How we define nuclear or radiological emergencies?
Nuclear threats: Arise from the energy released by nuclear material (uranium, plutonium, etc.) disintegration (fission) or fusion (fusion) of two atoms. Destructive pressure wave, lethal radiation and high heat. HAZARD The energy resulting from a nuclear chain reaction or from the decay of the products of a chain reaction Radiation exposure Radiological events: People are exposed to radiation or radioactive material for a certain reason. i.e. Accidents, lost or stolen radioactive sources, fire or earthquake during transportation or usage of radiation sources. TO RESPONSE, WE NEED HIGHLY SPECIALIZED AGENCIES AND TECHNICAL EXPERTS.
What is the role of in nuclear or radiological emergency management? Before During Preparedness Planning Awareness Rising Capacity Building Response Coodination of related inst. response units communication with public managing resources at national level CULTURE OF RISK MANAGEMENT «Be aware of risks and get prepared to mitigate the losses» After Recovery Coodination of related inst. Emergencies URAP Classification of Emergencies Measures General Emergency Site Area Emergency In site and off site urgent measures Urgent Protective Actions are applied to mitigate the situation in site and to protect the people in site and off site emergency planning zones and distances. Urgent Measures in site area Off site monitoring is performed and samples are taken. Facility Emergency Other Emergencies Alert Urgent Measures in facility Facility Emergency does not cause danger outside the site boundaries. Precautions are taken in site in order to mitigate the consequences and to protect nearby communities (public, employees and emergency workers). It is determined where protective actions and other intervention actions should be carried out for "where" and "who". Forecasting and alleviating the consequences of losing time with the announcement of a warning situation; on-site and off-site intervention.

Class: General Emergency One of the important branch of the planning for severe accidents in NPPs: Evacuation
EVACUATION SERVICE GROUP - TAMP This plan aims to define the roles and responsibilities of institutions and organizations in response to disasters and emergency situations and to identify the evacuation routes to be carried out by this Service Group and its crews before, during and after the disaster, the areas to be evacuated and the ones to be evacuated by setting the evacuation priorities, planning their transport and settlement has been determined in coordination with stakeholders.
Defining emergency Classification of emergencies Determination of required resources Getting ready Planning for Evacuation Do we need more?
Evacuation Time Estimation (ETE) Analysis for severe accidents in NPPs Purposes Providing data to decision makers and emergency management planners Identification of the public profile and environment in the evacuation zone Examining the effects of traffic management and developing effective traffic management methods Determination of factors with negative effects on evacuation time
What is critical for evacuation time estimation? The population and road capacity in the risk area should be based on the verified and reliable data. Sensitivity to changes in population and road capacity data should be determined in analyzes. It should assess the effect of the traffic management applications.
Why do we need ETE analysis? SEVERE ACCIDENT IN NPP IS A NATIONAL LEVEL EMERGENCY (4TH LEVEL) IN TAMP EVACUATION PLANS SHOULD COVER PAZ. ONE OR MORE PROVINCES MIGHT BE IN PAZ BOUNDRIES. EVACUATIONTIME ESTIMATE BRINGS A SYSTEMATIC METHOD TO NATIONAL LEVEL EVACUATION PLANS. IT OFFERS WAYS TO IMPROVE EMERGENCY PLANS. PROVIDE DATA TO DECISION MAKERS BEFORE AND DURING THE EMERGENCY SITUATION TO TAKE ACTION ON TIME. THESE ANALYSIS PROVIDE USEFUL DATA FOR AFAD & TAEK
