Introduction 2 In pursuance of regulation 19, chapter III of the SOLAS Convention and paragraph 3.5.13~3.5.17 (Fire Drills) of resolution A.787(19) (Procedure of Port State Control Officer), fire drills have to be conducted at least within every one month and PSCO is able to require the drill on board ship after consulting with the master. - 2 - regulation 15, chapter II-2 of the SOLAS Convention describes Instruction, onboard training and drills regarding fire-fighting drills, there is no specific standardized procedure of the drills scenario such as how to conduct and what to do. Analysis of fire-fighting scenarios of shipping companies 3 As a result of reviewing the emergency drill scenario being used on board in 3 major shipping companies, the following matters were identified:.1 The matters to be considered in priority and precautions and etc. in each step were not included in the ship s emergency drill scenario;.2 Despite of, as far as practical, the drills have to be conducted as if there is an actual situation, it was prescribed without the consideration of time and location, so it could be impracticable or conventional; and.3 In case of fire drills, some of the details regarding the identification of the kind of fire, ship s manoeuvring responding to fire, use of ship s engine, radiocommunication to require assistance, inspection items in case of accessing to fire place and etc. were not included in the scenario. 4 Accordingly, the results of investigation of emergency drills scenario of 3 shipping companies reflects into the standard procedures. There are 6 steps in case of writing the standard procedure and carrying out the fire drills as follows: Fire Drills Steps.1 Step 1: Initial notification to bridge or other designated places;.2 Step 2: Initial fire-fighting details by the crew member discovered the fire;.3 Step 3: Summoning to muster stations;.4 Step 4: Communications among bridge, muster station and on scene;.5 Step 5: Suppression of fire; and.6 Step 6: Discussions and Actions to be taken for next drills. 5 Each step consists of Procedure, Action, and Related Regulations. In addition, it has another blank to assign Code representing a procedure, action and related regulation. Besides, the Code is corresponding to the detailed contents of each step. 6 The Codes shown in the attached annex which is regarded as core components of making standard scenarios shall be reflected on an actual scenario. In developing the code, we use initial letter of name of emergency drill such as code F come from Fire drills. The proposed standard procedure facilitates and become more perfectly in making the actual scenario on board ship as reflecting and using the Code. 7 The proposed guideline contained in the annex does not describe time, location and the person in charge. We hope these 3 components have to be considered on real fire drills scenario on board ship.
- 3 - STW 41/12/1 The expected benefits 8 If the developed standard scenario for exercising various shipboard emergency drills newly applies to fire-fighting drill scenario on board ship, the following 3 benefits would be expected: Proposal.1 Ships Crews work load by various inspections would be reduced: Ship s master and officers have heavy burden on various inspections such as PSC inspection, external audits by ISM Code, inspections by major oil companies and etc. together with the requirements of different domestic standards when calling at a foreign port. In case the standard scenarios for various inspections are provided, the work load should be expected to be reduced to the crew..2 Shipboard emergency drills would be exercised more efficiently: Ship s master and officers are able to exercise the emergency drills more systematically through reminding ship s crew of the risk factors which could be occurred during exercising emergency drills in consideration of ship s characteristics and presenting the procedures for emergency drills secured with safety, and more efficient shipboard emergency drills could be exercised by the crew having self-confidence. Particularly, the risk of accident occurrence caused by poor communication or misunderstanding between multilingual crew would remarkably be decreased..3 Joint emergency response drills between shore-based organization (Government, shipping companies) and ships will efficiently be exercised: Through the distribution of the standard scenario published in accordance with systematic procedures, efficient communication will be made and more realistic and effective joint emergency response drills between ships and shore could be realized. 9 In this regard, the Republic of Korea would like to suggest the standard procedure of fire-fighting drills as provided in the annex to this document for consideration by the Sub-Committee. Action requested of the Sub-Committee 10 The Sub-Committee is invited to discuss the proposal contained in the annex and take action as appropriate. ***
DRAFT GUIDELINE FOR DEVELOPING FIRE-FIGHTING DRILL SCENARIO BY STANDARD PROCEDURE 1. STANDARD STEPS OF FIRE DRILLS: The Code F 1. STEP 1: INITIAL NOTIFICATION TO BRIDGE OR OTHER DESIGNATED PLACES The crew member who discovers a fire or the symptom of fire promptly sound the alarm or other effective means The crew member who sounds the alarm must be sure to give the exact location, scale, type of, present situation of, nature of the space of the fire, fire growth potential and potential generation of smoke and gases to the bridge SOLAS II-2/Part C - Reg. 7 The crew member detected the fire may try to do initial attack by use of appropriate fire extinguisher in considering SOLAS II-2/Part C - Initial notification to crews and passengers F 1.1 scale of and type of fire If smoke only is found without light of the fire; the fire may be hidden behind a bulkhead or a compartment. Then, certain precautions must be observed during attempts to find its exact location. STEP 2: INITIAL FIRE-FIGHTING DETAILS BY THE CREW MEMBER DISCOVERED THE FIRE Selection of applicable fire F 2.1 Select applicable fire extinguisher on type and size of fire extinguisher Use portable fire Try to extinguish the simulated fire as if in actual emergency. STEP 3: SUMMONING TO MUSTER STATIONS Master considers all related situation of fire accident and take into action appropriately regarding ship manoeuvring Making sure all related concerned with surrounding circumstances (coastal area, open sea, densely traffic area and etc), informing the situation situation and record actions F3.1 to other ship nearby, and controlling main engine taken If possible, all situations have to be recorded on situation board SOLAS II-2 Reg. 12.2 COLREG Rule 27 Reporting the number of crew members F3.2 Reporting with some information (the number of crew /general situation /explanations of the crew member who discovers the fire and etc.) to bridge at the muster station as soon as possible Resolution A.787(19)/3.5.14 Those crew members assigned to fire-fighter s outfit bring the outfit to the muster station and put on it immediately SOLAS II-2/Part C - at the muster station. STEP 4: COMMUNICATIONS AMONG BRIDGE, MUSTER STATION AND ON SCENES Specify the Emergency communication Channel and method on the muster list SOLAS III/Reg.37 Confirm condition of Communication among Bridge, Muster Station and on Scene. (Make sure position of each relevant FSS Code Ch 5 2.1.3 equipments installation and using method of them) F5.6 Confirm that position and using method of fire-doors and damper are operated by the person in charge HSC/VII/7.6 Prior to operating the fixed fire extinguishing system, check the No. of crew Confirm closing appliances and stopping devices of ventilation as well as all related doors closed F5.7 Ask to the person in charge of the fixed fire extinguishing system as to how to use it and to simulate it. Make sure condition of fire being extinguished after releasing Fixed Fire Extinguishing Systems F5.8 Report to the bridge about situation of the scene. Check damage and possibility of additional fire except the area where fixed fire Extinguishing systems operated by investigation team established in on board ship when the fire fighter enters the fire place, it is followed by consulting of external fire-fighting expert The leader of fire-fighting team must record time of entering the fire place, pressure of breathing apparatus cylinder and name of fire fighters on situation board and etc. FSS CODE Ch 3 2.1
