facility Vacating the Snoqualmie and Jefferson Buildings makes space available for other campus needs. Cons Additional adjacent space that the library could use temporarily (as in Site Alternative A) is not available at this site. In Phase 4, the library would most likely not be able to relocate to one site and meet its space and adjacency needs if it must share space with other campus uses Until future development phases are complete, the library will be more remote from other UW Tacoma buildings 40 University of Washington Tacoma - Library Master Plan

Site Alternatives - New Library Site (preferred) Site Alternative C Site Alternative C looks at the potential of locating a new library facility west of Jefferson Avenue at a site that is adjacent to the Japanese Language School Memorial Garden, planned as part of the central open space for the full build-out of the campus. This alternative is not as effective as Site Alternative A, given its limited flexibility for phasing through the use of adjacent temporary space. Feasibility of development in the short term is also dependent on soil contamination remediation at this site. Pros This location is close to existing academic buildings and will continue to be a central location as the campus grows Development of this site could initiate formation of the central open space east of Market Street including the Japanese Language School Memorial Garden Vacating the Snoqualmie and Jefferson Buildings makes space available for other campus needs Cons Feasibility of this development is dependent on soil contamination remediation at this site Additional adjacent space that the library could use temporarily (as in Site Alternative A) is not available at this site. Site Alternative - Existing Library Site Site Alternative D - Existing Library Site Site Alternative D looks at the potential of expanding the existing library facilities and is considered least effective for the library in the long term. If the library is able to grow into all four floors of the Jefferson Building and the adjacent Tioga building, the library could meet its space needs in the short term. This site will only be effective if direct connections are provided between the Snoqualmie Building and the Jefferson Building, as well as between the Tioga Building and the Jefferson Building. The library would expand south of the Snoqualmie and Jefferson Buildings to meet long term needs. Pros The library does not have to move from its existing site Renovation of the Tioga building fits the adaptive reuse context of the existing library building Cons Piecemeal additions to the existing library will make space utilization less efficient and limit flexibility in future phases The Jefferson Building is a new building and it may not be reasonable to modify it for library use in the short term The renovation of an historic building building as well as building a bridge between the Snoqualmie and Jefferson buildings could be cost-prohibitive The bridge connection mitigates but does not completely satisfy the library s adjacency needs 42 University of Washington Tacoma - Library Master Plan
