REQUEST FOR QUALIFICATIONS PROJECT NAME: BRIAR HILLS GARDEN CLUB (BHGC) KINETIC SCULPTURE PROJECT PROJECT LOCATION: CHARLESTON, WV ENTRY DEADLINE: March 16 PROJECT SUMMARY The Briar Hills Garden Club-Charleston, WV is seeking artists to design, fabricate, and install a permanent outdoor kinetic sculpture on the public right of way in Charleston, WV. This sculpture will serve as a gateway piece to the newly renovated Charleston Civic Center. SITE INFORMATION 293 Clendenin Street - Charleston Civic Center See attachment for more information. SIZE REQUIREMENTS The top height of the sculpture should be no less than 15 and the bottom of the sculpture should be no less than 10 from ground not including mounting post. Maximum radius of sculpture should no more 6. than See attachment for more information. OTHER PROJECT CONSIDERATIONS Maintenance and Durability: The City of Charleston will be responsible for providing reasonable, limited maintenance. However, the selected artwork must be able to sustain, over time, natural weather conditions and required minimum maintenance. Safety and Security: The selected artwork will be evaluated on the overall safety and security of the finished work. BUDGET The total budget for this project is $30,000 (City of Charleston to provide a base amount of $10,000 together with $20,000.00 provided by the Briar Hills Garden Club) The above allocations are for all costs associated with this project, including but not limited to materials, equipment, labor, permits, insurance, taxes, travel, installation, shipping, maintenance instructions document, and written and professional photographic documentation of the completed project.

PROJECT TIMELINE Submittal deadline: March 16, 2018 Artist selection: April 1, 2018 Design approval: June 1, 2018 Fabrication and installation: September 1, 2018 PROJECT BACKGROUND About the Briar Hills Garden Club: Since 1951, the Briar Hills Garden Club has worked to enrich and beautify the community of Charleston, WV. Worthwhile projects over the years include: The Jeff Fetty Daffodil Sculpture Garden at CAMC Women and Children s Hospital; the CAMC Cancer Center Meditation Garden; upkeep of the Bridge Road Grotto Garden; the restoration of historic gardens at the landmark McFarland- Hubbard House;contributions to the Craik Patton House gardens and to the Wallace Hartman Nature Trail. Support for community projects comes from proceeds from house and garden tours and generous club member donations. The Briar Hills Garden Club advocates public art as an integral part of community development. We have a strong desire to continue our purpose of creating a greater civic pride in Charleston. We feel adding a kinetic sculpture to the Charleston Civic Center entrance will enhance the downtown environment and add to the city s vitality. It is our hope that it will engage a full spectrum of the local public and the many visitors to the Charleston Civic Center. About Charleston, West Virginia: Charleston is the state capital. It is located at the confluence of the Elk and Kanawha Rivers. Three major interstates converge in Charleston; making it highly accessible by car. Charleston serves as a gateway for outdoor adventure travel such as whitewater rafting and snow skiing. It boasts the early history you would expect of a capital city. However, in the past decade, the historic homes and charming buildings have attracted young creatives, who are transforming the downtown districts into art galleries, vinyl record stores, live music venues, boutique restaurants and unique retail establishments. Downtown revitalization has also been sparked by hundreds of millions of dollars of new public and private investment. Visitors will be welcomed by a stunning $100 million Charleston Civic Center that features river views with huge glass expanses and a bountiful outdoor space. Charleston has been recently recognized in national publications such as the Washington Post and Southern Living. It actively supports a lively arts community.

WV Living magazine named it the state s best Arts Town. The city hosts the area s largest arts festival, FestivALL that includes 10 days, 150 events and 360 performances. Community businesses also organize a popular monthly Art Walk featuring special exhibits in galleries, the museum and local businesses. In 2017 the City of Charleston Office of Public Art was established with the intention of creating an environment for the conservation, education, and creation of Public Art in Charleston,WV. SUBMISSION REQUIREMENTS 1. Statement of Interest: A brief statement outlining interest and qualifications for this project. This should include your concept for the artwork, including any particular theme or themes that it might include. 2. Work Samples: Visual representations of past artwork that demonstrate qualifications for this project, including experience in community engagement around public art. In order to be considered for this project, candidates must upload a total of 10 images that represent no more than 5 previously completed projects. Slides, prints, or any physical submissions of artwork will not be accepted. Each sample should have an accompanying ID summary of the title, location, dimensions, cost, materials/media, and timeline associated with that piece. Images must be formatted as high resolution jpeg files or pdf, other formats not accepted. 3. Resume: Submit a resume that includes relevant work experiences to above mentioned project. ELIGIBILITY Candidates must be professional artists or designers as stated in your resume, eligible to work in the United States, and age 18 or older. Candidates are eligible regardless of race, color, religion, national origin, gender, gender identification, military status, sexual orientation, marital status, or physical ability. You do not need to be a resident of West Virginia to make a submission. SELECTION PROCESS AND EVALUATION CRITERIA Briar Hills Garden Club Beautification Committee will preview application for completeness and may reject incomplete applications or non-responsive submissions. Briar Hills Garden Club Beautification Committee will then review and evaluate Candidates applications based on criteria that may include but is not limited to the following:

Quality and strength of past work as demonstrated in submitted application materials Experience, success, and/or interest in community engagement in the process of creating public artwork Statement of thematic concept and planned medium(s) Proven track record of using the materials and methods appropriate for this project Demonstrated ability to manage projects with similar budgets on time and on budget DESIGN APPROVAL Once the artist has been selected the design approval process will begin. The steps include: Concept Review Approval of concept through rough sketches and/or a maquette. Final Review Approval of the final installation on site.
