CONSOLIDATED REPORT OF THE MOTIONS COMMITTEE ON CERTIFIED AMENDING MOTIONS FOR PRESENTATION AT THE 2010 ASSOCIATION TECHNICAL MEETING, JUNE 9-10, 2010, LAS VEGAS, NEVADA I. Introduction. This is the Consolidated Final s Committee Report (Consolidated Report) listing Certified Amending s that may be presented at the 2010 Association Technical Meeting in Las Vegas, NV on June 9-10, 2010. The s Committee, consisting of NFPA Standards Council Members J. Pauley, (Chair), K. Bell, S. Clary, R. Farr, R. Gerdes and J. Jardin, has been appointed by the Chair of the Standards Council to certify proper amending motions and otherwise review and act, in accordance with 2.1 through 2.7 of the NFPA Technical Meeting Convention Rules (Convention Rules), on Notices of Intent to Make a (s) that have been submitted on NFPA codes and standards (Documents), which are being processed in the Fall 2009 Revision Cycle and the Annual 2010 Revision Cycle [including NFPA 70, National Electrical Code (NEC )]. This Consolidated Report consolidates the three previous s Committee Reports related to the 2010 Association Technical Meeting, namely: the Report for the NEC (posted May 21, 2010); the Report for Annual 2010 Revision Cycle non-nec Documents (posted May 7, 2010); and the Report for the Fall 2009 Revision Cycle Documents (posted November 20, 2009). The Consolidated Report contains all of the certified amending motions contained in the three base Reports. However, the s Committee may have refined or revised the sequencing and/or grouping of previously published motions to facilitate the fair, orderly and efficient consideration of the subjects presented by the motions at the Association Meeting. Under NFPA rules, persons wishing to make an allowable amending motion at an Association Technical Meeting must declare their intention to do so by filing, within the published deadlines, a setting forth information about the intended motion. The s Committee, in accordance with NFPA rules, reviews each to determine whether the intended motion is a proper motion. The Committee can also, in consultation with the submitter of the, clarify the intent of, and, if appropriate, restate the motion, and, in certain circumstances, group together motions that are dependent on each other so that they can be made as a single motion. In addition, the s Committee may take such other action or make such other recommendations as will facilitate the fair, orderly and efficient consideration of motions within the available time. The s Committee certifies for presentation at the appropriate Association Technical Meeting all proper Amending s, either as submitted or as clarified, restated or grouped, as explained above. The s Committee then publishes a Report setting forth, at a minimum, each Certified Amending, the person(s) authorized to make such motions, and the recommended order in which motions should be entertained. In addition, the Report may include s Committee notes or comments aimed at assisting the Presiding Officer or facilitating the understanding of or the orderly and efficient consideration of the motion when presented at the Association Technical Meeting. The Certified Amending s for documents in the Fall 2009 Revision Cycle, and documents (including the NEC) in the Annual 2010 Revision Cycle are set forth in Part II of this report. Part III 21 May 2010 Consolidated Report of the s Committee: June 2010 Association Technical Meeting May 21, 2010 A2010 Consolidated Report of the s Committee Page 1 of 42

summarizes s for those documents in the cycles identified above that were not certified by the s Committee. In reviewing this report, the following should be considered: The only Amending s allowed at an Association Technical Meeting are Certified Amending s set forth in a report of the s Committee and any Follow-Up s, that is, motions that may become necessary as a result of a previous successful Amending. (See Convention Rules at 3.4.4.) Certified Amending s can only be made by person(s) listed in this Report as authorized to make the motion, or by persons they have designated in writing to the Standards Council Secretary as their Designated Representative. See Regulations Governing Committee Projects (Regs.) at 4.6.8.1. The Certified Amending s set forth in this report are proper and permissible; they will, however, only be presented for the consideration of the membership at the 2010 Association Technical Meeting if a person authorized to make the motion (or their Designated Representative) actually appears, signs in no later than one hour before the beginning of the session (see Convention Rules at 2.7), and makes the motion in accordance with NFPA rules. This Report concerns all Certified Amending s for consideration at the 2010 Association Technical Meeting in Las Vegas, NV on June 9-10, 2010. The information presented above provides a general introduction to some of the relevant features of the process and the presentation of Certified Amending s. For a full and complete understanding of the process, participants should consult the rules themselves, including the Convention Rules and the Regs. In particular, the rules concerning the submission of s and the Certification of Amending s can be found at 2.0 of the Convention Rules and 4.5 of the Regs. The rules concerning membership action at Association Technical Meetings can be found, generally, in the Convention Rules and in 4.6 of the Regs. These are published in the 2010 Annual Directory and are available on the NFPA website at www.nfpa.org. For additional information about the NFPA codes and standards process, consult the NFPA website or contact NFPA Codes & Standards Administration Department at 617-984-7248. II. Certified Amending s. Previously, the s Committee had ruled that nine Annual 2010 Revision Cycle Documents (including the NEC) and seven Fall 2009 Revision Cycle Documents had certified amending motions for consideration at the 2010 Association Technical Meeting (see the previously published reports as noted above). These rulings have not been modified. The consolidated list of documents with certified amending motions is as follows: NFPA 18 NFPA 25 NFPA 45 NFPA 53 NFPA 58 NFPA 70 NFPA 86 Standard on Wetting Agents Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems Standard on Fire Protection for Laboratories Using Chemicals Recommended Practice on Materials, Equipment, and Systems Used in Oxygen-Enriched Atmospheres Liquefied Petroleum Gas Code National Electrical Code Standard for Ovens and Furnaces 21 May 2010 Consolidated Report of the s Committee: June 2010 Association Technical Meeting May 21, 2010 A2010 Consolidated Report of the s Committee Page 2 of 42

III. s that were not Certified by the s Committee. Table B summarizes the S for documents processed in the Annual 2010 revision cycle and the Fall 2009 Revision Cycle that have been reviewed by the s Committee and were not certified. IV. Consent Documents. Where a Document in the Annual 2010 Revision Cycle or the Fall 2009 Revision Cycle receives no s, or receives s but none are certified by the s Committee as Certified Amending s, the Document is considered a Consent Document. A Consent Document is not presented to the Association Technical Meeting and is, instead, forwarded directly to the Standards Council for issuance. See Regs. at 4.5.6. As previously reported, following are the sixteen Consent Documents in the Annual 2010 Revision Cycle with proposed issuance and effective dates. The Consent Documents were forwarded directly to the Standards Council for issuance via letter ballot: Issuance Date June 1, 2010, Effective Date June 21, 2010 NFPA 30B Code for the Manufacture and Storage of Aerosol Products NFPA 33 Standard for Spray Application Using Flammable or Combustible Materials NFPA 34 Standard for Dipping and Coating Processes Using Flammable or Combustible Liquids NFPA 40 Standard for the Storage and Handling of Cellulose Nitrate Film NFPA 73 Electrical Inspection Code for Existing Dwellings NFPA 87 Recommended Practice for Fluid Heaters NFPA 88A Standard for Parking Structures NFPA 160 Standard for the Use of Flame Effects Before an Audience NFPA 307 Standard for the Construction and Fire Protection of Marine Terminals, Piers, and Wharves NFPA 312 Standard for Fire Protection of Vessels During Construction, Conversion, Repair, and Lay-Up NFPA 556 Guide on Methods for Evaluating Fire Hazard to Occupants of Passenger 21 May 2010 Consolidated Report of the s Committee: June 2010 Association Technical Meeting May 21, 2010 A2010 Consolidated Report of the s Committee Page 3 of 42
